I. PARTCULARS OF ORGANIZATION, FUNCTION AND DUTIES:

TheChickballapurSub Divisional office of the Electrical Inspectorate is headed by the Deputy Electrical Inspector, Chickballapur. This officeis located at Opposite Citizen Club, Vapasandra, Chickballapur -562101.This office comes under the control of the Deputy Chief Electrical Inspector, Bangalore Additional North and Additional Chief Electrical Inspector, Bangalore North at the zonal level. The Bangalore North zonal office is located at #2/3 & 2/4, Aragini Bhavana,Dr,Rajakumar Road, Rajajinagar, Bangalore – 560 010 which is headed by the Additional Chief Electrical Inspector, Bangalore North. The Head Quarters of the Electrical Inspectorate is located at # 32/1-2, 2nd Floor, Crescent Tower, Crescent Road, Bangalore 560 001 which is headed by the Chief Electrical Inspector to Government of Karnataka. The Chickballapur subdivision includes 6 No.s of Taluks i.e,Chickballapur, Shidlaghatta, Bagepalli, Gudibande, Gowribidanur & Chintamani.

The main objectives of this department is to ensure that all the electrical installations coming under the jurisdiction of this office are in general conformity with the provisions of I.E. Rules & Acts.

In order to achieve the above objectives, this Office undertakes the following functions:

  1. Scrutiny and approval of electrical installation drawings of HT, DG/TG sets, X-rays and Neon signs installationsof consumers and temporary installations, as per the Delegation of Powers.
  2. Initial inspection for verifying safety standards and issue of permission for commissioning

of the Self execution Transformers, BESCOM Installations, HT substations, HT & LT lines, DG sets, X-ray and Neon signs, video, MV installations, temporary installations etc.,

  1. Periodical inspection of BESCOM Installations, KPTCL substations, HT sub stations, MS Buildings, Lifts, HT & LT lines, DG sets, X-ray and Neon signs, video, MV installations, semi permanent Theatres installations.
  2. Investigation of electrical accidents as per the Delegation of Powers reporting tothe Government, with remedial suggestions to prevent the re- occurrence of the same and to pursue with the Supplier/ licensee to implement the remedial suggestions.
  3. Enquiring into and adjudication of complaints and disputes referred to the Department betweenConsumer & Electrical contractor. (Institution of prosecution against persons infringing the provisions of Acts and Rules).
  4. Supervision, accounting and collection of electricity consumption tax from different electricity consumers through Supplier/Licensee and Distribution Companies and collecting electricity tax oncaptive generation.
  5. Processing of applications for fresh & renewal of electrical contractor licenses, supervisor permits,Special wiremen permits, wiremen permits & Endorsement of supervisor & wireman permits atChickballapur District.
  6. Processing of examination applicationsfor industrial supervisor, mining supervisor & electrical wireman which is conducted once in a year by the Head Office.

II. THE POWERS AND DUTIES OF OFFICERS AND EMPLOYEES COMING UNDER THIS OFFICE:
DEPUTY ELECTRICAL INSPECTOR:

He/She is the head of the Chickballapur Sub-Divisional office having administrative control and is the drawing and disbursing Officer with the DDO code: 0600EI0001. He/She is responsible for the clearance of files as per office procedure within stipulated time. All the Staff working in the Chickballapur Sub-Divisional Office will be under the administrative control of the officer. He/She is the approving authority for the applications received from the public and BESCOM pertaining to electrical installation approvals & in administering the safety provisions in such of the electrical installations as per the delegation of powers. He/she shall be responsible to maintain the progress reports, officers monthly programme implementation calendar(MPIC), list of electrcial installation approved by the department of electrical inspectorate, consolidation of Generation details of KPCL, Private, DG/TG sets and statistics of electrical accidents occurred in the district of Chickballapur & other such activities of his/her jurisdiction. He/She shall investigate the fatal human electrical accidents reported by the BESCOM and public, finalizing and submission of the investigation reports pertaining to fatal human, non-fatal human and fatal animal electrical accident to the Government. He/She shall monitor the electricity tax collection in his/her jurisdiction. Also pertaining to his / her jurisdiction as per office procedure in time and assist higher officers as & when required.

He/she shall conduct periodical inspection of HT, Diesel Generator, Lift, MSB, X-rays, Neon Signs as per delegation of Powers. He/She is responsible for processing and forwarding of applications for fresh & renewal of electrical contractor licenses, supervisor permits, Special wireman permits, wireman permits & Endorsement of supervisor & wireman permits.

ASSISTANT ELECTRICAL INSPECTOR (Field):

The Assistant Electrical Inspector in this office are responsible for inspecting & reporting to concerned Deputy Electrical Inspector for issuing the commissioning approvals of BESCOM Distribution Transformer centers, DG sets, etc.& in administering the safety provisions in such of the electrical installations as per the delegation of powers. (Including and any other matter assigned by the higher authorities). He shall be responsible in compilation of progress reports and assist higher officers as & when required and tomaintain all statistical information & files with regard to electrical installations. He is also responsible for investigation of non-fatal electrical accidents to humans& fatal electrical accidents to Animals and in any other work sub delegated by the higher authorities.

FIRST DIVISION ASSISTANT:

He will assist the Deputy Electrical Inspector in all the matters of accounts, Administration and taxation & processing of Licensing papers & Industrial Supervisor, Electrical Wireman &Mining Supervisor Examination. He is responsible for Implementation of Service Rules procedures, maintenance of office decorumand will be responsible for monitoring the above works,. He is responsible for maintenance of service registers, Annual Performance reports & assets & Liabilities of all staff. He is responsible for processing of fresh class-1 & Class-2 Contractor License papers, Class-1 license renewal papers , Supervisor & wireman permit fresh & renewal papers. He will be responsible for HRMS data updation, Leave matters, preparation of monthly salary bills, Advances, Supplementary Pay Bill, Leave Encashment bills, Processing of TA bills, preparation of Revenue reconciliation, consolidation of RCB, expenditure statement & consolidation of Expenditure statement of this office.He will be responsible for preparation of all Detailed Contingent Bills( Office Building Rent Bill, Vehicle Bill, Menial labor Bill, Telephone Bill, Service Stamp Bill, Bills pertaining to purchase of stationery, office Permanent advance bill) & maintenance of receipt & registers in their respect. Consolidation of DCB statements & Monitor the collection of inspection fee balance. He is responsible for T&P maintenance.He will be responsible for registration & dispatch of all office papers together with the maintenance of inward/outward & stamp registers. He is responsible for maintenance of all consumer technical & administrative files. He will be responsible for entry & maintenance of B & D Tax ledgers. He is also responsible for maintenance of movement register.

III. PROCEDURE FOLLOWED IN THE DECISION MAKING PROCESS INCLUDING CHANNELS OF SUPERVISION AND ACCOUNTABILITY:

All the applications for either grant of approval of drawings in respect of all kinds of electrical installations are scrutinized by the departmental officers and commissioning approval accorded according to the delegation of powers. This subject to the furnishing of drawings which shall be in accordance with Rules laid / drawn by IE Rules. The files are verified and passed only if required documents are provided. Wherever there are any deficiencies, the same will be intimated to the applicant for compliance and resubmission. The correction of the electrical equipments is required to be undertaken as per the approved plans.

The periodical inspection will also be carried out for all the above said Electrical installations along with MV installations, X-ray installations and Neon-sign installations by the jurisdictional inspecting officers and necessary inspection fees would be levied as per the prescribed rates.

The head of the office will be the final decision making authority for any revisions and clarification for the installation coming under his/ her jurisdiction.

The office procedures laid in various office hand book is being followed to carry out day-to-day official transactions. The procedures for inspection and approval of electrical scheme is stipulated in departmental inspection manual, Indian Electricity Rules 1956 / CEA (Measures relating to safety & Electricity Supply) Regulation 2010 and same is being followed. Similarly The lift inspection is carried out as per norms stipulated in Karnataka Lift Rules 1976 and code of practice. Generally, the norms are being instructed by the Head of the department through the circulars from time to time.
