1 Project Description

1.1 Background of the Project

To accelerate the development in Liaoning coastal economic belt, Liaoning Provincial Government has proposed the development strategy of “Five Points and One Line” to realize the “First Prosperity in Coastal Region”, regarding the industrial base along the coast of Yingkou city as its key development zone in its strategy of “Five Points and One Line”. In this case, new buildings will emerge in swarms shortly, which urgently needs a large-scale heat source; otherwise, the development zone will see a chaotic scenario that small boilers and high stacks are erected here and there. Besides, the rate of central heating for Yingkou existing buildings is 54.2%( boiler rooms of above 14MW), of which, the small thermal power plants and hot water boilers of below 29MW should be eliminated according to China new energy policy. Therefore, a large heat and power plant is urgently needed to build so as to solve the problem of central heating of Yingkou city.

In addition, the current coal-based energy consumption will continue to exist for quite a long time, and no radical changes will take place. The coal-fired energy accounts for2/3 of the total consumption of Yingkou city. Coal- burning smoke is the primary source of atmosphericpollution, especially in winter. Thus, a large thermal power plant equipped with updated technique and complete environmental protection facilities, would play a positive role in improving city air quality and citizens’ living quality.

To satisfy the thermal power demand of Yingkou, two heating supply units of 2×350MW, each capable of supplying a basic heating load of 325MW are planned to build in the south of coastal industrial bases of Yingkou city. One unit will be used to satisfy the heating demand of some coastal bases and the piping network entrusted by the Administration Committee of Development Zone is being laid; another unit of 1×58MW+4×29MW equipped with hot water boilers would be built for heating supply to an area up to 9.6 million m2 north of the city proper. A loan application from the World Bank has been submitted for the fund of heat supply network responsible for heating supply to the north of Yingkou city proper. This environmental management plan is prepared for the heating networksystem.

1.2 Name, Features and Construction Site of the Project

Investment & Construction time: ¥457,950,000, 229, 777,000loaded from World Bank, and the rest from self-financing

Preparation stage of the project is till 2008, construction duration of the project is form 2009to 2010, local heating will be commenced in 2010 and general heating will be realized in 2013.

1.3 Contents of Construction

The contents of construction in the project are shown in table 1-1.

2.1Performance criteria

2.1.1Environmental quality standard

(1)Ambient Air Quality Standard

The normal pollutants of environmentalair quality shallapplyNational Ambient Air Quality Standard Grade Ⅱ(GB3095-1996). See table2-1 for the details.

(2)Acoustical Environment Standard

Various heating exchange station situated indifferent functionaldistrict.Accordingly, they will comply to different grade of Standard for Urban Regional Environment Noise (GB3096-93)Grade Ⅰ,that is:55 dB in the daytime, 45dB at night and Grade Ⅱ,60 dB in the daytime and 50dB at night.

2.1.2 Emission Standard for Pollutants

The waste water should discharge into the municipal network and adoptDischarge standard for municipal wastewater(CJ3082-1999)

2.2Design Basis

This Environmental Management Plan is designed according to the laws and regulations of environmental protection in People’s Republic of China; World Bank Safeguard Operation Policy; related environment protection rules and structured documents in Iiaoning province, Yingkou City; the design documents of this project; technical documents on the construction project’s environmental impact assessment of PRC Environmental Protection Agency and international environment protocols that signed by China; etc.

3.Status Quo of Environment Quality and Pollutant produced by the project

3.1 Status Quo of Environment Quality

(1) Ambient Air Quality

According to The Report on Environmental Quality of Yingkou city 2006, the average value of PM10 concentration of the air in Yingkou city is 0.13mg/m3 and the average value of SO2concentration is 0.04mg/m3 which meet the requirement of state air quality GradeⅡ; the average value of NO2 concentration is 0.04mg/m3 which has met the requirement of state air quality GradeⅡ.See table3-1.

(2) Acoustical Environment Quality

The sensitive points around the heat exchange station meet Standard of environmental noise of urban area.(GB3096-93) GradeⅠ, Ⅲ.

3.2Pollutant produced by the project

(1)Waste water

After the implementation of the project, waste water produced by the repair personnel of the heat network and the duty crew of the heat exchange station should be discharged into the municipal pipeline network.

The discharge of the waste water meet the requirement of Discharge standard for municipal wastewater(CJ3082-1999).

(2)Solid waste

The domestic waste produced by 425 wording staff will be up to60t/aand collected by the sanitary department and treated in the landfill.

3.3Situation of substitute pollutionsource

After implementation, the project will substitute 30 scattered boiler rooms within the heat supplying area of 288ten thousand m2.The annual discharge quantity of each pollutant in all of the boiler rooms: TSP2343.0t, SO2956.8t.

After the implementation of this project, all of these small boiler room will be shut down, and all the low chimneys will be eliminated, which would improve the environmental air quality of Yingkou F city greatly.

4 Environment Impact Mitigation Measures

According to environment impact assessment documents, considering the project features and based on pollution discharge process of project construction phase and operation phase, the environment impact mitigation plans for different phase are given as table 4-1~table 4-2.

Regular daily watering can prevent floating dust. Increase watering times and amount in case of dry and gale weather.
