DCEG TSMAD Review 1.0 Terms of Reference

Background
In late 2011 a sub group began the review of the S-101 Data Classification and Encoding guide. This work aimed to develop the data model fro S-101 from the S-57 ENC baseline. The intention is that the DCEG also form the single encoding reference for ENC so any guidance required should be proposed to this document although it will continue to evolve. This work has progressed through a number of reviews and sub group meetings. It has now reached a stage where the full TSMAD should review the document and provide comments and provide proposals for change. This document provides the terms of reference for this review.

Scope:
- ENC will remain the base navigational product for use in ECDIS
- Changes must reflect that it must be possible to convert existing data from S-57 ENC to the new model
- Although suggestions may be made the main focus of this review is the data model of S-101 to support further development therefore display is out of scope
Reviewers should:
- Review document a) considering the following;
Features – Is the feature required for S-101, should it be modified (definitions etc) are additional specific features required? Are the allowable attributes and their values appropriate, are the remarks and geometric primitives appropriate, propose any additional encoding guidance
Attributes – Is the attribute required? Could the attribute be better structured e.g. as a complex attribute Are additional enumerate values required e.g. to reduce use of INFORM
Relationships – Are existing relationships (C_ASSO, C_AGGR etc) required as named types in S-101.
(optional)Display – suggest improvements to ENC display either new symbols or new/changed display rules
- Record comments in the provided comment form (document c)) ensuring the reviewers initials are used and the section referenced for all comments
- Provide comments with a clear proposal of the change and a full justification including appropriate use cases.
- Provide proposals using the template provided (document d) ) where new attributes, features, information types or enumerated values are proposed. These should be referenced from a comment in the comment form submitted.
- Provide their complete comment form and any proposals by email to Tony Pharaoh by the 30th of April 2013.
