Foreword

Wrestling, like all other sports, obeys rules that constitute the “Rule of the Game” and define its practice, the aim of which is to “pin” the opponent or to win by scoring more points.

In Greco-Roman Wrestling, it is strictly forbidden to grasp the opponent below the beltline or to trip him or to use the legs actively on his opponent to perform any action.

In Freestyle and Female Wrestling, however, it is permissible to grasp the legs of the opponent, to trip him or her and to use the legs actively to perform any action.

Beach Wrestling and Traditional Wrestling (dumog, bultong) are subject to specific regulations. Frequently modified and always subject to further modification.

The rules set forth herein must be known and accepted by all wrestlers, coaches, referees and leaders. They call upon those who practice the sport to fight totally and universally, with complete honesty and fair play for the pleasure of the spectators.

Regardless of what rules are utilized, there are some basic principles that govern wrestling and the application of any rules currently in place or that shall be adopted in the future. The principles are as follows:

Universal wrestling: Universal wrestling is a quality which enriches the sport. Universal wrestling requires a variety of actions and holds, and the development of new techniques. It applies to wrestling in the standing and par terre positions. The wrestler must strive to master the techniques involved in as many scoring actions as possible. The wrestler, who exhibits diversity in their performance throughout the match, is wrestling universally. This mentality exists in both offensive and defensive situations where wrestlers are expected to attack and counterattack continuously during the match.

Passivity: penalty for not actively scoring points or attempting to score points. Any attempt to avoid wrestling — by blocking, by pushing, by going out of bounds, by “playing the edge” can be deemed to be passivity. In matches where neither athlete is scoring many points, passivity can be called to help stimulate scoring. Passivity is not to be confused with “fleeing.”

Risk: Risk is the willingness of the wrestler to expose themselves to the possible loss of position or points during attempts to score against their opponent. The courage to take risks is a quality of the strong wrestler. The coach must insist upon development of this quality and instill this quality in all wrestlers. The concept of risk in wrestling should not be misinterpreted; it does not mean that the wrestler can execute a hold improperly and not lose points or the advantage of their position.

Article 1.

THE MAT

Playing area

·  The official international mat consists of four distinct areas:

1. The Center area, which is a 7-meter diameter circle.

2. The Starting area, which is a one-meter circle in the very center of the mat.

3. The Passivity zone, which is a one-meter band around the perimeter of the Center area. The passivity zone may be marked by taping a line of dashes inside the out-of-bounds line.

4. The Protection area, which should extend a minimum of 1.5 meters beyond the Passivity zone.

·  One corner of the mat should be marked in red and the other in blue, so the wrestlers and the coaches know where to report. This can be done with colored chairs, with colored plywood under the chairs, or simply with red and blue signs. The red corner should be on the referee’s left as he faces the judge’s table. UWW approved mats are not required for domestic competition.

·  The protection area must be clearly marked. Each pair of wrestlers is entitled to a wrestling area devoid of obstructions, including other wrestlers, coaches and observers, etc.

·  On mats where a line is used to indicate the out-of-bounds, the outermost edge of that line is considered as the true out-of-bounds. For purposes of this rule, the line itself is still considered part of the wrestling area.

·  The area around the mats should be large enough to accommodate a table for the mat chairman and volunteer clock controllers, a table for the judge, one or two score clocks, and any necessary video equipment used. There should still remain adequate space for the protection of the athletes.

Article 2.

Age and weight classes.

As a sport to be contested in the high school division, we shall implement the following: 1) the age class will be from 13 to 17 years old (come the nationals);2) with only five weight divisions

for boys

(in kilograms -42, -46, -50, -54 and -58) and likewise

for girls

(-40, -44, -48, -52 and -56);

And the remaining rules and regulations shall be in accordance with the Olympic cadet freestyle rules of our international federation (IF), which is the United World Wrestling (UWW).

For NCR the weight categories are divided into three categories

There are 6 categories for boys and 6 categories for girls. A total of 12 categories.

Article 2.1

Palaro competition Uniforms

For the 2016 Albay Palarong Pambansa National Championship, in order to limit the participation costs per teams, we propose that in place of the official Olympic-wrestling standard uniform, we shall allow a close approximate in having 1) a pair of blue and red sando-and-cycling-shorts combo per athlete, and 2) exempt them from wearing wrestling shoes, have them compete barefooted.

At the beginning of each day, each competitor must be closely shaven or have a beard of several months' growth.

-Contestants must appear on the edge of the mat wearing a one-piece singlet of the colour assigned to them (red or blue). Or wearing a sando approved by the technical officials concern on the competition.

- Their Division/Region emblem on the chest.

- The abbreviation of the Division’s/Region’s name (maximum size 10cm x 10cm) on the back of the singlet (4 to 7 cm) above or in a half circle around the Division’s/Region’s abbreviation.

- The use of light knee pads containing no metal parts is allowed.

- The wrestler must have a cloth handkerchief with him during the whole of the match.

Advertising on clothing Apart from during the Olympic Games where the IOC Rules apply, competitors can wear one or several sponsors' names. Contestants may also wear their sponsors’ name(s) on the back or sleeves of their robes. Lettering and

symbols may not be higher than 6 cm to identify the sponsor(s). Ear protectors

For those wrestlers who wish to wear ear protectors, they must be approved by DEPED and must not contain any metal or have hard shells. The referee can oblige a wrestler whose hair is too long to wear ear protectors.

Shoes

Contestants must wear wrestling shoes providing firm support for the ankles. The use of shoes with heels or nailed soles, shoes with buckles or with any metallic part, is prohibited. Shoes may be without laces. Shoes with laces should be wrapped with sticky tape or a system which hides the tip of laces so that they do not come

undone during the match. Each competitor is responsible for providing the tape himself for the shoes which will be controlled before getting on to the mat.

Bans

At the weigh-in, the referee must check that each competitor satisfies the requirements of this article. The wrestler must be warned at the weigh-in that, if his appearance is not correct, he will not be allowed to enter the competition. If the wrestler enters the mat with a non-compliant appearance, officials will allow maximum one minute in order for him to comply. If, after this time, the wrestler is still at fault, he will lose the match by abandon.

It is prohibited to:

- Wear the emblem or abbreviation of another Division’s/Region’s.

- Apply any greasy or sticky substance to the body

- Arrive at the mat perspiring for the beginning of the match and for the beginning of each period.

- Wear bandages on fingers, wrists, arms or ankles except in the case of injury and on doctor’s orders. These bandages must be covered with elastic straps.

- Wear any object that might cause injury to the opponent, such as rings, bracelets, prosthesis, piercing etc.

- Wear under-wired bras for Women’s wrestlers

Article 3.

Competition Procedure

Weigh-In

·  The final list of contestants must be submitted to the organiser by the team leader, without fail, at least at 1200H the day of the weigh-in. No changes will be accepted after this time.

·  For all competitions, a single weigh-in by weight category shall take place.

·  The weigh-in for each category Always takes place on the day before the beginning of the competition concerned and lasts 30 minutes.

·  No wrestler may be accepted at the weigh-in if they have not undergone a medical examination within the time period stipulated in the regulations governing the competition in question. Medical examinations are always performed before the weigh-in at all levels of competition.

·  Wrestlers must show their Deped ID card and registration form to receive a weigh-in list.

·  The contestants will be weighed wearing their competition uniform and without their shoes after having been examined by qualified trainers and/or physicians who are obliged to eliminate any wrestler who presents any danger of contagious disease.

·  Contestants must be in perfect physical condition, with their fingernails cut very short. A wrestler’s face and/or head hair (if short in appearance) must be cleanly shaven or have growth that is non-abrasive.

·  All athletes must be present at the beginning of the designated weigh-in time. Athletes shall have two consecutive attempts to make weight, the initial attempt when called to the scale and if athletes did not get exact weight, a 30 minutes extension will be given.

·  Throughout the entire weigh-in period, wrestlers have the right, each in turn, to get on the scale as many times as they wish, but it will not be recorded.

·  A wrestler who does not weigh-in, or fails to make weight according to the above restrictions, cannot place and is eliminated.

*Officials responsible for the weigh-in must check that the wrestler’s uniform is the uniform they will use for the competition. The uniform must be colored predominantly a clearly distinguishable shade of red or blue (other colors may be mixed with red or blue, but the uniform must still be clearly red or blue).The use of singlet is very much appreciated in the competition. Female must wear a women’s cut uniform.

Article 4.

Drawing of Lots

·  Participants shall be paired off for each round according to the numerical order determined by the drawing of lots during the weigh-in. The drawing of lots must be conducted in public.

·  The used of numbered tokens or Ping-Pong balls corresponding to the number of wrestlers who underwent a medical examination must be enclosed in an box, a bag or any other similar object.

·  The wrestler shall be weighed, and, as he leaves the scales, shall draw his number, on the basis of which he shall be paired off. This number must be immediately entered on a notice board visible to the public, as well as on the starting and weigh-in list.

Important: When the person responsible for the weigh-in and drawing of lots observes an error in the regulation procedure as outlined above, the drawing of lots for the category in question is to be cancelled. Drawing of lots for this category will then be repeated with the agreement of the technical officials.

The technical officials are responsible for writing down the figures drawn by the wrestlers and sign and date the weigh-in form which will rule in case of any protest.

Article 5.

Starting List

If one or more wrestlers do not attend the weigh-in or are too heavy, after the weigh-in, wrestlers are regrouped in a precise classification order from the lowest to the highest number.

Article 6.

Pairing

Wrestlers shall be paired off in the order of the numbers they drew. A document establishing the correct procedure and time schedule of the bouts must be drawn up, and it must provide all the relevant information concerning the manner in which the competition is to be conducted.

The pairing for each round, as well as the results, are recorded on a board for use by the competitors, who must be able to consult it at all times.
