DearCalifornia State Legislator,

I am writing to you today to urge your support of Senate Bill 369, also known as California Longitudinal Pupil Achievement Data System: pupils of military families.SB 369 is an important piece of legislation for military families across the state. It can be extremely difficult for a child to have a parent or guardian in the Armed Forces; the mental and emotional toll of this can be far-reaching for a child, and can have implications for the child’s school work as well as overall wellbeing.

As such, SB 369 can help to provide these children with the support and care that they need. This bill helps to identify those pupils whose parent or legal guardian is an active member of the Armed Forces of the United States. This can help link these pupils to important supportive services, as well as inform educational agencies and schools about the need for such services in their communities. In addition, this information gives California greater access to federal grants regarding military families.

Existing law establishes that the California Longitudinal Pupil Achievement Data System (CALPADS) accomplish goals relating to providing educational agencies efficient and secure evaluation data that can be used to improve pupil achievement. Currently there is no section relating to the military status of a family, despite the fact that more than 60,000 school-aged children affiliated with active-duty service members attend schools in California. A child’s status of being a member of a military family is a key piece of information that can assist the State of California and educational agencies in providing appropriate supportive services to such children.

As with many legislative bills there may be a cost associated with this plan. However, I urge you to consider the wide-range of federal grants that will become available to the state based on this student information. The targeted services that this information will provide to children of military families will also make our educational agencies more efficient and better capable of supporting these children. And at the end of the day, can you really put a price tag on supporting our military troops and their families?

Deployment and military duty not only impacts the military servicemen and servicewomen that defend our country, but their children and families as well. By passing this bill and including this information within the California Longitudinal Pupil Achievement Data System, we can make a commitment to serve those that serve our country.

I ask that you please vote in favor of SB 369 to ensure proper and effective educational services for all military families.
