ELOPED WITH THE SISTER OF THE PERSON SUSPECTED TO BE IN ILLICIT RELATIONSHIP WITH HIS WIFE.

A team of officers of the Crime Branch led by Inspr. Kulbhushan Sharma and consisting of SI Praveen, ASI Heera Lal, HC Vinod and Ct. Sanjay, under the supervision of Addl. DCP P.S. Kushwah have on 10.6.2011 apprehended Sohan Lal @ Raju (aged 32 years) s/o Ganga Ram r/o Town Hodal, Faridabad, Haryana from Okhla, Delhi. Sohan Lal had faked his own murder. He had hatched a plan for faking his own murder as he wanted to get his wife Laxmi and her relatives arrested for his murder as he had suspicion that his wife Laxmi was having illicit relationship with a relative from her parental side.

Shohan Lal came to know about her alleged illicit relationship with Sonu a relative of his wife from her parental side and planned to take revenge. He hatched a conspiracy with his friend Chandan to find a person of his age, built and height. He also made his father Ganga Ram and brother Sanjay, his co-conspirators and they agreed to identify dead body of innocent person to be killed as that of their son/brother. As per their planning they started searching for a suitable person for this purpose and finally around midnight on the night intervening 19th & 20th March, 2011 they found a heavily drunk young man lying under Bata Chowk Flyover, Faridabad, Haryana. Finding his resemblance with Sohan they decided to kill him. They put him in their car and drove away to Palwal. On the way near PalwalCanal they strangulated him and Sohan Lal planted his purse having his PAN Card and other identification documents in the pocket of the dead body and threw the body in the canal.

On 22.03.11 the decomposed dead body started floating in the canal and local police of PS Camp, Palwal reached the spot. The dead body was identified as that of Sohan Lal on the basis of the recovery of PAN card and other identification and also on the identification of Ganga Ram, father and Sanjay, younger brother of Sohan Lal.

Later on a case a murder of murder and destruction of evidence was registered at PS Palwal Camp, Haryana. Lakshmi w/o Sohan Lal, Jal Singh, brother-in-law of Sohan Lal and Inder Singh, brother of Jal Singh, and father of Sonu the person with whom the wife of Sohan Lal is suspected to be having an illicit relationship and all residents of Mathura, UP, were arrested. They are still languishing in jail and are facing trial.

Sohan Lal’s thirst for revenge was so great that he also induced the sister of Sonu to enter into an illicit relationship with him. After committing the murder Sohan Lal eloped with her and they were presently living Badarpur, Delhi. There was another reason for eloping. Sohan Lal and his family members were sure that family members of the girl with whom he had eloped would name him as the alleged kidnapper and that would be another motive for the girl’s relatives to murder him and would ensure the arrest of his wife and their relatives for his fake murder.

Profile of accused person

  1. Sohan Lal @ Raju S/o Ganga Ram r/o Town Hodal, Faridabad, Haryana was presently residing at Bharat Nagar, Old Faridabad in a rented accommodation at the time of the incident. Sohan Lal (aged 32 years) was married to Smt. Lakshmi in the year 2002 and has two children. He is illiterate and is earning his livelihood by plying taxi. He was working as driver in a reputed computer manufacturing company at the time of his fake murder. His father and brothers are masons and work on contract basis in and around Faridabad.

CONVICT CUM P.O. OF MURDER CASE OF PS NAJAFGARH NABBED WHO AWARDED LIFE IMPRISONMENT BY ASJ COURT AND HIGH COURT AS WELL .

The staff of Police Station Jaffarpur Kalan, South West Distt has arrested a murderer Umed Singh s/o Rajroop r/o VPO Jaffarpur Kalan, New Delhi who was declared Proclaimed Offender vide Hon’ble Court’s orders dated 11/3/11 in case FIR No. 132/87 dt. 10/4/87 u/s 302/34 IPC PS Najafgarh.

GIST OF CASE

On the directions of the then SDM/Punjabi Bagh Sh. J.K Dadu a case of murder of a lady Smt. Satwanti w/o Umed Singh aged 19yrs was registered at Police Station Najafgarh. The case was investigated and finalized by the Police. During course of investigation sufficient evidences were come on record against the accused persons namely Umed(Husband), Brahmparkash, Rajender and Smt. Bharpai who all were chargesheeted after completing the investigation in all respect. All the four underwent for Trial. Logical and chronological narration of the case and related evidences in detail were appreciated by the trial court and all four were convicted with imprisonment for life. The judgement was challenged in the Hon’ble High Court whereby conviction of Umed Singh and his sentence under section 302 IPC was maintained. Thereafter accused became disappeared.

OPERATION

Convict Umed Singh deliberatedly avoided the process(82/83 Cr.P.C) and was absconding to evade the consequence of the judgment dated 23/12/2009 of the Hon’ble High Court of Delhi, thus on 11/3/2011 the said convict was declaired Proclaimed Offender from the Hon’ble ASJ Court.

Police swung into action and in order to apprehend the above said PO a special dedicated team comprising SI Udai Singh, H.Ct. Shiv Charan, Ct. Jagbir was constituted under the supervision of Inspr. Rajesh Dahiya,SHO/JP kalan was constituted. several raids were conducted in the area of Manesar(HR.), Rewari(HR.), Uttam Nagar, Najafgarh, Jaffarpur and Chhawla. Strenuous efforts of Police paid dividends and finally the above team succeeded in nabbing the convict Umed Singh in the intervening night of 8/9-6-11.

INTERROGATION

Accused Umed Singh was subjected to interrogation wherein initially he tried to mislead the Police by saying that he is not Umed Singh. His wife endeavored to create nuisance for police, but the police gathered their wits and went on verification. Upon sustained interrogation he broke down and confessed that he is Umed Singh who was evading from his arrest. Overt and Covert enquiry also conducted in this respect by the Police.

PROFILE OF ACCUSED

Umed Singh s/o Rajroop r/o VPO Jaffarpur Kalan, New Delhi , is a big drunkard and used to work as conductor on private buses.

A separate case u/s 174A IPC has also been registered against the convict at Police Station Najafgarh. Further investigation of the case is in progress.

Apart from above breakthrough, in order to apprehend POs, PS staff of South West District have been assigned a special task to apprehend the POs and a comprehensive multi pronged strategy is chalked out in which major role in apprehension of POs is assigned to leadership quality, group work, and dedicated police teams. A specal dedicated team comprise of one Upper subordinate, one HC and two Cts under the close supervision of Inspr. ATOs at each Police Station have been constituted for the quick apprehension of POs. Besides this a special team has also been constitured under the close supervision of ACP/Operations South West Distt. During the year 2011, total 107 proclaimed offenders have been apprehended and sent behind the bars in South West District, which indicates the efficiency of work done of police staff in South West Distt.

DRIVER ABSCONDED WITH FORD IKON CAR OF EMPLOYER AFTER GETTING JOB ON FAKE IDENTITY AND DRIVING LICENSE ARRESTED AND VEHICLE RECOVERED

With the arrest of accused Ramakant Tiwari (30 years) s/o RamBadalTiwarir/oVillage Pandit Ka Purwa, Tehsil Lalganj, PS Udaipur, District Pratapgarh, UP, the staff of PS Lodhi Colony, South District has recovered Ford Ikon Car from Lucknow and worked out two cases of criminal breach of trust.

BRIEF FACTS / INCIDENT :

On 06.05.11, Sh. Sanjay Dhingra r/o B-104, TrinityTowers, DLF (Phase-V), Gurgaon visited PS Lodhi Colony and reported that his wife is having her office in Aman Hotel, Lodhi Colony. In order to facilitate her wife, he had hired a driver namely Rajpal (3 days ago) who used to pick his wife from Gurgaon and drop his wife at her office in Delhi in his Ford Ikon Flair Car. On 5.5.11, after dropping his wife at her office, driver Rajpal took away the car from the parking of Hotel Aman and did not turn up. Complainant also produced a photocopy of the driving license and mobile number provided by the accused at the time of getting employment. In this regard, a case vide FIR No. 64/11 u/s 408 IPC PS Lodhi Colony was registered and investigation taken up.

INVESTIGATION :

During the course of investigation, when driver Rajpal was tried to contact over his mobile phone but the same was found to be switched off. However, there was a hope to locate accused with the help of photocopy of driving license. Efforts were made to locate the accused in Gurgaon at the given address, but the same was found fake. Photograph on the photocopy of the fake driving license was used to get his photo enlarged and conducted door to door survey in Gurgaon at his possible hideouts, which finally brought good results and the accused was identified as Ramakant Tiwari. It also established that accused belongs to Rai Bareily or Pratapgarh in UP. Driving license of accused was also verified in Bulandshehar and the same was also found fake.

Accordingly, a team comprising of Inspr Ram Kumar, ATO/Lodhi Colony, SI Rajesh Kumar, HCs Rajeev Mohan, 502/SD, Naresh, 831/SD, Sachin, 3462/SD, Ct Ravinder, 1468/SDand Ct Kaushalender, 1022/SD under the supervision of Inspr K.P. Malik SHO/Lodhi Colony and overall supervision of Sh. Mehar Singh, ACP/Defence Colony was constituted to nab the accused and focused on Rae Bareily and Pratapgarh. The members of team made restlessness efforts and enquiries were made from large number of people in Bareily and Pratapgarh, which revealed that accused Ramakant Tiwari was seen in the area of Salon, Lalganj, Udaipur, Sanghipur and Ranipur in Ford Ikon Car with Haryana number plate.

On 09.06.11, the team of SI Rajesh deployed at town Salon, District Rae Bareily got the information that the accused had gone to Lucknow to drop someone at the railway station in a Ford Ikon Car and would be reaching Lucknow Railway Station at around 12 noon. Immediately, SI Rajesh and HC Rajeev Mohan left for Lucknow Railway Station and apprehended accused Ramakant Tiwari from the parking of railway station.

INTERROGATION :

On sustained interrogation, accused confessed the crime and disclosed that in order to fulfill his ambitions to become a rich person in a short span, he hatched a plan to get job as driver on fake identity and steal the vehicle of employer. He further disclosed that similarly on 05.06.10, by using fake identity of Bhuvaneshwar, he had stolen an Innova Car of his employer and escaped to his village but before he could dispose off the vehicle, he met with an accident wherein the entire vehicle got damaged and he left it with a mechanic in Allahabad and did not take it back as he had no money to pay the bill of workshop. In this regard, a case vide FIR No 570/10 dated05.06.10u/s406 IPCPSSector-58, NOIDA was found to be registered.

PROFILE OF ACCUSED :

Ramakant Tiwari (30 years) s/o Ram Badal Tiwari r/o Village Pandit Ka Purwa, Tehsil Lalganj, PS Udaipur, District Pratapgarh, UP is a school dropout. He is married and having father, mother and 2 brothers in his family. His father is an agriculturist in his native village. He has strained relations with his family members. Earlier, he had worked as peon in a private school in Rohini. Since he was fond of driving, he slowly started learning driving on the vehicles of school and left the job. After that he started to work as driver and later on indulged in criminal breach of trust by stealing the vehicles of employer after getting job on fake driving license and identity to avoid apprehension by police.

The staff of Police Station Hari Nagar, West District has arrested ten gamblers namely Bali Mohd. @ Jagga, Anil Kumar, Satpal, Vikas Kumar , Yasin, Sunil Kumar, Rishu Kumar, Shahnawaj, Amit Kumar and Ashish Sharma and recovered Rs.40,500/- (forty thousand and five hundred ) from their possession.

INFORMATION AND OPERATION

On 10.6.2011, HC Deen Mohd., Ct. Subhash, Ct. Rajender and Ct. Anil while on patrolling duty at Bari Wala Bagh, at about 5.30 PM a secret information was received by HC Deen Mohd. that 8/10 boys are gambling with cards behind the wall of Kabristan near Shamshan Ghat Road, TiharVillage. On this, the police party rushed to the spot and found that 10 boys were gambling with cards. They have been overpowered by the police party and Rs.40,500/- and 10 packets of playing card were recovered. They were arrested in case FIR No.260/11, U/s 12/9/55 Delhi Public Gambling Act, 1867.

Staff involved in good work will be rewarded suitably.

1. Whereas report have been received that pan cigarette and tobaccoshops are operating near Educational Institutes which cause annoyanceto the students, Non smokers and public at large and also disturbpublic tranquility and endanger human life

And whereas to prevent endanger to life of students, nonsmokers and public, prevent smoking as well as passive smoking neareducational institutes to prevent annoyance to students, public,danger to human life and disturbance to public tranquility, it isnecessary to take speedy measures to prevent the selling of tobaccoitems near educational institutes in a radius of 100 yards.

Now, therefore I, Manohar Singh, Assistant Commissioner ofPolice, Sub-Division Kamla Market, Central Distt., Delhi in exerciseof the powers conferred upon me by virtue of section 144 Code ofCriminal Procedure 1973 (No 2 of 1974) read with Govt. of India,Ministry of Home Affairs and New Delhi’s Notification No U11036/1/2010, (i) UTL, dated 09.09.2010 do hereby make this writtenorder, prohibit selling of pan cigarette and any type of tobacco items
in a radius of 100 yards near educational institutes in thejurisdiction of Sub-division Kamla Market, Central District, Delhi.

4. This order shall come into force with effect from 10.06.2011 andshall be effective for a period of 60 days up to 08.08.2011 (both daysinclusive) unless withdrawn earlier.

All traffic can move Munirka to Ring Road via Africa Avenue and the traffic coming form Ring Road to Africa avenue will be diverted on Ring Road towards Dhaula Kuan. On Monday from 2.30 am to 5.00 am traffic cannot move from Nehru Place to Airport via Jia Saria. This Traffic can move on August Kranti Marg to Ring Road via Arvindo Marg through under Panchsheel Fly Over and IIT Fly overs.
