Deben Scout District’s Annual General Meeting 2016
Details of the meeting
The meeting took place on Tues 14th June 2016 in 1st Kesgrave Scout HQ, starting at 7.30pm.
The meeting was attended by the following members of the Scout Council: Shirley Stocks (District Treasurer), Tony Smith (District Chairman), Eric Atkinson (nominated for District Chairman), Carl Gloess (Chairman, 1st Kesgrave), Jenny Mullan (County Commissioner), Peter Jarvis (Deputy CC), Brian Harvey (Assistant CC, Beavers), Julie Lovett (District Commissioner), Glenn Knights (Assistant DC, Cubs), Clive Chambers (ADC Scouts), Helena Mecrow (ADC Beavers), Gareth Cox (Group Scout Leader, 1st Kesgrave), Adam Thorpe (GSL, 1st Woodbridge), Steve Burch (GSL, 1st Leiston), Keith Gleen (Acting GSL, 1st Rendlesham), Peter Runnacles (Acting GSL, 1st Westerfield), Richard Chaston (Assistant GSL, 1st Otley), Ann Partridge (District Beaver Leader), Nicola Day (Scout Leader, 5th Woodbridge Sea Scouts) Steve Lovett (SL, 1st Deben Valley), Steve Swain (SL, 1st Grundisburgh), Joan Gibson (Cub Scout Leader, 1st Westerfield), Lesley Creasy (CSL, 1st Kesgrave), Tony Gibbs (Scouts Active Support), Ray Whiffin (County Local Training Manager) and John Mullan (County Executive Committee).
The following members sent apologies for non-attendance: Jayne Vaughan (Acting District Executive Committee Officer), Nik Bestow (nominated for District Secretary), Roger Sykes (District Badge Secretary), Celia Comber (Treasurer, 1st Kesgrave), Brian Childs (Scouts Active Support), Malcolm Bell (SAS), Martyn Osborne (GSL 1st Otley), Oliver Calver (GSL 5th Woodbridge Sea Scouts), Stuart Ross (GSL, 1st Grundisburgh), Alan Comber (SL, 1st Kesgrave), Archie Adams (CSL, 1st Grundisburgh), Jacqui Tricker (Assistant CSL, 5th Woodbridge Sea Scouts) and Geraldine Millar (Assistant BSL, 1st Grundisburgh).
Chairman’s welcome
On behalf of the District Executive, Tony Smith warmly welcomed those present and thanked everyone involved with Scouting in the District.
District Commissioner’s report
On behalf of the District, Julie Lovett thanked previous DCs Denise Law, Steve Cage and Jayne Vaughan, in their absence, and presented retiring Chairman Tony Smith with an apple tree as a token of appreciation for his many years of service to the District.
Treasurer’s report
Shirley presented the annual accounts and no questions were raised.
Trustees’ Annual Report and Statement of Accounts
Eric Atkinson proposed that the meeting accept the Trustees’ Annual Report and Statement of Accounts. Steve Lovett seconded this proposal, agreement was unanimous and the motion was carried.
Approval of the District Commissioner’s nominees
Julie Lovett nominated Eric Atkinson as District Chairman. Approval was unanimous and Eric Atkinson became Chairman.
Julie Lovett nominated Adam Thorpe as a representative of under 25 year olds on the Executive committee. Approval was unanimous and Adam Thorpe became a member of the Executive committee.
Election of Secretary
Eric Atkinson proposed that the meeting elect Nik Bestow as District Secretary. Keith Gleen seconded this proposal. Ann Partridge abstained on the basis that she did not know him, otherwise agreement was unanimous and Nik Bestow was elected as Secretary.
Election of Treasurer
Adam Thorpe proposed that the meeting elect Shirley Stocks to continue as District Secretary. Clive Chambers seconded this proposal, agreement was unanimous and Shirley Stocks was elected as Treasurer.
Election of further members
No further members were proposed or elected.
Election of a representative to Suffolk County AGM
Nicola Day kindly volunteered to represent the District at the County AGM. Agreement was unanimous and Nicola Day was elected for this role.
Election of auditor or scrutineer
Nobody was proposed or elected. Therefore, Tony Smith proposed that the meeting grant permission for the Executive committee to elect an auditor or scrutineer as appropriate at a later date. Julie Lovett seconded this, agreement was unanimous and the motion was carried.
Activity reports
Reports from Helena Mecrow, Glenn Knights and Steve Cage were warmly received by the meeting. Tony Smith thanked each for their work over the year, on behalf of the District. Jenny Mullan thanked everyone involved in Scouting in the District on behalf of the County.
Growth awards
Jenny Mullan was pleased to present theGold Growth Award to 1st Kesgrave, 1st Rendlesham, 1st Martlesham and, in their absence, 1st Saxmundham. Jenny Mullan was especially pleased to present the higher Platinum Growth Award to 1st Westerfield.
