DR. KARANI SINGH SHOOTING RANGE

During Commonwealth Games-2010, shooting competitions are to be held at Dr. Karani Singh Shooting Range at Suraj Kund Road, New Delhi. To facilitate movement of Games related traffic to the Stadium and for security considerations Suraj Kund Road from Mehrauli-Badarpur Road T-point to roundabout Suraj Kund Mela ground will remain closed for general traffic from 6.00 A.M. to till the completion of last event for the day. These restrictions will remain in place from 5th October to 13th October, 2010. People are advised to avoid Suraj Kund Road during these hours and take Pul Prahlad Pur and Mathura Road as alternative routes for journeys between Faridabad and Delhi.

Due to Games Lane leading to the Stadium, traffic congestion is expected on Ring Road from NH-24 Nizamuddin Bridge to Sriniwaspuri flyover, Captain Gaur Marg, Outer Ring Road from Kalkaji Mandir and Modi Flyover, Ma Anand Mai Marg and portions of Mehrauli-Badarpur Road. People are advised to avoid these portions of roads.

For Spectators going to the Stadium, DTC has arranged focal point buses from all over Delhi. Regular shuttle will ply between Nehru Place and the Stadium. As metro service has already begun between Central Secretariat & Sarita Vihar, those using metro train can use metro upto Nehru Place and from there can take DTC shuttle to the competition Venue. People using Park & Ride facility have to park their vehicles at Suraj Kund Mela parking ground and from there can take Park & Ride facility. Due to congestion on roads, spectators are requested to use public transport rather than personal vehicles to witness the event at Dr. Karani Singh Shooting Range.

EXTORTNIST ARRESTED FOR DEMANDING MONEY FROM HIS EX-EMPLOYER

With the arrest of accused Gurdeep Singh (19 years) s/o late Kamaljeet Singh r/o H. No 18, Singhalpur Village, Shalimar Bagh, Delhi, the staff of PS Mangol Puri, Outer District has worked out a case of extortion. Mobile phone and SIM Card obtained on bogus identity and used during commission of crime has been recovered.

INCIDENT / BRIEF FACTS:

On 29.09.10, Sh. Rajesh Jain r/o D-14, Pushpanjali Enclave, Pitampura, Delhi, dealing in sale of spare parts and repair of Earth Mover Machines at Roshanara Road and Pitam Pura, Delhi approached PS Mangol Puri and informed that he had been receiving threat calls on his mobile phone and the caller was demanding Rs. 22 Lacs from him as extortion money. The complainant also told the police that extortionist had threatened him that his group would kidnap his family members and would kill them if he would not pay the demanded money. After verifying the facts, a case vide FIR No. 695/10 dated 03.10.10 u/s 387/506 IPC PS Mangol Puri was registered and investigation taken up.

INVESTIGATION :

In order to trace the accused and feeling the gravity of the case, immediately a team comprising of SI Jasmohinder Chaudhari (I/C PP Sanjay Gandhi Memorial Hospital, PS Mangolpuri), SI Rahul Kumar, HC Surender Dahiya, HC Rohtash Singh, HC Pramod Kumar, Ct Sohanveer and Ct Manish Kumar under the leadership of Inspr. Gajender Singh, SHO Mangol Puri and under the overall supervision of Sh. Om Prakash, ACP Rohini was constituted.

During the course of investigation, few suspects were identified but close was kept over the activities of Gurdeep Singh as he was found to be a prime suspect. After having been confirmed that Gurdeep Singh was the only person who had been making threat calls to the complainant, he was arrested by the members of team on 03.10.10.

INTERROGATION:

During the course of sustained interrogation, accused confessed his only involvement in making the calls to Sh. Rajesh Jain for paying the extortion money. He disclosed that earlier he was working in the office of Sh. Rajesh Jain and had left the job just three months ago. Accused further disclosed that after inspiring from a movie in which an extortionist had extorted huge money from a businessman after designing a foolproof plan, he also planned to extort his ex-employer as he knew the maximum details of his family members. In this regard, he managed a SIM Card on bogus identity and made several calls to Mr. Rakesh Jain to extort money from him.

ACCUSED ARRESTED:

Gurdeep Singh (19 years) s/o late Kamaljeet Singh r/o H. No 18, Singhalpur Village, Shalimar Bagh, Delhi.

PROFILE:

Accused Gurdeep Singh s/o late Kamaljeet Singh has studied up to 10th class. He is a budding criminal and does not have any past criminal record. He is still unmarried and has mother and three sisters in his family. Since he has no source of income to run the livelihood of his family members as well as to fulfill his requirements of luxurious life, he planned to extort money from his ex-employer after inspiring from a movie.

RECOVERIES MADE :

One Mobile Phone along with SIM Card obtained on bogus identity and used by the accused for making extortion calls.

Whereas by the general observation of places within Lajpat Nagar Sub Division, such as Central Market, 3 Cs Complex, Moolchand Hospital, VIMHANS Hospital, Metro Station Lajpat Nagar, ISKCON Temple, Virkam Hotel, M Block Market, Archna Complex. It became necessary to take measures for immediate prevention and for speedy remedy to prevent obstruction, annoyance or injury to any person lawfully employed or to prevent danger to human life, health or safety of foreign tourist of athletes, of officials, of VIPs and other components of Commonwealth Games 2010 or to prevent disturbance of public tranquility.

And whereas by the past experience, and by the complaints/reports received it is observed that un-restricted holding of public meetings, dharnas, processions, demonstrations, picketing, soliciting-coerclon and touting of Domestic as well as International passengers in any manner whatsoever or for any purpose including enticing, misguiding or coercion for shopping, accommodation, transportation sightseeing or pestering for any particular premises etc. by any person, taxi driver, unscrupulous person, establishment dealer or by manufacturer etc. for personal gain in above mentioned area is likely to cause obstruction, annoyance or injury to any person lawfully employed or to cause danger to human life, health or safety of airport passengers (domestic/international), safety of athletes, of officials, of VIPs and other components of Commonwealth Games 2010 or may cause disturbance to public tranquility, riot or affray and disturb the smooth functioning of the airport.

And whereas to prevent or to provide speedy remedy against such obstruction, annoyance or injury to any person lawfully employed or such danger to human life, health or safety or above mentioned persons or such disturbance of public tranquility or a riot, it is deemed necessary to pass an order u/s 144 CrPC for the purpose of immediate prevention or speedy remedy.

Now, therefore, in exercise of the powers conferred upon me by section 144 Criminal Procedure Code 1973, read with Govt. of India, Ministry of Home Affairs, New Delhi’s notification No. U-11036/1/2010/UTL dated 09.09.2010, I, Meghna Yadav, Asstt. Commissioner of Police, Sub. Division Lajpat Nagar, South East District, New Delhi do hereby make written order prohibiting such activities as mentioned above by aforesaid persons for personal gain.

This order shall come into force w.e.f. 01.10.2010 and shall remain in force for a period of 25 days i.e. upto 25.10.2010 (both days inclusive), unless withdrawn earlier.

Any person contravening this order shall be punished under section 188 of the Indian Penal Code.

As the notice cannot be served individually to all concerned, the order is hereby passed ex-parte. It shall be published for the information of the public through press and by affixing copies on the notice boards of all Districts DCsP, Addl. DCsP, ACsP, Tehsil Offices, all police stations concerned and the offices of NDMC and MCD.

Religious functions/rallies/public meetings etc. can be held with prior permission, in writing, of Addl. Commissioner of Police, South East District and this order shall not apply to a procession which has the requisite permission of the police.

Whereas a large number of complaints are being received that people purchasing liquor vends often start consuming the same it in front of the liquor vend and at other public places. Vendors selling eatables and juices, at time, also station themselves unauthorizedly outside liquor vends which further facilitates this undesirable activity. At times, Barats accompany Barat also openly drink liquor etc. on the roads while the Barats are moving. Drinking in public is a nuisance with a serious potential to result in brawls and quarrels causing serious injuries/death and damage to public and private property. This affects the peace and tranquility of the area and creates problems in maintaining law and order. It is also a punishable offence under section 68 of The Punjab Excise Act, 1914 (as extended to Delhi).

2.And whereas it is necessary to take speedy measures in this regard to prevent danger to human life of safety and to thwart/prevent un-toward incidents which may affect the peace and tranquility in the area of Outer District, Delhi.

3.Now, therefore, I, Chhaya Sharma, Deputy Commissioner of Police, Outer District, Delhi in exercise of the powers conferred by clause (b) of Sub-section (I) of the Section 70 of the Delhi Police Act, 1978 (34 of 1978) upon me under Section 144 Criminal Procedure Code, 1973, read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/1/2008 UTI, dated 26.11.2008, do hereby make this written order for strict compliance by the owners of such liquor vends in the entire area of Outer District:-

a) Install CCTV with sufficient number of cameras and recording system to cover upto 50 meters area in front of the shop. The CCTV should monitor anyone consuming liquor or facilitating consumption on liquor or any unauthorized vendor stationed in the coverage area.

b) This CCTV system should become operational within 45 days from the date of issue of this order.

c) The recording system shall preserve a digital record of CCTV coverage for not less than 10 days.

d) The vend owner or his agent shall cause to copy the CCTV coverage on a CD on a daily basis which shall then be handed over to the Beat Constable of the area, against proper receipt in a register to be maintained at the liquor vend.

e) Before starting sales for the day, the Manager of the liquor vend should ensure that the CCTV system is in proper working order and in case any defect is noticed, immediate action to get it rectified should be taken. An entry should be made in the register and intimation in writing should be sent to the Police Station simultaneously to be got duly received from the Duty Officer of the Police Station mentioning Daily Dairy Number on the intimation.

f) During the course of monitoring of the CCTV System, the Manager or anyone specifically designated by the Manager for real time monitoring of the CCTV shall immediately inform the Police Control Room at telephone No. 100 and also the nearest Police Station in case any illegal drinking in public or unauthorized vendor is noticed in the CCTV coverage area.

g) The vend owner shall display prominently at least two bilingual sign boards mentioning that drinking in public places is an offence and standing of unauthorized vendors outside the liquor shop is strictly prohibited. Telephone number of nearest Police Station shall also be mentioned on the sign boards.

4.This order shall come into force with effect from 11.09.2010 and shall remain in force for a period of 60 days i.e. up to 09.11.2010 (both days inclusive) unless withdrawn earlier.

5.Any person contravening this order shall be punishable under Section188 of the Indian Penal Code.

6.As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of the public through the press and by affixing copies on the notice boards of all DCsP, Addl. DCsP/ACsP, Tehsil offices of the Districts, all Police Stations concerned and the offices of the NDMC and MCD.

Whereas the area known as Rohini Court Complex, Delhi together with its adjoining areas are busy places frequently visited by a large number of accused persons, petitioners etc. including Court Complex judicial lockup, Prosecution Branch Offices, Lawyers Chambers due to functioning of the various Courts, movements of litigants and Advocates.

2. And whereas reports have been received indicating that such conditions now exist that unrestricted holding of public meetings, processions/demonstrations etc. in the above area is likely to cause obstruction and inconvenience in the smooth functioning of the Hon’ble Courts and disturbance to the litigants and Advocates.

3. And whereas it is necessary to take speedy measures for the safety and smooth functioning of courts.

4. Now therefore, I, Chhaya Sharma, Deputy Commissioner of Police, Outer District, Delhi in exercise of the powers conferred upon me by Section 144 Criminal Procedure Code, 1973 read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. B-11036/1/2008 UTI, dated 26.11.2008, do hereby make this written order prohibiting:-

i) the holding of any public meeting;

ii) assembly of five or more persons;

iii) carrying of fire-arms, banners, placards, lathis, spears, swords, sticks, brickbats etc.

iv) shouting of slogans;

v) making of speeches etc;

vi) processions and demonstrations; and

vii) picketing or dharnas in any public place within the area specified in the schedule and site plan appended to this order without a written permission.

5. This order shall come into force with effect from 08-09-2010 and shall remain in force for a period of 60 days i.e. upto 06.11.2010 (both days inclusive) unless withdrawn earlier.

6. Any person contravening this order shall be punishable under Section 188 of the Indian Penal Code.

7. As the notice cannot be served individually on all concerned the order is hereby passed ex-parte. It shall be published for the information of public through Press and by affixing copies on the notice boards of the offices of all Districts DCsP, ACsP, Tehsil offices, All Police Stations concerned and the offices of the NDMC and MCD.

8. Religious functions/rallies/public meeting etc. can be held with prior permission, in writing, of Deputy Commissioner of Police, Outer District, Delhi and this order shall not apply to processions which have the requisite permission of the Police.
