Subject: Quotation for providing software to automate the Asset Register and R&M
Module of Infrastructure Wing of DGHRD, CBEC, New Delhi

Tenders are hereby invited from interested parties for providing software to automate the Asset Register & R&M Module of Infrastructure Wing of DGHRD, CBEC.

(I)  Preparing a data base/identity for each formation:

Every entity i.e., Zone, Directorate, Commissionerate etc has to be provided with an independent user id and password, and dashboard for easy access of information.

(ii) Search facility for each user.

(iii)User shall be able to add, edit and delete its data.

(II)  System shall update the complete Asset Register and exhibit that information while compiling the details of all the Zones and the Commissionerates on a dynamic basis.

(III)  To enable the formations to submit the R&M proposals online through the Application online.

1.Asset Register

·  Asset register contains the details of the assets of the CBEC spread all over the country including various Zones and Commissionerate Offices.

·  Assets are of various types:

o  Land;

o  Office Buildings (Owned);

o  Office Buildings (Rented);

o  Residential Accommodations;

o  Godowns; and

o  Guest Houses.

·  Asset Register contains complete details about all the assets i.e. their valuation, date of acquisition, sizes etc.

·  All the Zones and Commissionerates have to submit the asset details of their respective offices to DGHRD.

2.R & M module (Repair & Maintenance)

·  All the Zones and the Commissionerates have to take approval from the Ministry for any R& M activity.

·  DGHRD, CBEC manage the various R & M proposals, check them and send them to the Ministry for approval.

·  Application shall ensure proper validation & checks as per the checklist for submitting the online proposal.

·  Zones and Commissionerates shall be given an option to upload all the necessary scanned documents.

·  User shall be able to see the status of its submitted proposal.

3. Organisation Structure & other details

·  All the Zone and the Commissionerates have to take approval from the Ministry for any R& M activity.

·  Complete organizational structure of CBEC has to be implemented in the application.

·  Hierarchy of Zones, Directorates and Commissionerates has to be implemented.

·  Zones will be consisting of one or more Commissionerates.

·  Proper status of the proposal has to be maintained in the application.

·  System will be scalable for future expansion and have a friendly user interface.

Terms and Conditions of Tender to seek a Service Provider with following capabilities:-

Technical Qualifications:

1.  The bidder should have an annual turnover of minimum Fifteen Crores over the past three years and not be a loss making entity. The bidder shall submit three years balance sheet/audited statements as a proof thereof.

2.  The bidder should have Service Tax Registration, PAN No and ISO Certificate holder.

3.  Preference shall be given to a bidder who has worked with DGHRD, CBEC earlier and carried out work entrusted to it successfully. Preference will be given to bidder who have working knowledge and familiarity with the Organisation structure of CBEC and have developed any application in this respect.

4.  The bidder shall have presence in Delhi/NCR region.

5.  There should be at least one hundred employees on company’s pay roll and having Provident Fund accounts

6.  The bidder should have experience of having developed and installed workflow applications.

7.  The bidder should have supplied the software application to least five Government clients including to at least three Central Government Departments.

8.  The source code of the software shall also be handed over by the bidder and will undertake to repair the software/ debug it in case of any complication/problem.

9.  The bidder shall give a demonstration of the capabilities of the software before the same is finalized.

10.  The vendor of the software shall undertake to repair the same and debug it in case the software develops any complications/problems for a period of three months from the date of installation. The software shall be maintained/ AMC deemed to be granted without any extra charges for a period of 3 months as warranty period from the date of installation in DG (HRD).

Financial Bids:

11.  Vendor has to provide the hosting and must provide its costing.

12.  AMC/ Maintenance after the warranty period of three months must be mentioned separately in the price bid.

13.  Vendor need to provide one onsite person for handholding & support for the warranty period of three months. Costing for the same must be mentioned separately in the price bid.

14. The quotation in the sealed cover containing the financial and technical bids must reach this
office on or before 25.05.2015 before 12 noon. Bids received after the due date/time shall not be
entertained. The Tender documents can be collected from the office of the DGHRD, Saket, New Delhi-

110017 during working hours between 10:00 am and 05:00 pm from 1.05.2015 onwards. Tenders shall be opened on 26.05.2015 at 11.30 am.

14.  The Tender application should be accompanied by :

a.  Two bid system with technical and financial bids sealed separately. The bidder should put these two sealed envelopes in a bigger envelop duly sealed and submit the same to the Directorate by the specified date and time at the specified place. The technical proposals would be opened first.

b.  Necessary documents as per the eligibility requirements

c.  Certificate/Proof of having provided software application to least five government clients including at least three Central Govt Departments.

d.  Balance Sheet/Audited Statements, Service Tax Registration, PAN No and an ISO Certificate.

e.  Proof of having worked with the DGHRD, CBEC, if any.

15.  Any application not accompanied by these documents shall be rejected forthright without being considered as valid Tender application.
