ONE PERSON ARRESTED!

A complaint alleging piracy of Hindi, English & Pornographic films was received on behalf of Indian Music Industry in IPR Section of EOW Crime Branch. On the basis of the complaint a case FIR No. 25/09 U/S 63 /65/68-Copy Right Act & 292 IPC PS EOW was registered. During the course of investigation a special team comprising of SI Gurnam Singh, SI Dhan Singh, SI Subeer Ojaswi, SI Jatan Singh headed by Insp. Sanjeev Tyagi was constituted under the overall supervision of ACP Sh. P.K. Mishra.

The team developed information and on 12/02/2009 simultaneous raids were carried out at Neha Music & Electrical, Ratan Lal Market, Mithapur, Badarpur, New Delhi & Budh Ram Premises Mithapur Badarpur, New Delhi, where around 12340 pirated DVDs of different Hindi, English Films /MP3 & Pornographic films, 7 DVD Writers, including huge inlay card and packing material worth Rs. 1 Crore were recovered and seized. Accused Ranjesh Kumar Singh was arrested and his co accused is absconding.

During interrogation of accused Ranjesh Kumar Singh has revealed that he along with his partner had organized the sale and distribution of these pirated DVDs of different Hindi, English Films /MP3 & Pornographic filmsin and around Delhi.

TRAFFIC ADVISORY

Shadipur Flyover is an important link between West Delhi and Central Delhi and New Delhi areas and beyond. It is used by lakhs of motorists everyday for to & fro movement. It is built over Patel Road and connects Najafgarh Road and Ring Road with Pusa Road, Shankar Road and Todapur Road.

The flyover has been in existence since long. Due to prolonged and extensive use it now requires immediate repair/rehabilitation/strengthening. The repair/rehabilitation work of Shadipur Flyover has commenced. To facilitate the work and to ensure least inconvenience to motorists and other road users, a traffic diversion/circulation plan has been enforced. The details of the work along with the diversion/circulation plan are as under:-

  1. The repair work shall be carried out in four stages, each stage spanning over a period of 25 days.
  2. In each stage repair work will be carried out on half carriageway at one time whereas the other half carriageway shall be used for movement of traffic.
  3. In the beginning, the repair work shall be carried out on the carriageway leading from Shadipur Chowk towards Moti Nagar Chowk and in the next phase the opposite carriageway shall be taken up.
  4. During stage 1 and 2 of the work, one lane of the opposite carriageway shall be taken for allowing contra flow of traffic coming from Shadipur Depot and going towards Moti Nagar Chowk.
  5. During the stage 3 and 4 of the work, one lane of the opposite carriageway shall be taken for allowing contra flow of traffic coming from Moti Nagar Chowk and going toward Shadipur Depot.
  6. All HTVs / LGVs, Charted Buses and some route buses shall not be allowed to ply on Patel Road from 04:00 p.m. to 11:00 p.m. and shall be diverted from roundabout Pusa on Todapur Road towards Naraina – Ring Road for onward journey during the stage 1 and 2 of work.
  7. All HTV/LGV Chartered buses and some route buses shall not be allowed to ply on Patel Road from 07:00 AM to 02:00 PM and shall diverted from Moti Nagar Chowk to Najafgarh Road towards Raja Garden Chowk – Ring Road for onward journey during stages 3 and 4 of the work.
  8. The enforcement of contra flow of traffic shall depend on the traffic situation.

It is anticipated that the traffic flow can be slow during peak hours. Adequate traffic staff has been deployed to ensure smooth and uninterrupted flow of traffic. Motorists are requested to bear with the inconvenience and for fast journey make use of Metro-rail.

Two interstate Criminals of Manoj Bakkarwala Gang arrested by Crime Branch.

Three sensational cases of murder and robbery solved.

Dead-bodies were thrown in a well and a canal to hide their crime.

Previously involved in many sensational robberies in Haryana.

The Anti-Extortion Cell of the Crime Branch has arrested two interstate criminals who were wanted by Haryana Police and had committed two sensational murders in the last fortnight. They were associated with the dreaded and notorious criminal Manoj Bakkarwala, who had escaped from the custody of Gurgaon Police and is involved more than 100 criminal cases. The details of the arrested persons are as under:-

  1. Sandeep Pahal S/o Sh. Rattan Singh R/o Vill. Gummar Distt. Sonepat, Haryana. Age 23 years.
  1. Parveen Chaudhry S/o Mahender Singh Chaudhry R/o Vill. Judola P.S. Farooq Nagar, Distt. Gurgan, Haryana. Age 21 years.

Inspr. Dalbir Singh received a secret information that notorious criminal Manoj Bakkarwala is committing sensational crimes in Delhi and Haryana. This information was further developed and a team was comnstituted to further develop this information. The continuous efforts of the team bore fruit when the Inspr. Dalbir Singh received information that Manoj Bakkarwala is presently hiding in Shimla (H.P.) alongwith his associates. On this information, a team of Crime Branch under the close supervision of Shri Jasvir Malik, ACP/Anti Extortion Cell which comprised of Insprs. Virender Dalal, Dalbir Singh,SI Arun Dev Nehra, HCs Sant Raj, Jai Prakash, Ct. Sandeep and Ct. Rakjeev Sahrawat was constituted. The team immediately rushed to Shimla and after meticulous efforts apprehended two persons Sandeep and Parveen Chaudhry from there on 12.02.2009. Initially they pretended to be law abiding youngsters but after some tactful interrogation, they admitted that they were associates of Manoj Bakkarwala and had committed a series of sensational crimes in Haryana. They admitted having committed the following crimes:

1.On 31.01.2009, accused Sandeep and Parveen alongwith their associates Bhagte and Sandeep Gulia kidnapped one Parvej @ Beda S/o Shakeel R/o Kheri Bilandpur, PS Gannaur, Distt. Sonepat from his village and killed him because they suspected that Parvej had killed their associate Sonu. After shooting him dead, they threw his deadbody in Tevdi canal. In this regard a Case vide FIR No. 54/09 Dated 01.02.2009 u/s 302/201/34 IPC was registered at PS Gannaur,Distt. Sonepat, Hayana.

2.On 19.01.2008, accused Sandeep and Parveen alongwith their associate Sandeep Gulia R/o Dooma hired a Scorpio from Farooq Nagar, Gurgaon and went to the Jhajjar- Gurgaon Road. There they shot dead the driver of the Scorpio Sachin R/o Farooq Nagar and threw his dead-body in a well in the jungles of Sultanpur, Distt. Gurgaon. In this regard a Case vide FIR No. 15/09 u/s 302/394/201/34 IPC & 25 Arms Act was registered at PS Farooq Nagar, Distt. Gurgaon, Haryana.

3.In Nov. 2008, accused Parveen Chaudhry, Sandeep and Sandeep Gulia looted cash and jewellery at gun point from the house of one Jai Pal Choudhry R/o Vill. Daboda. In this regard a Case vide FIR No. 179/08 u/s 458/380 IPC & 25 Arms Act was registered at PS Farooq Nagar, Distt. Gurgaon.

4.In the month of April 2008, this gang also looted cash Rs. 60000/- in Dwarka Delhi at gun point when the staff of Big Apple store was going to deposit the same in the Bank. In this regard a Case vide FIR No. 218/09 dated 03/04/2008 u/s 382/411/34 IPC was registered at PS Dwarika. Delhi. In this case, Sandeep was arrested but he jumped bail.

5.In the month of April 2008, this gang also looted cash Rs. 30000/- at gunpoint while the staff of Idea showroom, Sonipat, was going to deposit the same in the Bank. In this regard a Case vide FIR No 124/08 u/s 392/34 IPC was registered at PS Civil Line Sonipat Haryana.

6.In the month of May 2008, this gang also looted one Indica car at gunpoint from NH-1, Samalkha. In this regard a Case vide FIR No 150/08 u/s 392/34 IPC & 25 Arms Act was registered at PS Samalkha.

  1. In the month of May 2008, this gang was involved in Case FIR No. 92/08 u/s 398/401/34 IPC of PS Gannaur, Haryana.

The accused persons are close associates of notorious criminal of Delhi Manoj Bakkarwala who is a notorious Car Jacker and robber and was previously arrested by Crime Branch in January 2007. Several cases of car jacking and robberies of Delhi and Haryana were solved on his arrest. Later, he escaped from the custody of Haryana Police from Gurgaon. Now, he has organized a new gang alongwith the above arrested persons.

Concerned Police Stations have been informed about their arrest. Efforts continue to arrest the remaining members of the gang.

PRESS RELEASE - EAST DISTT.

MURDER CASE SOLVED 1 PERSON ARRESTED

On receipt of information vide DD No.36A dated 11/2/09 PS Gandhi Nagar that one person has been stabbed in Old Seelam Pur, Gali No.8 near Nafees Building. SI Mangesh Tyagi alongwith Ct.K.Shankara Sharma reached the spot and found that the PCR van had taken the injured to SDN Hospital. They reached SDN Hospital and collected MLC in respect of Parvez s/o Tayyab Ali R/o H.No.5323 Gali No.7 Karam Chand Ahata, Old Seelam Pur, Delhi aged 17 yrs. Dr. mentioned alleged history of assault by unknown person and multiple clear incised wounds all over the body and not fit for statement. A case was registered vide FIR No 37, u/s 307 IPC PS Gandhi Ngr. and investigation was taken up. Later the victim succumbed to his injuries during treatment on 12/2/09. Hence, the case was converted into a murder case.

A team comprising of Inspr. N.S.Minhas, SI Mangesh Tyagi, HC Veer Pal, Ct. Mool Chand, Ct.Mukesh under the close supervision of Shri Rajinder Sagar, ACP/Gandhi Ngr. carried out the investigation. During the course of investigation deceased’s brother Mohd. Qasim (an eye witness) informed the police that his brother Parvez had an altercation and fight with one Aamir who runs a garment factory in Gali No.7 Old Seelam Pur and in the process he had stabbed his brother. At the instance of Mohd. Qasim accused Aamir Khan s/o Shri Abdul Rafique r/o H-488, Janta Colony near Kabooter Mkt., Welcome, Shahdara, Delhi aged 19 yrs. was arrested.

MOTIVE:

The deceased Parvez had an altercation with one Arvind who is a worker of the accused Aamir. On this issue, a quarrel took place between accused and the deceased. Subsequently, the accused stabbed the deceased with a knife and inflicted 27 injuries on the different parts of his body.

RECOVERY:

Blood soaked clothes of accused have been recovered from his house.

PROFILE:

Accused is IXth class dropped out and he is running a small garment factory at 5327, Gali No.7. Old Seelampur, Delhi.

Whereas information has been received that some people/groups may indulge in activities prejudicial to the maintenance of peace in the jurisdiction of South-West distt.

2.And whereas information has also been received that such activities may seriously endanger life and property of the citizens and maintenance of law and order in the jurisdiction of South-West distt.

3.Now, therefore, in exercise of the powers conferred upon me by Section 144 Criminal Procedure Code, 1973 (No.2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/1/2008 - UTL dated 26.11.2008. I, Kannan Jegadesan, Deputy Commissioner of Police, South-West Distt., Delhi do hereby made this written order prohibiting the carrying of ‘MASHAL’ i.e. torch carrying live flames or live fire candles or live fire in any form in processions, rallies, functions, in the entire jurisdiction of South-West distt.

4.The order shall come into force with effect from 11.02.2009 and shall remain in force for a period of 60 days i.e. upto 11.04.2009 (both days inclusive) unless withdrawn earlier.

5.Any person contravening this order shall be punishable under Section 188 of the Indian Penal Code; and

6.As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. Whereas the area known as Dwarka Court Complex, Sector-10, Dwarka, New Delhi together with its adjoining areas are busy places frequently visited by a large number of accused persons, petitioners etc. including Court Complex judicial lockup, Prosecution Branch Offices, Lawyers Chambers due to functioning of the various Courts, movement of litigants and Advocates.

2.And whereas reports have been received indicating that such conditions now exist that unrestricted holding of public meetings, processions/demonstrations etc. in the above area is likely to cause obstruction and inconvenience in the smooth functioning of the Hon’ble Courts and disturbance to the litigants and Advocates.

3.And whereas it is necessary to take speedy measures for the safety and smooth functioning of courts.

4.Now, therefore, in exercise of the powers conferred upon me by Section 144 Criminal Procedure Code, 1973 read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/1/2008 UTL dated 26.11.2008, I, Kannan Jegadesan, Deputy Commissioner of Police, South-West Distt., Delhi do hereby make this written order prohibiting:-

i)the holding of any public meeting;

ii)assembly of five or more persons;

vi)processions and demonstrations; and

vii)picketing or dharnas in any public place

within the area specified in the schedule and site plan appended to this order without a written permission.

5.This order shall come into force with effect from 11.02.2009 and shall remain in force for a period of 60 days i.e. up to 11.04.2009 (both days inclusive) unless withdrawn earlier.

6.Any person contravening this order shall be punishable under Section 188 of the Indian Penal Code.

Whereas there have been incidents of explosion in the Cinema Houses in Delhi in the past causing loss of life and property.

2.And whereas I have reasons to believe that circumstances exist where carrying of concealed arms/fire arms/explosives etc. inside any place of public amusement etc. is likely to cause danger to human life, safety, disturbances of public tranquility or a riot.

3.Now, therefore, in exercise of the powers conferred upon me by Section 144 Criminal Procedure Code, 1973 (No.2 of 1974)read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/1/2008-UTL dated 26.11.2008. I, Kannan Jegadesan, Deputy Commissioner of Police, South-West Distt., Delhi do hereby prohibit the carrying of any Box, including Tiffin Box, Bag, Hand Bag and any other container capable of concealing any arm/fire-arm/explosive material inside any place of public amusement including Cinema Houses in the jurisdiction of South-West Distt.

4.The order shall come into force with effect from 11.02.2009 and shall remain in force for a period of 60 days i.e. upto 11.04.2009 (both days inclusive) unless withdrawn earlier.
