CO Legislation concerning concussion. Currently there is no mandate at youth level.

Bill introduced Jan 17. Jake Snakenberg Bill SB 40
3 requirements –
1. Every coach with sole supervisory must have concussion training annually
2. Any coach who suspects concussion must remove player
3. Player cannot return without written medical clearance
Free online training provides certificate for awareness training
Only 20 minutes being devoted to discussion in legislature – assumed bill will pass.
Concerns – How do players without health insurance get med clearance?
CHSAA has had 2 rules – essentially first 2 parts of current legislation

Question regarding coach liability for taking training and certification.
Response: Bill provides limited immunity for coaches and clubs. See text of bill. Essentially, there must be gross misconduct/negligence for liability.

Suggestion that clubs make sure coaches are aware of legislation and have training
CYLA position – Educate administrators and coaches. With legislation, position will have to change.
Suggestion to use links and information provided including clipboard info for symptom recognition by coaches on the field.
If there’s ANY suspicion of concussion, consider pulling player.
Discussion of USL/Bollinger coverage and USL position on legislation.

SPONSORSHIP UPDATE FOR CHAMPIONSHIP WEEKEND
Executive Committee has met with several sponsors to develop sponsorship guidelines, website, bulletin, access to mail lists, etc.
Executive committee will present these guidelines at next meeting
For instance, USL sponsorship fees for U13 Championships: $20,000+ for naming rights
CYLA will probably work with Boathouse, Warrior, and Toyota.
Multiple categories of sponsorship based on access levels:
Admin level emails
Coach level emails
Player level emails (with opt-out by players)
CHAMPIONSHIP WEEKEND UPDATE
League play consists of 8 game schedule with 7 regular games; 8th game is first game of state championship, all teams will play in first round of Championship, i.e., have 8 game season.
CYLA has contracted with NDP to run championship and take it to a level beyond regular season games – scorers will be at each game field; trainer at each “pod” (6 fields), people managing each pod providing water, ice, etc.
Championship is a single elimination tournament.
NDP will get team seeding’s from CYLA, track and update game results, similar to Jamboree.
CYLA Championships and Laxfest are tied to MCLA Championships again this year.
Everybody plays at Dick’s for CYLA Championships - no separate venue for younger teams.

Aspen Lacrosse Club
~200 Players, HS has 1/3 of those
Aspen has played in the Jamboree
Would like to join our organization
Fields – they would schedule 3 weekends to play double headers using Mountain Lax Fields. 7th game would be at Breckinridge or close by.
Mtn Lax can support with fields.
Club has approximately 20 Coaches
7th and 8th Grade teams this year.
Motion to accept Aspen Lacrosse Club as member of CYLA and be scheduled as above, .i.e., Aspen teams coming to Evergreen to play double headers. Seconded. Approved by majority, unanimous.
HOUSE RULE CHANGE
Discussion regarding Red Level Player Moves – Postponed pending Executive Committee review.
REFEREE TRAINING
Referee training, Sunday 1/30.
168 registered, more expected for walkup registration.
Working on reporting function for coaches to provide referee feedback. Online system.
Using Arbiter for ref assignment this year again.
Training will be at DU (Classroom, new location)
All referees being recertified, consistent with HS/collegiate requirements.
Coaches can audit ref training at no cost.
Trying to pilot online recertification through RMLOA.
TRAINING CLINICS

Level 1 on Sunday 1/30, online closed $85 walk up CLF $25 subsidy. 86 signed up, 5 walk up
Level 2 2/5, Denver Science and Technology School. Must attend level 1 to attend level 2. $85 online, $25 CLF subsidy
Level 1 Online, free with code sent out via email.
2/12, Info sent via email on DU CYLA coaches clinic. Free. Attend DU practice, then chalk talk in classroom.
