Pre-solicitation Conference, Site Tour & Industry One-on-One Sessions

DOE will conduct a pre-solicitation conference, site tour and industry one-on-one sessions for the NRC Licensed Facilities procurement. DOE has scheduled these activities to be held October 28th - 29th, 2014.

REGISTRATION:

To facilitate the government's planning; please provide the name, organizational affiliation, telephone number, e-mail address and citizenship of each proposed attendee to the following email address: and no later than 1:00 P.M. EST, October 23rd, 2014. There is a limit of three representatives per company authorized to participate.

Attendance at the pre-solicitation conference and site tour is not mandatory. The Government will not reimburse any contractor for expenses related to attendance at these activities.

SITE REQUIREMENTS:

Only U.S. Citizens are permitted. A valid form of picture ID must be provided to security personnel in order to obtain entrance to the facility. Please note that if your state driver’s license is from one of the following states, you will require an alternative form of identification than your state driver’s license, as listed on the Department of Homeland Security (DHS) Form I-9, “Employment Eligibility Verification.”

States that require an alternative form of identification: Alaska, Arizona, Louisiana, Maine, Massachusetts, Minnesota, New York, Oklahoma, and Washington State.
Alternative forms of identification include, but are not limited to, the following: U.S. Passport, U.S. Passport Card, Permanent Resident Card, U.S. Military ID card, etc.

LOCATION:

The pre-solicitation conference, site tour and industry one-on-one sessions will be held at the Fort Saint Vrain(FSV) Visitor’s Center, 16805 Weld County Road 19 ½, Platteville, CO 80651. Please utilize the map included with this announcement as a separate attachment, and park at the FSV Visitor’s Center. The address does not register in GPSs correctly. DAY 1 -TUESDAY, OCTOBER 28: PRE-SOLICITATION CONFERENCE AND SITE TOUR (9am–12pm):
The pre-solicitation conference will be held on Tuesday, October 28th commencing at 9:00 am at the FSVVisitor’s Center. Participants should plan to check-in at the front table at the FSV Visitor’s Center no earlier than 8:00am. During check-in, any industry personnel must fill out the necessary logistical paperwork (i.e. Visitor and Safety Forms). During the pre-solicitation conference, DOE will provide an overview of the NRC Licensed Facilities procurement, including discussion of the current requirements and specific areas of the Draft Request for Proposal (DRFP).
SITE TOUR LOGISTICS:

Following the pre-solicitation conference, all participants will meet at the FSV Facility Main Entrance for the site tour. The tour will consist of outdoor travel on foot. Please ensure you wear close towed shoes, and dress appropriately for the weather conditions. If special accommodations are required, please notify LeAnn Brock when registering for the tour.

Food will not be provided, but there are a number of restaurants within a short driving distance. Snacks and drinks are allowed in the FSV Visitor’s Center. No food is available for purchase at the Facility.

Questions will not be entertained during the pre-proposal conference or the site tour. Written questions will be accepted at the end of the conference and tour on the 3 x 5 cards provided, and DOE will promptly post responses on the solicitation website.
SECURITY ISSUES:
Security requirements dictate that all participants remain with the tour group for the duration of the tour. There are also several prohibited items that are not allowed at FSV. These items are real or simulated firearms and ammunition, stun guns, alcoholic beverages, illegal drugs and paraphernalia, explosives, hand-held weapons, chemical irritants, and items prohibited by state and federal law. Other items not allowed on the tour are copying devices, electronic recording devices, cameras, radios, and knives with blades more than three inches long. Contraband brought to FSV will be confiscated.
Photography, video, and audio recording are not permitted during the conference and while at the FSV facility. Cell phones must be in silent mode.

Please be aware that all hand carried items (packages, briefcases, handbags, purses, etc.) will be inspected. The DOE will not be responsible for securing any items during the tour. Please keep hand-carried items to a minimum.

Please do not wear any items that contain metal (including undergarments or piercings). If security screenings detect any type of metal, attendees will be requested to remove the metal, or attendees may not be able to enter.

Day 1 - TUESDAY, OCTOBER 28: ONE-ON-ONE SESSIONS (1pm – 5pm):
The one-on-one sessions will be held at the FSV Facility and will be scheduled from 1pm – 5pm, October28th. Ms. Brock or Mr. Blecher will contact you via email with the date and time of your session. Participants should plan to meet at the FSVVisitor’s Center, at their scheduled time, and will be escorted to the reserved conference room for their session.

DAY2 - OCTOBER 29: ONE-ON-ONE SESSIONS:
The one-on-one sessions will be held at the FSV Facility and will be scheduled all day Wednesday, October 29th. Ms. Brock or Mr. Blecher will contact you via email with the date and time of your session. Participants should plan to meet at the FSVVisitor’s Center, at their scheduled time, and will be escorted to a reserved conference room for their session.

IDAHO SITE TOUR:

An additional site tour will be provided at the Idaho Site, specifically the Three Mile Island-2 facility, the week of November 10th, 2014. There will be no pre-solicitation conference or one-on-one meetings associated with this site tour. More information will be provided about this site tour at a later date.
