FINAL TRANSFER FOR CALENDAR YEAR 2014 OLDER AMERICANS ACT (OAA) FUNDS
Purpose: / To inform Area Agencies on Aging (AAAs) of the deadline for 2014 OAA final fund transfers.Background: / Each year AAAs are allowed to transfer OAA new funds between Title 3B, C1 and C2 if these amounts are within specified limitations. Total transfers for the year cannot exceed the following percentages:
· Transfer between Title B and Title C limit 30%
· Transfer between Title C1 and Title C2 limit 40%
What’s new, changed, or
Clarified / Per MB H14-029, CY 2014 OAA line item budgets are due to ALTSA by June 30, 2014. If your submitted line item budget does not include final transfers between Title B, Title C1, and Title C2, and you wish to request transfers, please submit a revised budget to ALTSA by the due date below.
If ALTSA receives additional funding in September, which must be obligated by September 30, ALTSA will add these funds in a unilateral amendment. All previous contract amendments, including amendments for final transfers, must be signed and returned to ALTSA before a unilateral amendment can be processed.
ACTION: / Submit CY 2014 OAA budget amendments incorporating final transfers to Anna Glaas by July 31, 2014. A transfer justification narrative must accompany the revised budget. All contracts amendments, excluding unilateral amendments, must be signed by both parties by September 30, 2014 or funding will be lost.
