Job Title: / MONITORING, Evaluation and Research Coordinator,
-Improving the Lives of the Urban Extreme Poor (pavement, squatter & undeveloped slum dwellers) in Dhaka and Chittagong (ILUEP)


The M&E and Research Coordinator is responsible for providing technical support in results based programme management, monitoring and its application throughout Concern’s Programme portfolio, with particular attention to ILUEP programme. This position ensures lessons are included in the delivery and designing of new programmes; plays vital role to coordinate issue specific researches carried out by national, international research institutions. By leading a team of M&E specialists, he/she will continue to provide M&E support to the programme teams and partners; support in designing new programmes; in disseminating the key results with stakeholders while bringing in new ideas and learning from global M&E best practices. He/she will be responsible to provide support to the country management in the review of new Country Strategic plan and rolling it out.

To ensure that results, outcome and impact can be effectively measured at project, context and organizational level bringing about effective and lasting change on the lives of extreme poor people throughout Bangladesh as per Country Strategy Plan.
  • Develop result based M&E frameworks appropriate to the contexts, projects, and organizational level and where required refine existing ones to ensure measuring results in a systematic manner.
  • Provide technical support and guidance on rolling out M&E frameworks at contextual/project level based on the PME Guide.
  • Develop and roll out an organisation wide M& E framework linked to the context frameworks for measuring results at national level as outlined in the Country Strategic Plan (CSP). .
  • Ensure that base line,mid line and end line studies are conducted with sound methodology at project and contextual level, peer reviewed, documented and disseminated as per PCMS and PME guide.
  • Ensure that contextual analysis is conductedand regularly updated and of high quality as per guidelines, peer reviewed and disseminated.

To take the lead and support ILUEP/urban integrated program in designing and timely accomplishment of its M&E and research plan ensuring highest level of quality and standards. Including but not limited to:
  • Provide support to ILUEP/urban integrated programs in formulation of effective program monitoring tools and techniques to ensure establishing a robust monitoring system in place for measuring progressagainst plans and to investigate whether the processes followed are appropriate for achieving program results.
  • Take the lead and support ILUEP/urban integrated program in the process of engaging highly qualified national/international professional consultants to carryout baseline, end-line surveys; mid-term reviews and program evaluations.
  • Summarize monitoring & evaluation findings and proactively help management to identify and initiate timely actions for further improving program quality.
  • Proactively support and contribute to capture best learning of ILUEP/urban integrated program based on evidences and help program team developing learning documents throughout the program cycle.
To ensure that all the researches planned under ILUEP program are accomplished ensuring highest level of quality, standards and professionalism,engaging internal and external researchers. Including but not limited to:
  • Provide support to program teamidentify appropriate research topics relevant to the program contexts focusing on prevailing knowledge gaps and on specific priority issues.
  • Help preparing Terms of References for professional researchers/Research Institutions/Reputed Universities to be engaged in research assignments.
  • Along with the Program Heads, actively engage, support and coordinate with Researchers/Research Institutions/Reputed Universities to facilitate efficient and effective implementation of research assignments.
  • Review research findings/document, provide necessary feedback to ensure high quality of reports that captures knowledge gaps to inform global audiences on particular theme or issues.
  • Disseminate research findings and support programs to capitalize on research findings for further improving the quality of existing programs and designing of new programs.
To ensure that the M&E unit provides the necessary skills, knowledge experience and supportto respective contexts and projects, including emergency responsesfor measuring results and delivering impact on poor people’s lives.
  • Ensure thateffective M&E practices are consistent and comparable across contexts.
  • Ensure that M&E technical knowledge is updated from renowned sources.
  • Ensure jointly with respective heads of contexts/risk reduction unit that M&E frameworks are rolled out and data are systematically collected, analyzed and disseminated.

  • Ensure M&E related work is coordinated with technical and programme staff.
  • Ensure that best practices in M&E are shared across programmes and organization wide.
  • Ensure that lessons learned from pilot schemes are widely shared and replicated where applicable.

As the Coordinator of M&E unit engage collaboratively with colleagues to ensure excellence within Concern’s work is captured, promoted and disseminated. Including, but not limited to:
  • Participating actively in team planning and other meetings, working to set common objectives and goals and striving to ensure these are successfully achieved.

  • Supporting colleagues to ensure all outstanding aspects of Concerns work are identified, promoted and shared both in side and outside Bangladesh.

  • Enabling a friendly collaborative working culture within the team, actively sharing information and knowledge to enable the team to ensure effective learning and sharing across the organisation.

To document best practice, innovative approaches and changes inM&E approaches that successfully impact the lives of poor people. Including, but not limited to:
  • Internal best practice and lesson learning across programmes is effectively documented and regularly used in ongoing programme design and delivery.

  • Internal best practice and lesson learning are shared with Concern Worldwide, including other country programmes and within Bangladesh; Feedback that is received is passed on to relevant Concern Bangladesh staff.

  • Ensure that contextual analysis, impact studies are shared across internal and external stakeholders to improve programme impact and reduce poverty.
  • Engage with appropriate research institutions, think tanks and universities for sharing lessons learned from research findings in national and international forums.

To lead the M&E team in a manner that empowers them and contributes to strengthen the M&E capacity within the organisation for bringing about lasting positive change in the lives of beneficiaries. share best practice within the organisation
  • Communicating to the team a clear and exciting vision for the M&E team and for the role of the team in delivering the vision for the beneficiaries.

  • Ensuring that each member of the team fully understands the outcomes that are expected of them and that they are aware of the success criteria which pertain to their work.

  • Ensuring that work is planned and organised in a way which will meet the needs of the organisation in the most cost effective manner possible; ensuring that team members are work effectively in a team while still setting their own work plans.

  • Supporting team members to enable them to give of their best e.g. by encouraging and praising good performance, coaching, assisting staff to prevent or resolve problems, providing resources, tools and equipment.

  • Monitoring and reviewing performance and, in particular, holding staff accountable for meeting the success criteria and delivering any improvement goals which have been identified; giving corrective feedback where required and taking decisive action in the case of poor performance.

  • Ensuring that staff are adequately trained and developed for their roles e.g. by analysing staff training needs, organising the delivery of training or coaching, coordinating the sharing of experience.

Contribute to the process of implementing quality programmes by ensure that the HAP standard of accountability is conceptualized and effectively implemented throughout the organization, and at the country programme level. This is including, but not limited to:
  • Orientating partner NGOs and other stakeholders on the HAP standards, and in particular the CRM

  • Ensuring accountability implementation plan is frequently monitored and followed up, the CRM is implemented within the project(s) and is being followed up on by the partner NGO(s).

  • Learn from experience through monitoring and evaluation so as to continually improve the programme quality.


The Monitoring, Evaluationand Research Coordinator is accountable to theProgrammes Director with dotted line to Programme Manager, ILUEP. M&E frameworks, results based measurement research and impact studies, documentation and best practices produced and feedback from peers and colleagues during the PDR are the main means of assessing performance.

Emergency Response Deployment

As part of Concern’s emergency response, you may be called upon within 24 - 48 hours notice to serve the organization anywhere in Bangladesh, In the event of this occurring, you will be briefed on your role and responsibilities by the Head of the RRRU and by the HR.


Education and aptitude:
  • Masters Degree, preferably in statistics, social science or development studies.

Job related experience and knowledge:
  • At least 8 years progressively responsible professional work experience at senior level in, research, monitoring, and evaluation, within a development organisation/NGO.
  • In-depth knowledge and experience of using SPSS.

  • Experience in networking and liaison with GoB and NGOs and research institutions at national level and international level.
  • Proven ability to document and disseminate information.

  • Knowledge and experience of latest developments in a livelihood, nutrition or other relevant sectors or approach would be an advantage.

  • International experience would be an advantage.

Time required in job to reach effective performance:
  • Probation period – 6 months
