Dr. Carter F. Smith is an Assistant Professor in theDepartment of Public Management and Criminal Justice at Austin Peay State Universityin Clarksville, Tennessee. He is the inaugural (then adjunct) professor for the Criminal Justice/Homeland Security Program, having taught two classes in the fall of 2004 in order to testthe viability of the program prior to gaining approval by the Tennessee Board of Regents.
Dr. Carter is a retired U.S. Army CID special agent, and was involved in military and Federallaw enforcement, both in the United States and abroad, for more than 22 years. Hisassignments have included Karlsruhe, Germany; Camps Casey and Carroll, Korea; and Fort Campbell, Kentucky.
Following his retirement from the military, Dr. Carter served as the civilian program managerfor the Criminal Intelligence and Antiterrorism Programs for the CID battalion at FortCampbell, Kentucky. His duties included overseeing, evaluating, and providing guidance for thesubordinate office programs that provide Criminal Activity Threat Assessments, PersonalSecurity Vulnerability Assessments, Protective Services, Crime Prevention, and HostageNegotiations.
In addition to the time he spent teaching while in the military and for the Federal LawEnforcement Training Center, Dr. Carter has enjoyed teaching at the college level since 1990. Heis on the Faculty Advisory Board with the Institute for Global Security Studies at AustinPeay, and he serves on the Forensic Institute for Research and Education training committee atMiddle Tennessee State University.
Dr. Carter is a member of the CID Special Agents’ Association; the Academy of Criminal JusticeSciences; the Southern Criminal Justice Association; the American CriminalJustice Association; and the Fraternal Order of Police. He was a founding (and stillserving) board member of the Tennessee Gang Investigators Association, a memberorganization of the National Alliance of Gang Investigators Associations. Dr. Carter was arecipient of the CID Command Enlisted Special Agent of the Year award, and a recipientof the Frederic Milton Thrasher Award of the National Gang Crime Research Center.
Dr. Carter has a B.S. in public management from Austin Peay State University and a juris doctorate from Southern Illinois University–Carbondale. He received his Ph.D. fromNorthcentral University after completing his dissertation on military-trained gang membersin Tennessee.
