Minutes of Meeting of Fulford Parish Council held on Monday 5 October 2009 in the Old Library, Fulford Social Hall, School Lane, Fulford commencingat 7.30pm
Present: V Campbell (Chair), K Aspden,D Craghill, S N Kenwright, C Marshall, M Urmston,
K de Vries (members) and J Fletcher (clerk) 5 members of the public.
09/203Apologies for absence
An apology had been received from Cllr Bircher and Cllr Craghill apologised in advance for her lateness. She arrived at 8.10pm.
09/204Declarations of Interest
Cllr Urmston declared a personal interest in item 7a website. Cllr Campbell declared a personal interest in a planning application at Main Street. Cllr Aspden’s personal, non-prejudicial interest as a member of the Heslington and Fulford Ward Committee was noted as usual.
09/205Minutes of Last Meeting
The minutes of the meeting held on 7 Septemberwere agreed and signed as a true and correct record of the proceedings of the meeting.
09/206Parish Council Vacancies
Chair announced that she had received a letter of resignation from Peter Barton. She would write to him to thank him for the enormous amount of time he had put in over the past ten years to serve the residents of Fulford. As a result there were now three vacancies and currently the council was in a position to fill two of them by co-option. Action: Clerk/Chair

PARISHIONERS QUESTIONS
09/207Planning Application at 11 Heslington Lane
Three residents attended to put forward objections to the application for a new dwelling in the garden of No. 11 Heslington Lane. They said that what was proposed was a strange looking house in the conservation area and they could not see how it could possibly improve or enhance the general vicinity as had been claimed in the application. It didn’t blend in with adjacent properties including Victorian houses. It had very difficult access down a narrow lane where there were already problems of access and egress including regular obstructions, difficulties for emergency services and worries about public safety. Other concerns were inadequate parking, waterlogged ground not connected to mains drainage and the loss of trees with amenity value. Chair thanked the Parishioners’ and said that their comments would be taken into account by the council and planning committee inconsidering their response.
09/208Cross Lane
Councillor Aspden informed the council that residents of Cross Lanehad now formed an association and would like to ask the parish council for an annual contribution towards the upkeep of Cross Lane in the light of use by allotment holders. It was agreed to put the item on the agenda of the next meeting. Action: Clerk
09/209Wooden bollards
Councillor Aspden informed that in response to Parishioners’ concerns a sum of £1,500 had been put forward as scheme suggestion (improving your local environment) to install wooden bollards at various locations along Main Street.

Objection on principle that a tree should not be felled Conservation area unless there is a valid reason. If it is visible from Main Street it is considered to have amenity value. Action: Clerk

Cllr Craghill said that the sub-committee had not met for some time but informed the council of an urgent problem regarding leaky guttering and fascia board that required replacing. It was agreed that the sub-committee would decide on the best action (up toa value of £900)

09/214Open Spaces & Allotment Report
AReport of Chair of Open Spaces sub-committee
At a meeting of the sub-committee held on 14th September Cllr Bircher had been appointed Chair. He had circulated a short report saying that the proposal for new play equipment was to be presented to council for approval. A memorial tree and three further trees were on order from the City Council. CoYC had agreed to carry out the grass cutting contract for a further year 2020/11. Clerk was looking into options for inspection of play equipment. Rent review for Sports Clubs using parish field was in progress. Next meeting would be held on Monday 26th October at 7.30pm in the Old Library.
BAcquisition of Play Equipment for School Lane field
Cllr Marshall had produced a report giving background information as to how the sub-committee had arrived at its recommendations for the acquisition of two new pieces of play equipment and one replacement item for School Lane. Consultation had taken place with many play providers and three quotations had been sought although it had not been possible to
put out a full specification as the equipment offered by individual companies was not exactly comparable. Members of the committee had concluded that Ludus had put forward the “best play value” offer but that quotations for specific apparatus from three contractors should go forward to a public consultation process. This took place at the Fulford Show on 31st August The conclusion was that the Hurricane Roundabout and a Nest Swing proved to be the most popular with children and would meet requirements within the available budget. On 21st September a further quote was sought for a third item a Balance Board to replace a broadly similar (sprung) piece of apparatus that had been irreparably damaged and consequently removed from site as being hazardous. Ludus offered a discount if the three items were acquired as a package which represented a saving of around £355
It was resolved that the quotation from Ludus for supply and installation of the above three pieces of equipment together with safety matting, cost of carriage and supply of security fencing during installation work in the sum of £10,000 be accepted.
CGrass Cutting - 2010/11 season
It was resolved“to accept quotation from CoYC commercial services of £2,382.0 for carrying out the grass cutting in 2010/11 season.”
DAllotments
Allotment holders had been notified of a meeting to be held on Tuesday 14th October in the Old Library at 7.30pm.
At this point Cllr. Kenwright left the meeting.
09/215Cemetery
AReport of Cemetery Superintendent
There were 10 interments in the cemetery in the month of September the total receipts amounting to £7,711.55. The street cleaner has had sickness absence since Fri 17th September and duties have been carried out by another member of staff.
Other work carried out on behalf of the council includes filling in of holes at Village Green. Painting of gate at Village Green and play equipment on School Lane and the basket ball hoop on Fordlands Open Space has been lowered to correct height.

It was reported that an audit took place on Wednesday 30th September. No report as yet
CDate of Cemetery Sub-Committee meeting
A meeting of the sub-committee would take place on Tuesday 13th October at 7.30pm in the Cemetery Lodge.
09/216Sustainability
Cllr Craghill gave a short report on the work of the Sustainability Committee. She said that the plastic bag free initiative project was progressing and St Oswald’s School had agreed to concentrate efforts during the autumn term to seek an image for the bags.She reported that the stall at the Fulford Show had seen much interest and that the community orchard was progressing well. Walks around the Parish had been successful although suspended now until the better weather. It was agreed that the council resolve to sign up to the 10/10 initiative which would mean reducing carbon emissions by 10% by the end of 2010.

AIntroduction from Ministry of Defence Police Unit Beat Officer for York Garrison
Council received a letter of introduction from Andrew Simpson who is the Ministry of Defence Police Unit Beat Officer for York Garrison. He will be working with the North Yorkshire Police and the Safer Neighbourhood Teams.
BLand at Elvington Airfield
Notification was received of Public Inquiry commencing 6th October 2009 in Elvington Village Hall.
CCitizens Advice Bureau
The Ward Committee had funded outreach sessions and these would be held each Tuesday between 10.00am-1.00pm in the Heslington Village Meeting Room.
09/218Local Council Awards
It was agreed that the Chair and Cllr Aspden look into the possibility of making an application to the YLCA Local Council Awards 2009 for the most improving council.
09/219Battle of Fulford Celebrations
Activities including a live history workshop organised by the parish council and attended by 15 children had taken place on 19th September and a Battle re-enactment fun day that took place on 20th September had been attended by more than 200 people.
09/220Mary Key Charity
It was agreed that the Trustees meet again, after the results of a ballot at the Ward Committee meeting were known, to revisit the “Future of the Charity.”

Members were given spreadsheets giving a comparison of income and expenditure for the first half year with the budget.

Sub-Committees were reminded that in line with financial regulations they should put forward figures for inclusion in 2010/11 budget by the end of October.
