DGS CIO Rebecca Skarr to Retire, and She's Not Alone

Rebecca Skarr, CIO of the state Department of General Services (DGS), has announced that she's retiring at the end of 2017 from the position she's held since January 2014.

Before taking over as CIO of DGS, Skarr was manager of Solutions Services for the California State Teachers Retirement System (CalSTRS), headed statewide initiatives at the Office of Systems Integration (OSI), and held several positions in the California Department of Mental Health. Skarr also worked in the private sector as a contract developer and systems analyst for GTE Sprint in Burlingame.

Skarr could not be reached for comment Thursday.

In other CIO-related news, the state will post an opening for a newCIO for the California Department of Tax and Fee Administration,when Brenda Fleming official moves back to the Board of Equalization as chief deputy director. Since Fleming left her position as chief deputy director of the Board of Equalization in July 2017, she has reapplied to the position and gone through the hiring process.The Board of Equalization was stripped of all its non-constitutional duties and staff in July, and Fleming moved to the California Department of Tax and Fee Administration to handle those duties.Fleming was the CIO of the Board of Equalization for five years before her promotion to chief deputy director. She has also served in several other director positions in state government for 24 years before joining the BOE.

Meanwhile, vacant positions are popping up elsewhere in California government, as well:

— The state is looking for data processing managers, levels three and four. Departments like EDD, CalPERS and DWR are looking for supervisory systems software specialists, level three.

— GovOps is seeking an assistant secretary for digital engagement.The filing deadline is today.

— The State Controller’s Office is looking for an assistant chief oflocal government programs and services.

— The California Health and Human Services Agency is looking for achief of law enforcement support.

— The California Correctional Health Care Services Department is seeking a chief support executive. The candidatewould be responsible for procurement for the department.

— AndCSU Humboldt CIO Anna Kircher will retire by the end of the year. The university is seeking her replacement.
