Enclosed is the application packet for Local Campaign Manager in the San Antonio Area

for the 2016 State Employee Charitable Campaign (SECC). This Campaign Area covers the following counties: Atascosa, Bandera, Bexar, Comal, DeWitt, Edwards, Frio, Gillespie, Gonzales, Guadalupe, Karnes, Kendall, Kenedy, Kerr, Kinney, Medina, Real, Uvalde, Val Verde, Wilson, Zavala.

The authorizing statute for the State Employee Charitable Campaign is found in the Texas Government Code Annotated, Section 659.131 et seq. This statute requires that to be eligible for consideration for Local Campaign Manager, an applicant organization must be a federated community campaign organization or a charitable organization that has demonstrated capacity to conduct a local campaign.

The completed application must be hand-delivered or sent by certified mail to the SECC Local Employee Committee. The application must be delivered or postmarked no later than 4:00p.m., Thursday, February 18, 2016 An application delivered or postmarked after that date will not be considered.

The application must be submitted in a loose-leaf notebook. Attachments should be tabbed.

SECTION l. CHARITABLE ORGANIZATION.

To be completed by all applicants.

A.  Applicant organization is organized for charitable purposes under the Texas Non-Profit Corporation Act, Tex. Rev. Civ. Stat. Ann. art. l396-1.01 et seq., and its subsequent amendments, or holds a certificate of authority issued under that Act. Tex. Gov’t Code Ann. Section 659.131(2)(A). (See required ATTACHMENT A.)

To preserve the integrity of the campaign and to minimize intrusion into the workplace, applicant organization will adhere to the rule requirement prohibiting local campaign managers from soliciting deductions from state employees at the employees’ worksites unless the solicitation is pursuant to the state employee charitable campaign. 34 Tex. Admin. Code Section 5.48(r)(4) (Tex. Compt. of Public Accounts).

To preserve the security of processing cash donations and to minimize discrepancies all cash will be handled through check or money order if mailed to a local campaign manager and may be hand-delivered as cash or coins when the local campaign manger, campaign coordinator, and a third person are present.

SECTION 2A. FEDERATED COMMUNITY CAMPAIGN ORGANIZATION (FCCO).

To be completed only by federated community campaign organizations (FCCOs). Please indicate applicant organization’s compliance by initialing below. Other organizations, please skip to Section 2B.

A.  Applicant organization is a charitable, fundraising entity that acts as an agent for at least five charitable organizations, Tex. Gov’t Code Ann. Section 659.131(6)(B), and distributes funds raised through a cooperative community campaign to at least five agencies that provide direct services to residents of the campaign area, Tex. SECTION 2B. ALTERNATIVE, NON-FCCO ORGANIZATION.

SECTION 3. DEMONSTRATED CAPACITY TO CONDUCT A LOCAL CAMPAIGN.

The Local Employee Committee is mandated to consider the following criteria when selecting a Local Campaign Manager. 34 Tex. Admin. Code Section 5.48(p)(3) (1998, as amended) (Tex. Compt. of Public Accounts). Please indicate applicant organization’s compliance by initialing below.

1.  The number and diversity of voluntary health and human services agencies or affiliates that rely on the organization for financial support.

2.  The organization’s capability to conduct employee campaigns, as demonstrated by records of the amount of funds raised during the organization’s last completed annual public solicitation of funds.

3.  The percent of solicited funds received by the organization during its last completed annual public solicitation of funds that were distributed to voluntary health and human services agencies.

4.  The geographic area serviced by the organization.

5.  The organization’s capability and expertise to provide effective campaign counsel and management as demonstrated by staff and equipment resources and examples of past campaign management.

Applicant organization should attach documentation to address these criteria, and to demonstrate expertise in providing effective campaign counsel and management, Tex. Gov’t Code Ann. Section 659.144(b)(1), and conducting workplace charitable campaigns, Tex. Gov’t Code Ann. Section 659.131(5)(A). Documentation should also demonstrate applicant organization’s demonstrated expertise to serve as fiscal agent for the eligible local charitable organizations. Tex. Gov’t Code Ann.
