Purpose of the Award / The purpose of this program is to expand the provision of HIV/AIDS Prevention, Care, & Support, and Treatment services that have been initiated in 2004 under the PEPFAR-funded HHS/CDC and HHS/HRSA HIV clinical services and antiretroviral treatment program in Rwanda, and to further promote the transition of US government-funded health programs to host country ownership for improved sustainability.
Single Source Justification Criteria Cited / Under PEPFAR II legislation and consistent with the principle of country ownership outlined in the Global Health Initiative (GHI), HHS/CDC is authorized to transition leadership of programs and services (including comprehensive HIV services) to local partners within the host country. The ultimate aim is full transition of all appropriate activities to the Ministries of Health that have the jurisdictional authority to directly finance and perform these programs and services. The Single Eligibility Justification is the aforementioned mandate under PEPFAR legislation and the jurisdictional authority of the Ministry of Health and other government entities to ensure sustainable and country-owned programs.
The Rwandan Ministry of Health (MOH) is the prime recipient of funds awarded through the CDC cooperative agreement (COAG: 1U2GPS002091), “Strengthening the Capacity of Ministry of Health to Respond to the HIV/AIDS Epidemic in the Republic of Rwanda under the President’s Emergency Plan for AIDS Relief (PEPFAR).”
The Rwanda MOH is legally responsible for managing and overseeing the health facilities and human resources offering comprehensive HIV and integrated health services throughout the country’s thirty districts.
There is no other entity within Rwanda with the sole legal mandate from the Government of Rwanda to manage the health system, to develop health policy guidelines and to oversee the provision of comprehensive health services in the 30 districts of the country.
Rwanda Ministry of Health possesses not only the mandate but also the leadership capacity to manage these funds efficiently and in accordance with PEPFAR guidance and USG regulations.
All health workers implementing PEPFAR supported comprehensive HIV clinical services (Voluntary Counseling and Testing, Antiretroviral Treatment, TB/HIV, Prevention of Mother to Child Transmission, laboratory) are Rwanda MOH staff.
All health facilities that offer comprehensive HIV clinical services supported by PEPFAR are under Rwanda MOH jurisdiction and function under Rwanda MOH accreditation and authorization.
Rwanda MOH staff and structures within the districts -- district hospitals, health centers -- are the sub-grantees implementing all PEPFAR-funded HIV services based in health facilities.
Rwanda MOH is the principal recipient and main implementer of grants from the Global Fund for AIDS, Tuberculosis, and Malaria, and is successfully managing comprehensive HIV services in 144 health facilities countrywide.
