Disability Certificates

Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state:

(a)whether the Government is aware that only around 40% of the persons with disabilities have been issued Disability Certificates;

(b)if so, the details thereof, State/UT-wise and the reasons therefor;

(c)the action plan of the Government for issuance of disability certificates to all the eligible persons so as to enable them to avail the benefits extended to them including quota in jobs, lodging of complaints against discrimination etc.; and

(d)whether the Government has any proposal to provide assistance to the States for conducting special camps for speedy check-ups and issuance of disability certificates and if so, the details thereof?

(a)to (d) A statement is laid on the table of the House

Statement referred in reply to part (a) to (d) of Lok Sabha Starred Question No.113 for answer on 28/07/2015 regarding Disability Certificates.

(a)& (b) As per information received from the Office of the Chief Commissioner for Persons with Disabilities, as on 21.07.2015, 49.09 percent of persons with disabilities havebeen issued Disability Certificates by State/UTs. State/UT-wise position regarding issuance of Disability Certificate is at Annexure.

(c) As per the provisions of Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995, person with disability means a person suffering from not less than forty per cent of any disability as certified by a medical authority. The Census does not necessarily cover persons with disabilities having 40% disability or more only. The States/UTs have been urged to take up issuance of disability certificates in campaign mode and conduct special drive for issuing disability certificates. Due to continuous follow up with the States and UTs the situation has improved i.e. increase in issuance of disability certificates from 39.29 percent as on 31/03/2014 to 49.09 percent as on 21/07/2015. Further, the Government has initiated necessary process to implement a project namely ‘Universal ID for Persons with Disabilities’ with a view to create a National database for persons with disabilities and to issue Universal Disability Identity Card to every person with disability which inter-alia envisages identification and certification in a Web Based Solution Programme.

(d) The Department has a scheme titled“Scheme for Implementation of PwD Act” which envisages financial support to States/UTs for identification and Survey/issuance of Universal ID of PwDs and to assist State Government to organize camps for issuance of disability certificates. The UDID programme of the Department also envisages organizing camps at the district/sub-district level for identification of persons with disabilities and certification thereof.
