Job Description, Accountant for PDST/PDST Technology in Education

Position:Accountant for PDST, to include PDST Technology in Education

Reporting:Reporting to National Director and Deputy Director for Organisational Affairs the Accountant provides accounting advice and support for PDST to encompass PDST Technology in Education.

Tasks to be completed within the first six months of appointment

  • Decoupling the PDST TiE accounting procedures (with the exception of payroll for PDST TiE employees) from DCU and setting up nominal codes for PDST TiE compatible with the PDST Sage 50 system. This will include researching and reconciling all anomalies in the current system as the TiEAgresso accounts structure is not compatible with the existing PDST Sage 50 system.
  • Standardisation of finance processes across PDST and PDST TiE to include purchase decision-making; raising requisitions and purchase orders; and processing invoices.

Duties and Responsibilities

  • In compliance with national procurement rules, lead and develop appropriate procurement processes at both national and EU level to ensure achievement of optimum value for money and effective supplier relationships. This includes participating in tender evaluations, with particular regards to costings received and the management of the DWEC e-tenders account and centralised ail account.
  • Fixed Asset processing and reporting.
  • Work with the Deputy Director for Organisational Affairs, the Deputy Director for ICT and Team Leaders/National Coordinators to compile budgetary information, annually and at various interim revision dates and to develop a monthly profile of income and expenditure for each budget line and prepare rolling forecasts, with the relevant commentary relating to variances.
  • Assist the Deputy Director for Organisational Affairs in financial management - controlling all income, purchases and payments and ensuring that all income and

expenditure is accounted for correctly and conducting cost analysis of specific items of expenditure as required and taking action to reduce/control these costs, as necessary.

  • Assist the National Director and Deputy Director for Organisational Affairs in overseeing the draw-down of funds from the Department of Education and Skills as required and ensuring monthly income requests are completed on time.
  • Assist senior management in the preparation of business cases for both capital and recurring expenditure.
  • Preparation and completion of both management and financial accounts.
  • Ensure compliance with all regulatory and statutory provisions and that all necessary financial and system controls are in place and proved regularly.
  • Ensure that balance sheet accounts are reconciled to the appropriate schedules.
  • Assist in the preparation of annual financial statements and appropriate schedules for audit and deal with audit queries.
  • Work with and support the finance administrators at PDST Head Office
  • The undertaking of such duties and responsibilities as may be assigned from time to time.

Experience and Qualifications:

Applicants must be a qualified accountant with at least two years postqualification and relevant experience. Experience of working in a multi-division organisation with an exposure to financial and management accounts reporting, financial planning and forecasting would be an advantage. Excellent communication, presentation and interpersonal skills with the ability to work on own initiative and/or as part of a team, and the ability to highlight issues and identify solutions are required for this position. Knowledge of Sage 50 and Agresso is desirable.

Salary and Conditions

  • This role is offered on the basis of a one year contract, with possible extensions thereafter.
  • The successful candidate will be based in the offices of the PDST 14 Joyce Way, Park West Business Park, Nangor Road, Dublin 12. Travel to PDST administration bases around the country as required.
  • Annual leave entitlement will be 24 working days per annum pro rata, exclusive of Public Holidays.
  • The normal hours of work will be 9.00 a.m. until 5.00 .pm., Monday to Friday.
  • The salary scale is €45,452 to €54,974. The salary offered will be commensurate with qualifications and experience.
