DEFRA NATIONAL HECA REPORT 2005-6

Defra published their report on the 2005-6 HECA figures in July 2007. ACE has produced the following league tables from the data supplied to Defra by the Energy Conservation Authorities (district, unitary councils and London Boroughs) responsible for implementing the Home Energy Conservation Act 1995, which requires a 30 percent energy saving in domestic housing stock in each ECA over the 15 year period from 1996 to 2011.

ECAs who have reached 20% or above are on track to meet this target as long as they continue to achieve a 2% improvement on average per year. All ECAs who have not yet reached a 20% improvement will need to improve more than 2% a year for the next five years in order to reach their 30% target.

National Averages

  • ECAs should be achieving at least 20% at this part of the HECA cycle.The National Average HECA figure for 2006 is 19.2%.
  • Last year the average was 1.5% short of the target of 18%; this year the average is 0.8% short of the targetof 20%.
  • 146 out of 354 or 41.2% of ECAs have reached their HECA targets for 2006 which is roughly 10% more than last year.
  • Of the 58.8% of ECAs who did not reach the 20% target, 8.2% did not submit data for this year.

The best performing region (on declared figures) is the North East and the worst is the Northwest.

Comparisons from last year

  • Cambridge is still the best performing ECA and went from 35 to 37.5%.
  • This year Elmbridge was the worst performing ECA with only a 0.2% improvement from their 6.4% figure from last year.
  • Last year the worst performer was North Dorset (5.13%). This year they improved by 5.17% and got 10.3%.
  • This year was the first year that the Isles of Scilly submitted any data and their declared figure was 18.29%.
  • Southend on Sea is the only ECA that has never submitted any data.
