Job Description

WCUK is recruiting an Education in Emergencies Programme Manager who will be responsible for the overall management of the emergency education projects in Iraq (Dohuk & Baghdad). The Programme Manager will be expected to lead and complete a project throughout its period and will supervise and work directly with one Project Manager in Baghdad and an education advisor in Dohuk. Under the supervision of the Head of Programmes, the Programme Manager will share the project outcomes with local, national and international stakeholders/donors for reporting and feedback purposes. The project staff will develop partnerships with relevant local actors (MoE/DoE) in order to increase the target group’s access to services offered. This position demands an independent and dedicated individual with strong management and assessment skills. A strong level of English is required as well as working experience in education projects in a camp setting or similar relevant fields.

Purpose of the position

The Programme Manager will be responsible for the overall implementation of the Education in Emergencies projects. With technical and managerial support, he/she will ensure that the goals and objectives of the projects are met in a timely and effective manner. He/she will provide appropriate mentorship to his/her team and promote coordination among the local stakeholders and partners involved in the action.

1.2. Key Responsibilities

The incumbent is required to perform the following duties and responsibilities:

Project Structure

Ø  Establish and maintain effective structures and processes for the delivery of the project and its implementation plan, within the overall WCUK structure.

Ø  Develop detailed work plan for the project with clearly defined activities and specific results-based outputs for the implementation of the project within the approved plan and budget.

Ø  Prepare regular technical and financial reports to support the implementation of annual work-plans and donors reporting requirements.

Ø  Assist and guide the project team to monitor and evaluate regularly the project progress.

Ø  Lead the work of the project and oversee the implementation of specified activities in the work plan

Ø  Lead on and follow up the logistics inherent to the project activities.

Ø  Ensure timely implementation and reporting including W5 matrix and weekly Sit-Reps

Ø  Advise on and implement effective gender controls in the planning and implementation of the project.

Ø  Liaise with representatives of local authorities and all other actors involved to maintain local stakeholder participation and support.

Ø  Represent WCUK in the Education cluster/Working groups and liaise with other sister agencies to coordinate project activities and mobilise access to sharing of information.

Ø  Have hands on experience to implement INEE standards

Ø  Experience in integration of Education with other sectors such as Child Protection

Ø  Experience in the Humanitarian Programme Cycle (HPC) including developing emergency funds and grants(ERF, CAP, and others)

Ø  Lead on and account for the administrative and financial management of the project;

Ø  Recruit and provide supervision and support to the national staff.

Capacity Building

• Provide knowledge transfer to national staff and counterparts and advise on good project management and INEE minimum standards.

• Prepare and issue regular Project Reports in accordance with donor guidelines for reporting.

Other

• Identify and develop new potential proposals.

• Attend coordination meetings as required; Arrange and host donor and official site visits.

• Perform any other duties deemed necessary by the Head of Programmes.

The incumbent will be responsible for abiding by the security policies, administrative instructions, plans and procedures of WCUK.

Essential Qualities and Attributes

Ø  Master degree in Education, Social Science or relevant fields.

Ø  Minimum 4 years of relevant experience at managerial level

Ø  Experience in the vocational training, education, and implementation of education national strategies

Ø  Experience in setting up and managing accelerated learning programmes

Ø  The candidate must be thoroughly proficient in written and spoken English. Arabic and/or Kurdish language is an asset

Ø  Competent in the use of all commonly used computer software – such as Word, Excel.

Ø  Knowledge of basic accountancy, administration and financial planning mechanisms.

Ø  Experience of working in Middle East and in an emergency setting is essential.

1.3. Contractual Terms

Preferred start date: 1st February 2015

o  Position: Fixed term Contract of 1 year with possible extension

o  Salary: Between £27,000 - £31,000 (gross, dependent on experience)

o  Working Hours: Full time, 5 days and 37.5 hours per week.

o  Probation: 3 months

o  Leave: 30 days pa, increasing by one day for each year’s service up to a maximum of 33 days

o  Pension: Matching contribution to your private pension up to 5% of gross salary
