This letter is being sent to you to request your help in communicating our key Personal Protective Equipment (PPE) policies and practices to all your drivers. We know that you and your organization share our belief that the safety of each of your drivers is of the highest priority. To help us accomplish this, please make sure that each of your drivers has a copy of the attached information and complies with the requirements spelled out in this letter.

We expect that all drivers will arrive at the facilities with their own PPE and that they are already trained in the proper use and operation of their equipment. We continue to see drivers arriving at our facilities that appear to be unfamiliarwith our Personal Protective Equipment (PPE) policy and without their own equipment that meets our requirements. In the past, we have tried to accommodate them, but this is no longer practical. Therefore, it is critical that each driver come to the facility with his/her own PPE that meets these requirements. Anyone that does not have the appropriate equipment will not be allowed to load.

Two key things worth paying special attention to areour requirements on goggles and aprons. Goggle models that include goggles and face shield that are a single unit (i.e. attached and designed to function together) arenot allowed. This prohibition is due to experience that has shown this style of combination goggle/face shield results in a poor seal with the wearer’s face creating the potential for eye exposure to ammonia in the event of a leak or spill. Examples of this style can be viewed at and doing a search for any of the following part numbers: 20V816, 3RYH7, or 2KFX8. Second, aprons are no longer allowed since they do not protect from indirect splashes. There is also a tendency for them to blow in the wind and restrict vision.The PPE requirements are shown on the attached pages.

We would also like to take this opportunity to remind each carrier that ANSI K61.1 states that all trucks transporting anhydrous ammonia shall have five (5) gallons of clean water for first aid purposes and a full face piece gas mask with an ammonia canister with at least one spare canister available at all times. If KNC would discover that these items are not available, the truck will not be permitted to load until these issues are resolved.

Finally, KNC will continue to periodically inspect ACME connections like we have in the past. We understand there are several ACME test gauges out on the market, but after extensive research we have chosen Ray Murray, Inc. as our provider for these gauges. Trailers that do not pass inspection will be locked out at all KNC facilities until connections are replaced.

As always, you and your drivers have the obligation to comply with all legal requirements relating to PPE, with ANSI K61.1, and with all other applicable legal requirements. This letter does not in any way alter, and is subject to, the terms and conditions of your access agreement with KNC.

Personal Protective Equipment (PPE) Requirements

For Chemical Truck Drivers

Anhydrous Ammonia

Anytime a driver exits the cab of the truck to load or unload ammonia inside any of our facilities, the following must be worn.

  • Long Pants (No shorts)
  • Sleeved shirt (short or long sleeves are acceptable)
  • Protective footwear complying with ASTM F2413-11standard (e.g.safety toed shoes)
  • Hard hat with full face shield: Hard hat must complywith ANSI Z89.1 and the face shield must be in the down position when hooking/unhooking hoses and around any active loading equipment.
  • Chemical goggles: goggle must comply with ANSI Z87.1. A full face respirator with ammonia cartridges can be worn in lieu of goggles and face shield.

Note

Goggle models that include goggles and face shield that are a single unit (i.e. attachedand designed to function together) are not allowed.

  • Chemical resistant gloves
  • Gloves should be worn so that no skin is exposed between gloves and outer garment.
  • Chemical resistant outer garment such as one of the following:
  • Knee length chemical resistant rain coat with dual closure system such as zipper and buttons or zipper and Velcro®.
  • Chemical resistant bibs and jacket with dual closure system.

Urea Ammonium Nitrate (UAN) and Other Liquid Products such as

Ammonium Thiosulfate and Ammonia Polyphosphate

Anytime a driver exits the cab of the truck to load or unload UAN or other non-hazardous liquid products inside any of our facilities, the following must be worn.

  • Long Pants (No shorts)
  • Sleeved Shirt (short or long sleeves are acceptable)
  • Protective footwear complying with ASTM F2413-11(e.g. safety toed shoes)
  • Hard hat: Hard hat must complywith ANSI Z89.1
  • Chemical goggles: goggle must comply with ANSI Z87.1
  • Chemical resistant gloves
  • Gloves should be worn so that no skin is exposed between gloves and outer garment.
  • Chemical resistant outer garment when bottom loading such as one of the following:
  • Knee length chemical resistant rain coat with dual closure system such as zipper and buttons or zipper and Velcro®.
  • Chemical resistant bibs and jacket with dual closure system.

Special Note: At liquid only terminals where self-loading is not offered, if the driver wants to get out of the truck and walk to the office or parking lot, PPE is not required. If he/she wants to get out and stay in the process area, he/shewill be required to wear appropriate PPE including hardhat, safety glasses, and leather footwear.

Dry Fertilizers such as Urea, Phosphates and Potash

Anytime a driver exits the cab of the truck inside any of our facilitiesin the loading area to check or secure your dry fertilizer load, the following must be worn.

  • Long Pants (No shorts)
  • Sleeved Shirt (short or long sleeves are acceptable)
  • Safety glasses or chemical goggles: glasses or goggles must comply with ANSI Z87.1
  • Footwear (leather) - safety footwear for loading Dry Fertilizers is not required, but leather footwear with defined heel is required.
