The funding must support the commissioner’s priorities and any criteria outlined in the funding advert. All funding must be spent within the current financial year unless exemption has been granted by the commissioner and an extension has been agreed.
  • All successful applicants to the mental health and policing fund will be subject to monitoring on the forms issued by the OPCC

  • Funding will be paid in two instalments (and the second instalment only on receipt of satisfactory mid-term project monitoring submitted by the deadline)
  • Services offered must be free of charge to the service user

  • For successful applicants please note the following grant clause to be included in all grants from 1st April 2016. The following costs are not Eligible Expenditure: Payments that support activity intended to influence or attempt to influence Parliament, government or political parties, or attempting to influence the awarding or renewal of contracts and grants, or attempting to influence legislative or regulatory action

Grant Conditions
  • All funds must be spent by the end of the financial year in which the award took place. If the full funding awarded is not utilised and underspend remains, organisations must consult with the OPCC for final decision
  • The funding must only be used for the purposes documented within the bid and changes will be communicated to the OPCC for final decision
  • A monitoring form must be completed demonstrating impact and outcomes achieved
  • Bids should demonstrate evidence of need, engagement with relevant partner agencies and or VCSE groups
  • The funding source should be referenced in any literature associated with the funded project(Use of the PCC logo can be obtained by contacting )
  • Funding will not be used to support mental health services which are the responsibility of health providers nor to support those services where statutory funding has been withdrawn or reduced
  • The Recipient of the funding shall comply with all laws regulating how projects operate, the work carried out, the employment of staff or the procurement of goods and services. The Recipient will ensure that throughout the funding period there is an Equal Opportunities Policy and a Data Protection Policy in place. If projects involve working with children, young people or vulnerable adults the Recipient must a follow a satisfactory protection policy to ensure compliance with all relevant laws and good practice throughout the funding period. The Recipient will obtain all approvals and licenses and any profile checks required by law including but not limited to enhanced Disclosure and Barring Service (DBS) checks of all individuals (including volunteers) who are to provide the services and shall, on request, make the same available to OPCC. The Recipient warrants that at all times it has no reason to believe that any person who is or will be employed or engaged by the Recipient in the provision of the services is barred from the activity in accordance with the provisions of the Safeguarding Vulnerable Groups Act 2006 (as amended).
  • The Recipient will comply with the requirements of the Data Protection Act (DPA) 1998 in the processing of all personal information. The parties acknowledge that for the purposes of the DPA the Recipient is the Data Controller (as defined in section 1(1) of the DPA).
  • The OPCC may require involvement in governance processes and this should be facilitated if this need is identified
  • The grant must not be used to support finder’s fees for additional funding or bonus payments to staff
  • The grant must not be used to fund Kent Police projects, salary or overtime costs
  • The Recipient must disclose to the OPCC immediately if they, at any point are made or become aware of a serving officer or member of staff from Kent Police being involved in an organisation being funded by the PCCs grant, either as a volunteer, paid staff or as part of the governance structure
  • The Recipient must notify the OPCC immediately of anything which may have reputational impact on the PCC
  • The grant must not be used to replace funding for projects where other statutory agencies funding has either reduced or been withdrawn
  • The grant cannot be used to run separate grant funding processes or schemes
  • The PCC withholds the right to withdraw funding with 30 days’ notice for non-compliance with the stated grant conditions.
  • The Recipient must notify the OPCC of any changes as soon as practicable
  • Funded organisations must take steps to ensure that modern slavery and or human trafficking is not taking place within the organisations own business or within those services or organisations that it works alongside. These steps may include an Anti-Slavery Policy and Whistleblowing Policy and those that it employees either directly or indirectly are on the national minimum wage or national living wage
