DETAILS OF TENDER CALL NOTICE

Sealed tenders are invited from reputed manufacturers/ authorized dealers for supply, installation, commissioning and maintenance of “ Remote Monitoring Systems for 50 Kwp Solar Power Plant installed in Odisha Secretariat, Bhubaneswar”. Tenders will be received up to 3 PM of 01-12-2014 and the technical bids will be opened on the same day at 4 PM .

Bid document for the above work can be had from OREDA, S-3-59, Mancheswar Industrial Estate, Bhubaneswar-10 on all working days in between 11.00 A.M. to 4.00 P.M. till 28-11-2014 A.N on payment of Rs. 10,500/- (Ten Thousand Five hundred) only which includes VAT @ 5%. Payment can be made in cash at OREDA cash counter or through Account payee Demand Draft in favour of Chief Executive, OREDA Payable at Bhubaneswar. Bid documents can also be downloaded from OREDA Website. In case of downloaded documents the cost of bid document may be paid in shape of Demand Draft drawn on any Nationalized bank in favour of Chief Executive, OREDA payable at Bhubaneswar. The cost of the bid document in shape of Demand draft has to be submitted along with the technical bid only.

Background

A 50 KWp Rooftop Solar PV Power Plant has been installed and commissioning of the North Annex building of Odisha Secretariat since 31-07-2012. The power plant has a small battery bank of 10 KW capacity which is exclusively meant for the Science and Technology Department and the balance power generated by the PV array after due inversion flows to the AC mains of the North Annex building. The system configuration and make & model of different components etc. have been annexed herewith. It is desired that for the purpose of public information on the performance of the solar power plant a remote monitoring system capable of data acquisition and display at two locations – one within the secretariat premises and the other across main road near Suchana Bhawan should be installed. It is also desired that the remote monitoring system proposed under this tender should also have the capability to interface with single a single dash board which OREDA proposes to install in near future for monitoring all its solar PV installations across the state.

  1. Eligibility Criteria

The firm should have

Past experience in the domain of remote monitoring systems in the area of power generation/consumption.

Sufficient qualified professionals with necessary expertise to take up the project.

Well-developed infrastructure facility.

Preferably established in Orissa

Minimum turnover of Rs.50 lakhs per annum.

Supporting documents to fulfill the above eligibility criteria should accompany the application form. A list of professionals with qualification and experience should be given along with the Application form. Application form without any of the above supporting will be liable to be rejected.

  1. Scope Of Work
  • Supply, installation and commissioning of Remote monitoring systems for 50 Kwp solar PV power plant at Odisha Secretariat, Bhubaneswar to display the details of function, generation etc through 47”LED display inside the Secretariat Campus and another billboard type (5’x3’ size) LED matrix multi-coloured display unit outside the Secretariat campus a few hundred meters across the main road near Suchana Bhawan using Micro-controller with GPRS internet access, remote server software.
  • Training to OREDA personal on detail operation and maintenance.
  1. Functional Requirement
  • The remote monitoring system must fulfil the objective of providing real time information to general public on the performance and functioning of the installed solar PV system.
  • It should clearly display different details such as solar insolation, power generated/consumed, CO2 emission abatement, voltage, current etc. including graphs etc.
  • The system should be able to remotely monitor, control, manage, and maintain all the renewable energy installations of OREDA, including solar, biomass, biogas, etc.
  • It must be capable of data acquisition from various sources with diverse protocols and communication modes, spanning from digital to analog inputs.
  • It must be able to remotely monitor key parameters for solar installations, weather stations, biomass & biogas installations, or any other renewable energy power generation at different sites.
  • It should be able to monitor and control generation as well as consumption of energy at remote locations.
  • It should communicate in real time with any standard smart meter, any solar inverter or PCU, and any sensors as per international communication standard.
  • It should be able to make data accessible at local server or cloud server through browser and mobile application.
  • The software must be able to aggregate data from all the installations of OREDA and provide interfaces to monitor and control these installations through a single dashboard.
  • It should be able to scale up as more installations are implemented. It should be able to send alerts if certain parameters cross specified thresholds, as defined by OREDA.
  • It should also be able to provide data analytics for all the installations at a central location and should be customizable for OREDA’s requirements.
  • The system should integrate functionality to manage customer communication, transactions, and complaints. The system should have the option to monitor the data on the cloud or on dedicated OREDA server, and communicate over computers or mobile applications.
  • The project work will under the supervision and control of OREDA.
  • The firm shall conduct technical training on the functionally of the product to OREDA and users.
  • The firm shall be responsible for any modification and the related costs if the output product does not (a) comply with the specification as per its proposal or (b) rejected by OREDA .such modification work shall not exceed three weeks from the date of notification and shall adhere to the time schedule specified in the award or as may be mutually agreed upon.
  • The firm shall not give or sale the output /project information to any of the party other than OREDA.
  • The firm shall make avail softcopies of all output /data base and source codes of Application software to OREDA.
  • The firm shall /may be required to do all such things as shall be necessary to supply all the technical data and information and technical assistance in respect of the project before its implementation at the request of OREDA.
  1. GUARANTEE/WARRANTY AND LIABILITY :

The firm /firms shall use its best efforts to achieve the best result possible by making use of the latest state of science and technology and of its information and to the extent necessary using information provided by OREDA . The firm shall be liable to OREDA only in the event of willful negligence.

The firm shall warrant that no third party raised any claims whatever nature against OREDA with regard to its information on the date of effectiveness of the agreement.

The firm use its best effort to ensure that rights of third parties will not be infringed by OREDA ‘s use of output and / or information of service/ product

OREDA will inform the firm immediately as soon as it becomes aware that rights of the third parties have been informed or that third parties do infringed upon OREDA’S rights in any way with regard to information of the firm and / or Development Results and / or Service / Product.

The sole obligation of the firm / firms with respect to its information shall be forwarded to OREDA and provided in the Agreements and to correct errors that might have occurred in this information without undue delay after such errors were made known to the firm . No others obligation or warranty or Service/Product of whatever kind and nature shall exist.

  1. Instruction to Bidders.
  • The Application form should be filled up in English language only.
  • All information furnished in the application must be correct and supported by proof. Submission of incorrect information/documents will lead to disqualification and rejection of the application.
  • All supporting documents evidencing the information, if needed, may be verified by OREDA.
  • Detailed information on similar projects and the concerned clients must be submitted. OREDA, if needed, visit these projects /clients to ascertain the performance and other attributes of the respective projects. The bidder is required to facilitate such visits.
  • All copies of work orders and project completion certificates in respect of similar projects commissioned by the bidder must be furnished along with the technical bid.
  • If needed, the bidders may be requested to make presentations before the technical committee of OREDA on the technical and functional details of their proposed remote monitoring and control system.
  1. Submission of Bids
  2. The first envelop should be superscribed as “Technical Bid” at the top the envelop and name and address of the bidder should be given at the left hand side bottom of the envelope. The first envelop should be addressed to CE, OREDA shall contain the following:

a)DD of Rs. 10,500 /-forwarding cost of the tender if the document is downloaded.

b)Copy of the money receipt issued by OREDA in case the document is purchased directly from OREDA.

c)All documents in support of company registration , IT returns, Tax clearance

d)All other documents excepting the Price Bid

6.2The second envelop should be superscribed as “Price Bid” at the top the envelop and name and address of the bidder should be given at the left hand side bottom of the envelope. The second envelop should be addressed to CE, OREDA shall contain the Price Bid only in the prescribed format.

6.3The third Envelop should be superscribed as “Submission of Bid for supply, installation, commissioning “ Remote Monitoring Systems for 50 Kwp Solar Power Plant at state Secretariate, Bhubaneswar”. The third envelop should be addressed to CE, OREDA shall contain the First and Second envelops only.

8.Commercial Terms & Conditions

8.1Rate :

The offer should indicate the unit cost of the system, Installation & Commissioning charges, CMC Charges and taxes & duties separately. The unit cost must be inclusive of packing, forwarding, loading & unloading charges, cost of insurance and transportation FOR destination as per the work order.

8.2Sales Tax & Duties etc

All Taxes and duties as prescribed both under Central and State Government sales tax rules would be applicable.

8.3 Earnest Money Deposit

a)EMD amounting to Rs 8000/- only is required to be deposited in shape of Demand Draft in favour of Chief Executive, OREDA from any Nationalised Bank Payable at Bhubaneswar along with the bid without which the bid will not be accepted. No interest will be payable for the EMD amount under any circumstances.

b)The above EMD will be refunded to the unsuccessful Bidders after finalization of the bid without any interest.

c)The same will be refunded to successful bidder(s) after submission of security deposit as detailed at clause 6.4.

d)EMD shall be forfeited in case of any non- compliance to the purchase order by the successful bidder.

e)In case of claim for exemption from deposition of Earnest money sufficient proof in support of claim for exemption of EMD as prescribed in Govt. of India Notification is to be attached with the bid.

The decision of OREDA in this regard shall be final and binding.

8.4 Execution Schedule

a) The systems must be installed, commissioned, tested and handed over within a period of maximum two months from the date of issue of the work order.

b)Upon intimation about commissioning of the systems a joint inspection will be carried out .

8.5 Validity of offer

The offer must be kept valid for a period of one year from the date of opening of the technical bid. No escalation clause except the admissible tax component under the period of consideration would be accepted. The validity can be further extended with mutual consent.

8.6STCC/ VAT

The bidders must submit attested copy of valid up to date sales Tax / VAT clearance certificate along with the bid. The bid would not be considered without this document. The original certificate would be produced at the time of opening of the bid, or, before placement of purchase order, if required.

8.7Warranty

  • Remote monitoring system should be warranted against any manufacturing defect or bad workmanship for a period of 1 (one) yearfrom the date of commissioning of the systems.
  • Warranty certificate to the above effect must be furnished along with the commissioning reports.
  • Any defect noticed during warranty period should be rectified/replaced by the supplier free of cost upon due intimation by OREDA.
  • The warranty period shall be extended by the period during which the systems remain non-operative due to reasons within the control of the executants.
  • Care should be necessarily taken to make the system operational within a week of reporting of defect.
  • If the system is not made operational within fifteen days, OREDA may rectify the same and charge all expenses incurred on the said account to the vendor.

8.8Penalty and termination of contract

The systems shall be supplied, installed and commissioned within the scheduled time. If the supplier fails to adhere to the schedule, OREDA shall without prejudice to its other remedies under the contract deduct from the contract price as liquidated damages a sum equivalent to 1% of the delivery price of the delayed goods or unperformed services for each week of delay until actual delivery or installation/commissioning up to a maximum deduction of 10% of the contract price for delayed goods or installation and commissioning. Once the maximum is reached (i.e 10 weeks of delay) OREDA may consider termination of the contract and forfeit the security deposit without prejudice to the other remedies of the contract along with recovery of mobilization advance by forfeiture of bank guarantee.

However, Chief Executive, OREDA may at his own discretion allow reasonable time extension upon written application of the supplying firm. If the delay is considered intentional or due to negligence of the vendor extension can be allowed with imposition of penalty. If the delay is considered to be genuine time extension can be allowed without imposition of penalty.

8.9Force Majeure

The supplier of the system shall not be charged with liquidated damages nor shall his security for performance be forfeited when failure of the supplier in making delivery is due to any event beyond the control of the supplier and could not have been foreseen, prevented or avoided by a prudent person. These include, but are not restricted to acts of God, acts of public enemy, acts of Government, fires, floods, epidemics, strikes, freights, embargoes and unusually severe weather.

9.Inspection

9.1All tests and inspections shall be made at the place of delivery unless otherwise specifically agreed upon by the bidder and OREDA at the time of purchase. Authorized OREDA Officer shall be entitled at all reasonable time to inspect and supervise and test during commissioning. Such inspection will not relieve the executing firm of their obligation in the contract.

10. Payment

Payment for the work under normal circumstances will be done as detailed below;

10.1First Interim Payment @ 90% of the total value of order after commissioning of the system. The payment would be made on receipt of the Joint Commissioning Report duly signed by the executant and authorized officer(s) of OREDA.

10.2Final Payment @ 10% of the total value after successful functioning of the system for two months. The authorized officer of OREDA will issue the functioning report.

11.Limitation of Liability

OREDA, will, in no case be responsible for any accident fatal or non-fatal, caused to any worker or outsider in course of transport or execution of work. All the expenditure including treatment or compensation will be entirely borne by the Executants. The Executants shall also be responsible for any claims of the workers including PF, Gratuity, ESI & other legal obligations.

12.Dispute

For adjudication of any dispute between OREDA and the bidders arising in this case, reference can be made to any Law courts under the jurisdiction of Orissa High court only. The Chief Executive, OREDA reserves the right to accept or reject any or all bids without assigning any reason thereof.
