CALL TO ORDER

Tom Carroll, Deputy Commissioner, called the meeting to order at 9:03 a.m.

Motion to accept last month’s minutes by Linda Riddagh, 2nd by Rick Kearney, Unanimously Approved

BUREAU REPORTS

Bureau of Prisons, Bureau Chief Rick Kearney:

·  Plans are underway for the opening of the multi-purpose room at BWCI scheduled for July 29th.

·  BOP count is up. A couple of factors could be the summer time and a Federal fugitive round up.

2.  HRYCI 1723

·  JTVCC and SCI are also short on space. Looking for possible ways to farm out some I/Ms from HRYCI and BWCI. Possibly to violation centers, will have to meet with Wardens , Bureau Chief Renard and classification.

Bureau of Community Corrections, Bureau Chief Noreen Renard:

·  House Arrest numbers are staying about the same.

·  Hoping to move some I/Ms from Violation Centers to House Arrest.

·  Dart has provided additional Buses to Cherry Lane as earlier agreed upon.

·  There is a need for BCC to have laptops with DAC access.

Bureau of Management Services, Deputy Principal Assistant Ed Synoski:

·  All end of the year paperwork has been completed, example TAs etc.

·  DOC report card on how well we did with our projections will be provided by DPA Synoski.

OLD BUSINESS:

Linda Riddagh:

·  End of the year close out went relatively smooth

·  Money was set aside for:

1.  HRYCI, coolers

2.  Admin/EDC classrooms

3.  BWCI, air conditioning

4.  Medical expansion

5.  New Personal computers

Aaron:

·  Recent court case on excessive force “Annabel Malinday” is going very well

·  Jenkins v- HRYCI is scheduled to start next week.

Gail Stalling-Minor:

·  Inquired into what, if anything, was planned for P&P Week. Noreen said coffee would be provided on Monday.

·  Key Program celebrates its 20th anniversary in July. There will be different events scheduled July 21st, 22nd, and 23rd. Key note speakers are Jack Markell and Lt Governor John Carney.

Joe Dudlek:

·  Major inspections were done.

·  Fire Marshall report due for the 2007 Kent County sites, also available is the 2006 Sussex report and in 2008 the New Castle County will be available.

Jim Welch:

·  Monitors 3rd report is due July 25th

·  Physician position was in the budget for this year, hoping it made the cut.

·  Working with CMS on contract changes

·  Working with Civigenics to fill Key Beds

·  Imad is working on flyers for both the Key and Green Tree Programs.

Alan Machtinger:

·  Scheduled graduations:

1.  July 18th

2.  November 21st

3.  February 13, 2009

·  C/Os positions are still exempt from the hiring freeze

·  Resignations still average 12.5 per month

·  Right now we have 57 people signed up for CEIT classes. We project 40 to start the September class.

·  Unit 11/Local 247 contract agreements last, best and final offers for interest arbitration.

·  FOP contract is still being held up for PERB decision.

·  Continue to look for ways to attract Food and Maintenance workers.

Tom Carroll:

·  Commissioner Danberg and DOC had seven bills in legislation, all seven passed.

·  There are only 518 DOC Employees left to take the EP/CNT training

·  Thirty nine DOC Employees complete the Hostage training with Tom Fagan.

Karl Hines: no

Jerry Platt:

·  HRYCI, air handlers are working fine.

·  BWCI, main entrance road is not closed, but work is being done on a alternative entrance road. This construction will give us the opportunity to install additional electrical lines and put them in line with all other institutions.

·  Meeting with Tetra Tech about medical office space at SCI.

·  DCC warehouse expansion for the freezer is in the works. Need to sit down with Warden Phelps to work out where to relocate the fuel tanks.

·  Inmate workers at HRYCI are working out fine.

John Painter: no

Kathy Mickle-Askin:

Training:

·  CNT Training (June 2-6)

·  Basic Rifle Training (1-2 day program)

·  C & T Re qualification (4 days)

·  38/Shotgun Re qualification (1 day)

·  P & P Night Fire (4 evenings)

·  P & P Re qualification (2 days)

·  CEIT 177 graduated June 20 -23 Correctional Officers, 2 Food Service Specialist and 1 Paralegal

·  CEIT 178 currently has 26 Correctional Officers, 2 Food Service Specialist and 1 Maintenance Mechanic

·  NIC Gangs Training (Satellite Program)

Other:

·  Recognition of deployed and returning personnel

·  Testing of TED (Record Keeping System)

·  E-Learning Course on Suicide Prevention (annual refresher)

·  MDF Webex Session

·  Registering participants for STATIC 99 Training

·  Reviewing Weapons Lesson Plans

·  Installation of equipment in new classroom nearing completion. Training session on the equipment to be held in July

·  Follow up to original focus groups (Recruitment and Retention). Two focus groups composed of officers from DCC funded through second year Byrne Grant

·  Follow up survey on the Conflict Transformation and Anger Management Training

·  Cost analysis of switching to frangible ammo submitted
