Dear Fee-For-Service Network Provider:

The Division of Mental Health and Addiction Services (DMHAS) is pleased to announce open enrollment for the addictions treatment Fee-For-Service (FFS) Initiative Networks. DMHAS is inviting agencies that are currently contracted to provide services through the FFS Initiatives to revise their existing FFS contracts to add additional initiatives and services. The enrollment parameters detailed below have been established based on the Division’s review of the current DMHAS FFS Initiative provider network capacity, analysis of utilization management reports, and identification of needs in collaboration with our system partners to identify capacity expansion goals for each network. The following FFS Initiatives are open for the indicated licensed levels of care:

·  Drug Court Initiative: (DCI): Open for all levels of care statewide;

·  Driving Under the Influence Initiative (DUII): Open for all levels of care statewide; licensed sites must be approved as an IDRC/IDP affiliate to be eligible;

·  Medication-Assisted Treatment Initiative (MATI): Open for halfway house and long term and short term residential treatment services statewide and for intensive outpatient services in Mercer and Camden Counties;

·  Screening, Brief Intervention and Referral to Treatment (SBIRT): Open for outpatient and intensive outpatient only; limited to Mercer County providers;

·  State Parole Board Mutual Agreement Program (SPB-MAP): Open for all levels of care statewide;

Agencies admitted to the DUII and MATI networks will be required to apply and be accepted to the DMHAS co-occurring FFS network.

Additionally, the Injectable Naltrexone/Vivitrol enhancement service is being expanded across the DUII, MATI and SJI networks. This enhanced service is for opioid dependent persons who are in need of detoxification and want to remain abstinent without maintenance medications, or for patients seeking medically supervised withdrawal from maintenance medications. Interested providers approved to provide services in the DUII, MATI and SJI initiatives are encouraged to complete an application to join this sub-network. Open Enrollment Application Process (Parts I. II. III)

Part I. Site Information Sheet

Attached to this correspondence, please find an agency-specific FFS Site Information Sheet for each licensed site. The Site Information Sheet/s identifies your current agency initiative enrollment as well as the initiatives and levels of care for which your agency is eligible to apply under this open enrollment opportunity. An asterisk indicates current initiatives and LOCs for which you are already approved.

Whether or not your agency is requesting a FFS contract change, all agencies are required to review, complete, sign and return the Site Information Sheet/s to the Division by August 9, 2013 to the address listed below.

·  Review and update the agency administrative and site contact information;

·  If your agency is not requesting to make any changes to its FFS contract, please sign and return the updated FFS Site Information Sheet for each licensed site to DMHAS; If your agency is requesting a FFS contract revision by enrolling in a new initiative, adding a licensed site, or adding a licensed level of care, please complete the Initiatives/Levels of Care section by initialing the space next to the initiative and LOC requested.

Part II. Initiative Specific Documents

If your agency is enrolling in a new initiative, please provide one copy of the applicable initiative-specific documents as follows:

·  Drug Court Initiative

o  Agency policy regarding admission denials (labeled “Drug Court Admission Denials Policy”)

o  Agency policy regarding non-clinical staff orientation to the DC program and mandates (labeled “Drug Court Non-Clinical Staff Orientation Policy”)

o  Agency policy regarding DC non-adherence to program requirements and client absconding (labeled “Drug Court Program Non-adherence and Client Reporting Policy”)

o  Agency Drug Court liaison name, title, and contact information

·  Driving Under the Influence Initiative

o  Fully executed SFY 2014 (valid from July 1, 2013 through June 30, 2014) Affiliation Agreement signed by both the County Intoxicated Driving Resource Center and the State Intoxicated Driving Program Chief (Ambulatory Services)

o  Fully executed SFY 2014 (valid from July 1, 2013 through June 30, 2014) Affiliation Agreement signed by the State Intoxicated Driving Program Chief (Residential Services)

·  Medication Assisted Treatment Initiative (no additional documentation required)

·  Screening Brief Intervention and Referral to Treatment Initiative

o  Current, signed Affiliation Agreement with the Henry J. Austin Health Center through which agency agrees to accept ‘warm handoff’ referrals of SBIRT consumers from five project sites

·  State Parole Board-Mutual Agreement Program

o  Agency policy regarding SPB-MAP program non-adherence/abscond reporting (labeled “SPB-MAP Program Non-Adherence Reporting/ Abscond Policy)

o  Agency SPB-MAP liaison name, title, and contact information

Part III. Annex A Documents

If your agency is requesting to make any of the FFS contract revisions outlined above, you are required to provide three sets (one original and two copies) of the updated Annex A, A1, A2, and A3 signature pages. Site Information Sheet/s and FFS contract revision documents (Initiative Specific documents and Annex As) must be received by Friday, August 9, 2013 at 3pm at the Division address below.
