TITLE: Director ofFinance and Support ServicesTEAM/PROGRAMME: Finance & Support Services / LOCATION: Dhaka, Bangladesh
GRADE: TBC / CONTRACT LENGTH: 3 years extendable
CHILD SAFEGUARDING:
Level 2: either the role holder will have access to personal data about children and/or young people as part of their work; or they will be working in a ‘regulated’ position (accountant, barrister, solicitor, legal executive); therefore a police check will be required (at ‘standard’ level in the UK or equivalent in other countries).
ROLE PURPOSE:
The Director of Finance and Support Services is based in Dhaka and reports directly to the Country Director. This position is a member of the Bangladesh Country Office Senior Management Team, and is responsible for ensuring the strategic direction and effective operation of Bangladesh Country Office Finance, Procurement & Supply Chain, ICT, Government Relations and Barisal Program Support & Management Services (PSMS).
The current allocation of time to the various components of the position is as follows: Finance 60%, Procurement and Supply Chain 15%, ICT 10%, Government Relations 10%, Barisal 5%. If the successful candidate has skills and experience in all areas, the scope of duties will remain unchanged. If the successful applicant’s strengths lie more in the finance area, consideration will be given to shifting responsibility for ICT and/ or Government Relations to other senior staff.

Number of direct reports: 7KEY AREAS OF ACCOUNTABILITY:
- Strategic Direction:Be responsible for strategic direction and leadership of Save the Children Bangladesh Finance, Procurement and Supply Chain, Government Affairs, ICT & Barisal Program Support & Management Services (PSMS).
- Financial Performance and Standards:Be responsible for long term financial planning in line with Child Safeguarding Policy, coordination of annual budget exercise, revision and update of in-country financial policy, analyze financial performance of the country operation, undertake capacity building initiatives for the field office based finance staff, set financial performance standards and re-engineer processes within Finance for smooth operation.
- Treasury and Payables: Ensure that there is an effective fund accounting and fund management function. The key functions to ensure are proper management of payables, cash at bank and petty cash, process monthly fund request to Save the Children International centre office, ensure the documentation maintaining adequate audit trail, overseeing all staff/ vendor/partner and other required payments, transferring fund to sub offices, monitoring Forex gains and losses etc.
- Financial Governance/Compliance: Be responsible for ensuring country operation is fully complied with NGOAB and grants audit requirements, relevant TAX and VAT laws, compliance with GAAP and relevant Save the Children Internationaland donor policies and procedures;Ensure effective coordination external audit and handling queries from regulatory authorities (NGOAB, Donors, Auditors, NBR etc.).
- Financial Management Systems: Ensure that proper recording accounting transactions into the accounting system (Aggreso), maintenance of Financial Management System (FMS) master data, compiling master budget for the Country Office, forecasting the funding grid (member allocations), and management reporting etc.
- Training and Technical Assistance: Visit the Bangladesh country office sub-offices/partners periodically and provide training and technical advice in the areas of Finance and Support Services. Ensure all units have a clear work plan and a learning and development plan which are logically related to the program objectives. Ensure all new staff in the units are thoroughly briefed on their responsibilities, their role within the organization and the objectives and values of Save the Children International.
- ICT Management: Strategically plan and establish a sophisticated, efficient and cost effective Information Technology System at Bangladesh Country Office, Sub Office and Sub-Sub office level. Supervise ICT SeniorManager and ensure uninterrupted smooth and state of the art ICT systems. Strengthen Bangladesh Country Office’s computer hardware, software and support systems with the help of ICT Department.
- Procurement & Supply Chain:Ensure that Procurement andSupply Chain function can effectively deliver quality goods and services on time; support programs in planning their needs;influence positively the impact of Save the Children programs and implementation;ensure resources are used in the best way; ensure transparencyand accountability.
- Government Relations:Ensure that there is responsive Government Affairs Team for maintaining strategic links with GOB/ Ministries and with our beneficiaries ensuring Save the Children International participation in key activities of the national and local government; ensure that government rules and regulations that are applicable to Save the children International in Bangladesh, are duly complied with.
- Barisal Program Support & Management Services:Through Program Support & Management Services (PSMS) of Barisal ensures supporting the projects and programs under Barisal division through the provision of quality, cost-effective and timely support enable to achieve programmatic objectives and goals and keep commitment intact those have been made with stakeholders to whom we are accountable for including donor groups and beneficiaries.
- Program Design and Development:Assist the Director Program Development and Quality, Deputy Country Director Programme Operations and Country Director in designing and developing project proposals, and help develop Bangladesh Country Office’s CAP (Country Annual Plan). Lead the development of organizational capacity across Save the Children International in Bangladesh in the fields of financial management and administrative support services.
- Representation and Role as Senior Management Team member: Establish and maintain good relationship with relevant government ministries and departments, UN agencies, donors and NGOs, in order to strengthen coordination and collaboration and to generate interest and funding for Bangladesh Country Office programs. Ensure compliance of Save the Children International to national legal provisions including those governing registration and approval of NGO activities, financial management and employment. Inform Country Director when the organization is at risk of breaching these provisions and when major changes occur in them. As a Senior Management Team member contribute towards overall organizational goals and objectives by participating in strategy formulation, policy development and various business processes design.

QUALIFICATIONS AND EXPERIENCE
Essential
- University degree in finance or business administration or similar relevant area; postgraduate degree is an additional advantage
- Minimum 10 (ten) years of relevant work experience with at least 5 (five) years in a senior management position.
- Previous INGO experience is strongly preferred.
