Daryl Lee Spiewak, CEM, TEM, TCFM

IAEM President 2003-2004

Mr. Spiewak serves as the Emergency, Safety and Compliance Programs Manager and Security Officer for the Brazos River Authority in Waco, Texas. The Brazos River Authority covers sixty-five counties and 44,000 square miles - about the size of the state of Tennessee. The Authority owns and operates four water supply reservoirs and dams, nine wastewater treatment plants and three water treatment plants. The Authority owns the conservation storage pool in nine US Army Corps of Engineers lakes and is building a 30-mile pipeline to transfer water from one reservoir to a nearby city.

Mr. Spiewak served eight years as a Complex Electronics Receiving Systems Technician and advanced electronics instructor in the US Army Security Agency. His role dealt with electronic intelligence (ELINT) gathering, space collection, radio direction finding, and electronic warfare equipment.

For the next thirteen years he served as a Master Explosive Ordnance Disposal (bomb squad) Officer. Holding successive positions as EOD Team Leader, EOD Detachment Commander, and EOD Operations Officer he led EOD teams providing security for the US President (Reagan and Bush), Vice President (Bush), Secretary of State (Schultz), numerous Foreign Heads of State, selected dignitaries, and all their family members. He responded to numerous terrorist and bombing incidents in the United States and overseas, trained emergency response teams, and conducted field exercises involving weapons of mass destruction (nuclear, chemical, and explosive) and modern warfare.

Since retiring from the Army, he became active in professional associations. In addition to his role as IAEM President 2003-2004, he served as IAEM Secretary, Co-Chair of the International Certification Commission, and Chair of the Communications Committee. He served as President and Journal Editor in the American Society of Professional Emergency Planners, 2nd Vice President of the Emergency Management Association of Texas, and Board Member of the Texas Gulf Coast Emergency Management Association. Since 2002, he has been evaluating weapons of mass destruction field exercises for the National Emergency Response and Rescue Training Center under the auspices of the Texas Engineering Extension Service at Texas A&M University. He has also been teaching management courses for the University of Phoenix Online program since 2000.

Mr. Spiewak holds a Master of Arts degree in Management from Webster University (St. Louis, MO) and a Bachelor of Science degree in Liberal Studies from the University of the State of New York (now Excelsior College) with concentrations in Engineering Technology and Sociology. He was also an honor graduate of the US Army Command and General Staff College.

Mr. Spiewak has been married for more than thirty-four years. He has a son and a daughter, three grandsons, and three granddaughters. His hobbies include wargaming (miniatures, board and computer), weightlifting, running, reading history, studying military science, fishing, and fly tying.
