Minutes of the meeting of Meidrim Community Council held at Meidrim Youth Hall on Tuesday 31st October, 2017.

3. Public Question Time

No one present.

4. Reports:

(a) Report from County Councillor

Attended Abernant Community Council, Education and Children Scrutiny; Rural Task Group; Full Council; Community Bureau Briefing; Planning Committee Meeting x 3, Wales and West Housing; Seminars – Members Development Service; Digital Transformation; Waste and Recycling.

Meidrim Traffic Calming – met with John McEvoy, Tess Sinden and residents of Llanboidy Road to discuss concerns they have with regard to the speed humps. Although concerns were raised, all are happy to have the speed humps. There was an error on the plan, the speed hump noted on the plans was between Catrefni and Talar Wen. As the speed hump it has to be located under a street light, John McEvoy informed the residents that it would be positioned between Talar Wen and Swn yr Awel.

Ynni Teg – They had requested a meeting between myself, Counc. Tess Sinden and the Clerk to explain the way forward and what was happening with the Declarations of Interest. As soon as they had definite information they are going to arrange a meeting with the Community Council.

(b) Report from Meidrim Welfare Committee

The Christmas Party was on the 9th December, 2017 at 6.00 p.m. at Meidrim Youth Hall.

(c) Report from School Liaison

Everything was great, a good report had been received from Erw.

(d) Report from One Voice Wales Liaison

Nothing to report.

5. Matters arising:

Village Speed Restrictions

Already discussed under report from County Councillor.

Meidrim Public Conveniences

Nothing to report.

Village Green

Nothing to report.

Pumping Station

A representative from Dwr Cymru had been taking photographs of the fencing, therefore an update should be imminent.

Diversion of Meidrim Common riverside Footpath

Six names had been received of local people using the footpath for over 20 years, forms for everyone to complete were being given to the appropriate people.

Bwlchgwynt Wind Turbine

Following a meeting with 2 members of Ynni Teg, The Declaration of Interest Forms were discussed at the meeting but no specific project had been received/agreed. Meidrim Primary School were Declaring an Interest, Meidrim Community Council and the local Chapel. Projects would need to be of benefit to the community. As was mentioned earlier as soon as definite news was available a meeting would be arranged with Ynni Teg.

Benches

A price of £1183.20 had been received from Second Life Products. It was discussed and agreed to purchase three new benches, one outside the School and the two others for the Village Green.

Recycling facility

Nothing to report.

Car Park Hedge

The work would be carried out as soon as possible.

The Clerk had contact Emily Hughes, Carmarthenshire County Council, regarding renewal of the lease of the Car Park which was coming to an end in 2019. There was no problem with the renewal but to contact Carmarthenshire County Council nearer the date.

(a) Initial income/expenditure report and bank statements

The report and bank statements for Quarter 3 were signed.

Audit – Future governance themes

Effectiveness of Internal Audit

Quarterly financial reports were distributed and signed, and also the Bank Statements for the appropriate quarter.

Provide for contingencies and consider the need for balances – clause 276 states:

“Some councils may have absolute certainty in their spending plans for the forthcoming year. For instance if the only major outgoing is the clerk’s pay and the council agrees this before the start of the year, the council will know exactly how much it will spend.

This was discussed by Meidrim Community Council when the budgets for 2017/2018 were agreed at the beginning of the year. Therefore it was agreed to continue with the present internal auditor.

Use of reserves

Meidrim Community Council did not have reserves but were continually using the money that was received from the precept.

8. Planning Matters

Carmarthenshire County Council – Planning Application Consultation W/36332 – Ms J. Simpson – Salem Capel Y Bedyddwyr, Parciau Bach Road – change of use from former chapel to residential accommodation.

9. Correspondence

(a) Cardi Bach – A letter requesting a donation towards the Welsh Newspaper, it was agreed to give a donation of £50.00.

(b) Carmarthenshire County Council – Christmas Toybox and Gift Hamper scheme.

(c) Clerks and Councils Direct Magazine

(d) Boundary Commission for Wales – Revised proposals

(e) Fire and Rescue Services – stakeholders information confirming if we wish for our details to remain on their database. It was agreed to receive information if we could be of assistance.

(f) Boundary Commission – further copy of Consultation
