The 1stmeeting of the Town Council of the Town of Happy Valley-Goose Bay was held onOctober 9, 2009at 12:00p.m. and called to order byMayor Leo Abbass.

1DELEGATION-Gerald Dyson
Mr. Dyson spoke about the issues of the Sewer Treatment Plant and the state of the North Side.
2ADOPTION OF AGENDA OF THE 1st MEETING
It was moved by Councillor Andrews and seconded by Councillor Mackey to adopt the Agenda of the 1stMeeting of the Town Council of the Town of Happy Valley-Goose Bay. Motion carried unanimously.
3CORRESPONDENCE
There were 3 Incoming letters in the Council package.
4PAVING CONTRACT
It was moved by Councillor Andrews seconded by Deputy Mayor Oliverto cancel the 2008-2011 Multi Year Capital Works 2009 Street Upgrading-Project # 08187. Motion carried.
5TRAPLINE MARATHON
It was moved by Deputy Mayor Oliverseconded by Councillor Chubbsto contribute $1,000.00 and in kind services to the Trapline Marathon. Motion carried.
6COUNCILLORS FORUM
a)Mayor Abbass informed everyone that the Assessment Notices are out and Central Labrador seems to have an average increase of about 25%, He went on to say that Council and Management will have to make a decision
during budget deliberations as to what they will do, whether it be to adjust the mill rate or some other option.
Mayor Abbass also noted that the contact information is on the front of the assessment and the appeal form is on
the back.
b)Deputy Mayor Oliver passed his condolences on to the family of the late Les Chubbs.
There being no other business the Open Session adjourned at 12:43 reconvening with the Business Session.
7 BUSINESS SESSION
a)MMSB REGIONAL WASTE MANAGEMENT FORUM
Councillor Chubbs and Councillor Michelin have been delegated to be Councils’ representatives at the MMSB Regional Waste Management Forum October 22-23/09 in St. John’s, NL.
b)MNL AGM
Mayor Abbass and Deputy Mayor Oliver will represent Council at the MNL AGM in Gander, November 4-7, 2009.
c)STAFFING
It was moved by Councillor B. MacKey seconded by Deputy Mayor S. Oliverto arrange a meeting to discuss the replacement of retiring staff.
There being no further business the meeting adjourned at 2:00 p.m.
