Written responses are requested from interested respondents (“Respondents”) to this request for proposals. The purpose of this request is to obtain proposals from experienced and qualified companies for detailed garage facility assessments at Eastern Market Parking Garage, Ford Underground Parking Garage, Millennium Parking Garage, and Grand Circus Park Underground Garage.

The DBA will receive proposals, as herein set forth, in the offices of the Detroit Building Authority, Tyrone Clifton, Project Manager, 1301 Third Street, Suite 328, Detroit, Michigan 48226. Proposals shall be endorsed “MPD – Garage Facility Assessments 2015” and submitted not later than 3:00P.M., Detroit time, onTuesday, March 31, 2015and will subsequently be evaluated to select a firm for a professional services contract. A processing fee of twenty-five dollars ($25.00), cashier’s check or money order, payable to the Detroit Building Authority must accompany the submission of proposals.

A mandatory pre-submittal conference will be held at 1:00 p.m., Tuesday, March 24, 2015, at the Municipal Parking Department, 1600 West Lafayette Boulevard, Detroit, Michigan 48216.

Respondents may only submit one response to this Request for Proposals. Participation in more than one submittal team will result in rejection of all responses from that Respondent.

Respondents submitting proposals may be required to make an oral presentation(s) to designated City representatives. The issuing office, if required, will schedule such oral presentation(s). The Respondent must pay any travel costs incurred for such presentations.

Respondents must agree to comply with the requirements of the City of Detroit’s Ordinances and Human Rights Department Requirements.

No response to this Request for Proposals may be withdrawn for at least 120 days after the actual opening of the proposals. The DBA reserves the right to waive any irregularity in any proposals, and to reject any or all proposals, should it be deemed in its best interest. SECTION 1 –DEFINITION OF TERMS USED IN THIS RFP DOCUMENT

The following words when capitalized in this RFP shall have the following meaning:

Owner or DBA means the City of Detroit Building Authority, a public body corporate.

City means the City of Detroit, Michigan.

MPD means the Municipal Parking Department

Locations refer to the various locations for the garage facility assessments.

Project refers to the Municipal Parking Department Garage Facility Assessments 2015.

RFP means this Request for of Proposals and all other documents incorporated herein by reference

Addendum or Addenda refers to a written document duly issued by the DBA prior to the Submittal Deadline, which modifies or changes this RFP. All Addenda shall be identified by the Respondent in Section D of the Response Form.

Respondent refers to a legally constituted business entity submitting a response to this RFP.

Response Period refers to the time period between the RFP Release Date and the Submittal Deadline.

Statement of Qualifications refers to certified statements and representations submitted by the Respondent documenting proven experience, capacity, ability, and expertise performed successfully in purchasing and installing equipment similar to that required for the Project, including detailed descriptions and client contact information for each project.

Statement of Qualification Form refers to the form provided as Section 6A of this RFP in its entirety.

Key Personnel refers to employees of the Respondent with proven professional skills and abilities to purchase and install the equipment required for the Project.

SECTION 2 - SUBMITTING A STATEMENT OF QUALIFICATIONS – INSTRUCTIONS

1)INFORMATION AND QUESTIONS REGARDING THIS RFP

This RFP represents the DBA’s entire request for the submission of proposals. Each Respondent is requested to submit relevant information confirming the Respondent’s proven and verifiable qualifications for conducting garage assessments similar to the Project. Respondents are encouraged to include in the response whatever information it deems beneficial to the DBA’s understanding and evaluation of the Respondent’s experience, capacity, financial and organizational strengths, and available key personnel.

The DBA requests that the information provided include customer references, industry affiliations, industry and customer awards, and other such distinctions. However, the Respondents are discouraged from including with the response excessive general sales literature, and to avoid submitting unsupported speculative information.

The DBA requests that the information be organized in a format determined by the Respondent to best present the Respondent’s proposal. Respondents are requested to include at a minimum the information requested on the Forms provided in Section 6 of this RFP.

Questions may be submitted by email to the RFP Contact identified on the Cover Sheet. Answers to submitted questions will be made by the DBA via an Addendum; refer to item 2 below.

The DBA requires that Respondents or their representatives make no contact regarding this RFP with DBA employees, agents, officers or Board members during the Response Period.

2)MODIFICATIONS TO THIS RFP

Clarifications, modifications, or changes to this RFP may be made by the DBA through issuance of formal Addenda posted on the DBA Website and emailed directly to Respondents attending the Pre-Response Meeting. Changes made to this RFP in any other manner are not to be followed.

3)FORM AND DELIVERY

The Respondent is requested to hand deliver or mail to the DBA three (3) signed originals in an opaque and sealed envelope addressed to the City of Detroit Building Authority, 1301 Third Street, Suite 328, Detroit, Michigan 48226 Attention: Tyrone Clifton, Project Manager, and be clearly marked on the outside “MPD – Garage Facility Assessments 2015”, RFP Reference Number MPD Capital Improvements 2015-001, the date, and the Respondent’s name and address.

4)RESPONSE SIGNATURES

The Response shall be signed in ink (no digital signatures) by an authorized official of the Respondent, certifying the accuracy and correctness of the tendered Response.

5)TERMS & CONDITIONS FOR SUBMITTING A VALID RESPONSE

A valid Response to this RFP must be in the specified form / format and in the required quantity and comply with the following:

a)The sealed Response must be received by the DBA at the location identified on the Cover Page of this RFP no later than the stated Submittal Deadline. The DBA shall tender a receipt to the Respondent, indicating the date and time of receipt of the Response. Each Respondent is responsible to insure that its Response is delivered to the DBA prior to the Submittal Deadline, regardless of delays resulting from postal handling or for any other reasons. Responses will be accepted at any time during the normal course of business only, said hours being 9:00 a.m. to 5:00 p.m. Detroit Time, Monday through Friday, except for legal holidays.

b)A Response received after the above Submittal Deadline will not be accepted and will be returned to the Respondent unopened.

c)Responses responding to this RFP are not to be submitted or sent to the DBA by facsimile, email or other electronic means.

d)The receipt and opening of a submitted Response does not constitute the DBA’s acknowledgement that the Response is responsive or conforming.

e)Submission of a Response establishes a conclusive presumption that the Respondent understands the DBA’s intent and objectives in this RFP.

f)Each Respondent is solely responsible for costs of any kind, nature or source incurred in the preparation, submission and presentation of a Response to this RFP and any subsequent information reasonably requested by the DBA relative to the Response; no costs of any kind associated with the preparation and submission of a Response will be reimbursed by the DBA to any Respondent or any member of the Respondent’s Team.

g)All documentation provided with the Response shall upon receipt become the property of the DBA for use by the DBA in the manner prescribed in this RFP.

h)All Responses received by the DBA are subject to the provisions of the Freedom of Information Act.

6)EVALUATION OF RESPONSES

The DBA shall evaluate the Responses based on the criteria set forth in Section 4, Sections 5A through 5D, Section 6A through 6C, and Form 6D Cost Proposal of this RFP. The DBA reserves the right to accept or reject any Response in whole or in part as may be considered by the DBA in its best interests. The DBA also reserves the right to waive informalities or irregularities, which the DBA evaluators consider in their reasonable judgment to be minor or irrelevant to the content or validity of the Response. If all Responses are rejected by the DBA, notice will be sent by email to each Respondent advising them of the DBA’s decision.

7)DISQUALIFICATION

A submitted Response shall be disqualified in the event the DBA becomes aware that a Respondent or any of its team members is in arrears or in default on any DBA or City contract, debt, or other obligation, or if the Respondent is formally debarred by the DBA, the City of Detroit or the State of Michigan from consideration for receiving a contract, or if the DBA becomes aware that the Respondent has committed a material violation or default which resulted in a termination of a contract or other material sanction within the two (2) years prior to the date of issuance of this document.

8)PROCUREMENT POLICY

The DBA has established a “transparent and fair” procurement procedure for the benefit on the public and not for the benefit of bidders. Procurement will be conducted in a manner providing fair opportunity to all businesses to the extent that there will be no sacrifice in the quality of Services or unreasonable increase in the cost of services as determined by the DBA.

9)IF NOT RESPONDING TO THIS RFP

In the event that an interested Respondent, after reviewing this RFP, decides not to submit a response to this RFP, the DBA requests that the declining firm or entity provide a statement indicating the reason(s) at least three (3) days prior to the Submittal Deadline.

10)FREEDOM OF INFORMATION ACT (“FOIA”) REQUIREMENTS

The Respondents and Respondent teams are advised that all information provided in the submitted Responses may be subject to public disclosure after the Submittal Deadline in accordance with the laws of the State of Michigan.

SECTION 3 – GENERAL INFORMATION

The MPD has requested the assistance of the DBA with the preparation of detailed garage facility assessments at Eastern Market Parking Garage, Ford Underground Parking Garage, Millennium Parking Garage, and Grand Circus Park Underground Garage from experienced and qualified companies.

SECTION 4 – MINIMUM REQUIREMENTS

MINIMUM QUALIFICATIONS: Respondents (specifically, the business that will be contractually bound under the contract with the Detroit Building Authority) will be deemed nonresponsive and rejected without any further evaluation if they, as a business, do not meet the qualifications listed. Documentation to substantiate Qualifications must be submitted within one business day, upon request from the DBA.

  • Respondent must be licensed to practice in the State of Michigan.
  • Verification of experience shall be provided upon request within 24 hours. For experience to count, it must be based on verifiable work directly related to the category or type of equipment involved in the Project.

SECTION 5 – INTRODUCTION

Pursuant to this Request for Proposals, the City of Detroit (“City) through the Detroit Building Authority is seeking responses for preparation of detailed garage facility assessments at Eastern Market Parking Garage, Ford Underground Parking Garage, Millennium Parking Garage, and Premier Underground Parking Garage from experienced and qualified companies.

SECTION 5A – TYPE OF SERVICES

1.Introduction

  1. See attached Professional Services Contract

2.The Detroit Building Authority is soliciting lump sum proposals for detailed garage facility assessments. Following is the information on the subject facilities:

  1. Eastern Market Parking Garage, 2727 Riopelle Street, Detroit, MI 48207, approximately 133,000 square foot.
  2. Ford Underground Parking Garage, 30 East Jefferson Avenue, Detroit, MI 48226, approximately 238,000 square foot.
  3. Millennium Parking Garage, 432 West Congress Street, Detroit, MI 48226, approximately 207,000 square foot.
  4. Grand Circus Park Underground Parking Garage, 1600-01 Woodward Avenue, Detroit, MI 48226, approximately 435,000 square foot.

3.Professional services and fees shall include the following:

  1. Perform site inspection and obtain data for a Level I Property Condition Assessment (PCA) Report.
  2. Develop preliminary recommendations regarding any on-site facilities, structures, improvements or modifications that require investigation by an outside specialist.
  3. Prepare a complete report (including photographs) of findings with regard to the site, building(s) and related systems, and provide professional feasibility evaluation and recommendations. Deliver requested assessments within four (4) weeks of receiving the notice to proceed and site access.

4.Provide services on a lump sum basis, including the following:

  1. Visual Site Inspection/Observation, including site photographs. Photographic records are necessary for the completion of the PCA Report. Authorization to use cameras on the subject property and to access all necessary areas of the property will be required prior to the site inspection.
  2. Identify existing conditions of facility, including an itemized list of observed deficient building conditions. Provide detailed itemized engineering estimate of probable cost to repair or replace deficient items. Provide preliminary evaluation of all building systems (i.e. mechanical, electrical, plumbing, fire systems, etc.) to determine intended use and remaining service life. Recommend current technology infrastructure improvement systems for garages (ie. cameras, security systems, security system command center, emergency call boxes, card readers, wifi, electric/hybrid vehicle charging stations, etc.). Using current energy information, project energy usage of building based upon MPD’s operation.
  3. Coordinate meetings with various jurisdictional agencies and individuals, including any necessary municipal, county and state agencies to identify potential issues or conflicts. (As always, confidentiality concerns dictate how much information can be discussed with local agencies).
  4. Provide Municipal Records Research (if required), including but not limited to Zoning Ordinance and Master Plan/Land Use Review, Utility and Survey Research, and Public Tax Information Review.
  5. Preparation of Final Report and Recommendations (3 copies, plus a CD). The final report will include a review of existing site conditions, visibility and access, and, if available, a history of the property.
  6. Any governmental citations issued against the subject property and/or buildings due to code or other violations are to be identified. Also to be identified are planning, setback and parking requirements, utility availability and contacts, and other use requirements.
  7. The report shall also include photographs, location maps, aerial photos, and related site/utility plans, subject to availability.

5.The City requires that the selected Bidder(s) comply with all applicable federal, state, and local laws, rules, regulations, protocols, requirements, ordinances, and orders.
