DIRECTOR OF FACILITIES

ILLINOIS VALLEY COMMUNITY COLLEGE

Reports to: The Vice President for Business Services and Finance

I.POSITION SUMMARY: Directs and coordinates activities relative to the modification or expansion of facilities. Leads, organizes and facilitates the processes which constitute the College’s physical plant.

II.ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Direct and lead the day-to-day operations of the campus in the following areas: operation and maintenance,construction coordination, custodial, and grounds.
  2. Develop and implement a maintenance plan to keep the College facilities in a good state of repair, prevent deterioration and provide corrective repairs and rehabilitation as necessary.
  3. Participate in master planning considering facility needs generated by the College’s mission statement, strategic plan, and corresponding academic programs.
  4. Select and develop personnel to effectively carry out the facility department goals and ensure effective utilization of its human resources.
  5. Prepare and implement goals and objectives for the facilities department that will complement and support the overall mission of the College.
  6. Prepare and administer the annual budget and make recommendations for the purchase of supplies, materials, and equipment. Prepare plans and cost estimates for plant and equipment construction;
  7. Review plans and specifications for bid programs, inspects and/or supervises projects during a construction period;
  8. Coordinate and assist in the planning and implementation of remodeling and new construction projects. Serve as liaison with governmental officials, architects, and contractors to assure that the interests of the College are protected.
  9. Keep the facilities department current with all regulatory compliance issues, i.e., OSHA, EPA, ADA, and other Federal and State codes as they apply.
  10. Oversee the training and evaluation of all maintenance and custodial staff including monthly safety meetings;
  11. Takes prudent steps to identify and analyze loss exposures and potential loss exposures. Provide leadership to implement steps and techniques to minimize College exposure. Monitor loss prevention implementations as appropriate;
  12. Required to respond to emergency situations;
  13. Chairs and/or serves on committees including but not limited to Operations Committee, Tree Campus Committee, Administrative Cabinet, and attends all Board of Trustee meetings and Board of Trustee Facilities Committee meetings;
  14. Serves as night administrator on a rotating basis;

III. OTHER DUTIES

  1. Administer the building automation systems;
  2. Responsible for facility card access and key system;
  1. Meet ICCB annual report deadline for facilities reporting;
  2. Perform other duties as assigned by the Vice President for Business Services and Finance and the President.

III. QUALIFICATIONS:

  • Associate’s degree in construction, engineering, industrial technology or a related field OR an equivalent combination of education and experience that provide the required knowledge and skills;
  • Three years’ supervisory experience involving skilled craftsmen;
  • Six years overall experience in the successful management of facilities and grounds;
  • Specific experience in the following areas:
  • Building structures and their supporting systems which includes boilers, HVAC (including heat pumps), mechanical, electrical and plumbing;
  • Ability to read blueprints and other technical drawings or specifications.
  • Ability to analyze equipment malfunctions, maintenance problems, and develop an effective solution;
  • Ability to apply Board policies, administrative procedures and practices;
  • Staff supervision, budget development, building renovations, and master planning;
  • Safe work practices, OSHA and other Federal and State requirements relating to facilities, grounds, and vehicle maintenance (including ADA);
  • Knowledge of fire, safety, and building codes;
