I have also double communicated withmaritime training institutes in Taiwan to upgrade their courses to comply with the provisions of 2010 Manila amendments to STCW Convention to afford continual recognition of such courses from MPA.

Singapore is a party to the STCW Convention, therefore MPA is required to communicate to the Secretary General of IMO, a report (in the prescribed format and attaching relevant regulations and other documents) on the implementation of 2010 Manila amendments to STCW Convention and quality standards system..

WillSingaporeprepare the Third Cycle Report and submit to the IMO Secretary General before the Third Cycle due date of 11/04/2014 which is the Second Cycle due date of 11/04/2009 plus 5 years,

this kind of concept and logic are correct or not? Especially each Parties are put every efforts at thistransitional period on the so called of STCW 1995 convert to STCW 2010 to be enter into force 01/01/2017.

Yes. .MPA will be forwarding the information regarding compliance with the revised 2010 Manila amendments to STCW Convention to the Secretary-General of IMO in due course

The Second Cycle Report of The Independent Evaluation of Taiwan was completed and ready for

whom it may concerned to check in 14/04/2009,

whether Taiwan must prepare the Third Cycle Report of The Independent Evaluation for STCW 1995 versionand ready for checking before 14/04/2014 or otherwise, for instance to get ready and provide the STCW 2010 information required to give the Convention full and complete effect ?

Taiwan is not a party to the STCW Convention. However, Taiwan must prepare such report for the reasons given below.

Singapore under the provisions of Reg I/10 of the STCW Convention, recognises maritime training conducted in 3 approved maritime colleges in Taiwan. Completion of relevant training and sea service is used as a basis for MPA to issue certificate of competency to suitably qualified Taiwanese officers. We have communicated with maritime training institutes in Taiwan to upgrade their courses to comply with the provisions of 2010 Manila amendments to STCW Convention to afford continual recognition of such courses.

2.Regarding to the MSC.1/Circ.1164/Rev.10 dated 7 June 2012, between the “Due date” of reports to be

communicated to the Secretary General and the ”Actual Date” report communicated to the Secretary General.

Why IMO MSC allow such big inconsistence gap existing between Parties ?

Is it might due to ensure to conduct the Independent Evaluation report is a shall,

but at intervals of no more than five years is not a Mandatory ?

Parties to the STCW Convention are required to conduct independent evaluation of quality standards system at least at 5 yearly intervals. They are required to submit details of quality standards system and relevant information following the entry into force of any amendments to STCW convention which was not included in initial submission. This would probably be the reason for gap in dates.
