As Washington's Gateway, Snoqualmie Pass has a unique, rich, and diverse history. The Summit consists of 4 separate ski areas, and is the closest ski area to Seattle. The area around Snoqualmie Pass consists of mountain cabins that are mainly seasonally occupied by residents of the Seattle metropolitan area. Roughly 150 residents live in the area year-round, with many more living in the area seasonally.

The Snoqualmie Pass Utility District formed in 1984 when the Summit Sewer District and Kittitas County Sewer District 1 were consolidated into a single district for the purpose of providing water and sewer utility service to the roughly 250 permanent residents and up to 16,000 winter day use commercial customers of unincorporated Snoqualmie and the surrounding area. The District covers 2.8 square miles, and lies at the western summit of Snoqualmie Pass at an elevation of about 3,000 feet. The Utility District has 5 authorized positions, currently employs 4 FTE's, and has an operating budget of 1.53 million dollars. The Utility is governed by a Board of Commissioners consisting of three local citizens elected on a non-partisan basis.

The General Manager reports to the District's Board of Commissioners, and oversees 3 functional units: Office Operations, Water Operations and Sewer Operations. The organization is extremely lean consisting of five authorized positions and additional temporary help employed in the summer construction season. Given the small size of the organization the General Manager has to carry a broad skill set as both a capable manager and capable technical expert in sewer and water systems.
