Under the general supervision of the Director of Clinical Operations, the Clinical Director provides clinical supervision to all clinical staff responsible for delivering services to individuals with substance use disorders and/or co-occurring conditions. Oversees patient services and ensures compliance with established program standards and service delivery objectives locally and within the expectations and mandates of the state regulating offices.
Duties and responsibilities include but are not limited to:
1. Program Support and Training Duties
· Assists Executive Management Team Directors/Coordinators in program planning, implementation and evaluation.
· Provides clinical consultation to staff.
· Provides regular administrative and clinical supervision to all clinical staff including interns, and credentialed staff. Documents accordingly.
· Completes annual written performance evaluations.
· Organizes and implements training program for staff in accordance to identified clinical needs and state regulatory standards.
· Review patient charts for all programs to ensure compliance with state and federal mandates.
· Signs all required documents in the electronic medical record keeping system.
· Provides training on clinical documentation.
· Provides regular formal and informal training to all staff in all areas related to clinical care with the overall goal to enhance professional performance of the staff.
· Provides support to staff during scheduled or unscheduled absences of clinical staff.
· Liaison to State and Local agencies.
· Responds to crisis intervention needs of patients and families.
· Ensures and supports retention rates through regular and unscheduled intervention services within the facility.
· Collaborates closely with outreach specialists/marketers to determine appropriateness of referrals and to support linkages within the community.
· Adjusts to fluctuating peaks in patient flow, acuity, and other operational demands while maintaining quality.
· Monitors admissions and discharges and all procedural aspects relating to these areas.
· Monitors daily census and trends pertaining to admissions and discharged patients.
· Facilitates clinical meetings a minimum of once per week based on the needs of the clinical team; documents accordingly.
· Coordinates and facilitates monthly trainings and documents accordingly.
· Collaborates with Director of Clinical Operations and clinical team members to establish and implement new clinical programming.
· Oversees the general operations of the clinical program pertaining to clinical content, evidenced based practice, group schedules, and curriculum utilization.
· Oversees general operations pertaining to the technician department.
· Ensures that the mission and vision of FTR is supported and inherent in the general operations of the staff.
2.Administrative Duties
· Participates in the development and implementation of agency policies and practices effecting the overall clinical operation and direction of the agency.
· Assists with preparation/revision of agency program descriptions, promotional materials.
· Participates in Administrative Manager’s and Program Manager’s Meetings.
· Oversees Quality Assurance, ensuring program compliance with licensing regulations, and assists in the development and implementation of accreditation.
· Serves as the HIPAA Privacy Officer, ensuring compliance with HIPAA regulations.
· Provides presentations in community as assigned.
· Maintains supervision charts for all staff in accordance to state regulatory standards.
· Submits paperwork to the state for intern/supervision of staff as required by state standards.
3.Personnel Duties
· Assists with all hires, orientations and terminations.
· Reviews all evaluations of clinical staff in programs.
· Collaborates with physicians and other personnel in patient evaluation and treatment to further clinical treatment and continuity of care.
· Performs intake, evaluation, orientation, admissions, treatment planning, counseling, documentation, discharge planning and referral of substance abusing patients when needed.
· Assists patient and family, through individual, group, family, and/or couples therapy.
· Identifies opportunities for program improvement and development.
· Participates in continuing education to continually improve skills and abilities and stay abreast of current technologies/practices.
· Collaborates with the Psychiatric Nurse Practitioner, Licensed Practical Nurse and Medical Assistant.
· Maintains familiarity with psychotropic medications commonly used in the treatment of addictions/co-occurring disorders.
· Recruits, orients, trains, schedules and evaluates the performance of assigned staff.
· Serves as a resource to assigned staff in identifying and resolving complex case problems.
· Ensures compliance with legal issues including but not limited to patient confidentiality and risk management; ensures compliance with federal, state, and local regulations.
· Completes Verification of Benefits and Pre-Assessments as needed.
· Established employee Performance Improvement Plans as needed.
Qualifications:
Required: Master's degree in counseling or social work-related field, plus clinical license (Licensed Clinical Social Worker, Licensed Marriage and Family Therapist, Psychologist); Licensed Addictions Counselor or Colorado Addictions Counselor required. A Certified Clinical Supervisor (CCS) is preferred. If the individual does not hold the CCS credential, they are required to initiate the process of this credential and will obtain it within 1 year of employment. A minimum of 5 years’ experience in substance abuse counseling as well as mental health experience with minimum of two years supervisory experience. Valid driver’s license preferred.
