GROUP HOME ADMINISTRATOR

DEPARTMENT/FUNCTION: Group Home

Reports To: TESSA, Inc. Executive Director

STATEMENT OF JOB DUTIES

The Group Home Administrator is responsible for overseeing the overall operation of the group home and assessing the effectiveness of the group home programs and policies. The Administrator is responsible for managing staff including recruitment, appointment, evaluation, and termination. The Administrator is the main contact between the group home and the assigned Community Care Licensing (CCL) Program Analystin regards to CCL regulation adherence. The Administrator reports to the Executive Director.

RESPONSIBILITIES

  • Directing and evaluating the facility within the limits of the functions and policies of IB’s license.
  • Assists in preparing the facility’s budget and managing expenditures according to the facility budget limitations.
  • Responsible for the physical and emotional well-being of the children residing in the facility.
  • Observes and interacts with staff, children and other individuals as necessary to ensure quality of care for children and program services.
  • Must advocate for ICWA compliance and promote the agency and group home’s mission and core goals.
  • Must stay abreast of changing CCL policies and procedures and communicate those changes to the staff.
  • Responsible for addressing CCL regulation compliance issues in a timely and professional manner.
  • Reviewing complaints from children or their authorized representatives in a prompt and professional manner and according to established grievance procedure.
  • Direct Counselors, Social Workers, Therapists, and all other staff members and ensures that job responsibilities are carried out in accordance with established policies and procedures.
  • Responsible for interviewing, arranging training, supervising, and evaluating staff and recommending termination of employment.
  • Responsible for organizing and delegating work responsibilities to staff members.
  • Developing the written policies and procedures for continuous quality improvement.
  • Any other duties that may be necessary to manage and administer the short term residential therapeutic program.
  • Responsible for collaborating with other agencies including Indian agencies, tribes, state and county officials, funding agencies, universities, and other business or foundation representatives.
  • Submit required reports to regulatory bodies as needed and within established deadlines.
  • Knowledgeable and culturally competent with Native American/Alaskan Native communities.

EDUCATIONOTHER REQUIREMENTS

  • An individual must meet at least one of the following criteriain order to be considered for this position. The following is arranged by preference:

a)Possess a Master degree in a behavioral science from an accredited university or college, plus at least one year of administrative or supervisory experience over social work, child care, and/or support staff providing direct services to children in an agency or in a community care facility with a licensed capacity of 7 or more.

b)Possess a Master degree in a behavioral science from an accredited college or university, plus two years of employment as a social worker in an agency serving children or in a group residential program for children.

c)Possess a Bachelor degree from an accredited university or college, plus at least three years of administrative experience or supervisory experience over social work, child care, and/or support staff providing direct services to children in an agency or in a community care facility with a licensed capacity of 7 or more.

d)Completed at least two years at an accredited college or university , plus at least five years of administrative or supervisory experience over social work, child care, and/or support staff providing direct services to children in an agency or a community care facility with a licensed capacity of 7 or more.

  • In addition, the individual must possess a California Administrator certificate, or successfully complete the 40-hour Initial Certification Training Program to receive certification, prior to appointment as a Group Home Administrator.
  • Must be physically and mentally fit and be willing to complete a health screening physical examination; and must have the unrestricted capacity to employ physical restraint techniques in a professionally safe manner.
  • When the administrator is absent, the administrator shall designate a substitute who has the following qualifications:
  • Graduation from high school or equivalent.
  • One-year of administrative or supervisory experience over social work, direct care, and/or support staff providing direct services to children in an agency or in a community care facility with a license capacity of seven or more.
  • Must obtain CPR/First Aid certification within the first 30 days of employment.
  • Must pass a pre-employment background clearance including Department of Justice (DOJ), Federal Bureau of Investigation (FBI), and Child Abuse Reference Check (CAIC).
  • Must complete a pre-employment physical and pass a pre-employment drug test.
  • Commit to refrain from use of illegal drugs, abuse of prescription drugs, or the influence of alcohol during working hours.
  • Must clear a TB test/chest x-ray.
  • Must have a valid, unrestricted CA Driver’s license, maintain insurance, or ability to be insurable under GROUP HOME’s auto insurance, and have reliable transportation.
  • This position requires an awareness and appreciation of American Indian and Alaskan Native traditions, customs, and socioeconomic needs. In addition, this position requires the ability, at all times, to meet and deal effectively in contacts with Indian tribes and organizations which requires tact, courtesy, discretion, resourcefulness, and good judgment in handling functions of a sensitive nature.

Preference in hiring is given to qualified American Indian/Alaskan Natives in accordance with the Indian Preference Act (Title 25, U.S. Code, Sections 472 & 473). Applicants claiming Indian heritage must provide verification certified by the tribe of affiliation or other acceptable documentation of Indian heritage.

Specific vision abilities required by this job to include close vision and ability to focus on a computer screen for hours at a time. The noise level in the work environment is usually moderate. While performing the duties of this job, the employee is frequently exposed to outside weather conditions. The employee must possess the ability to drive a vehicle and meet all physical requirements to maintain a valid CA driver’s license.
