Consultation response summary & subsequent changes to design

Consultation responses

Ø  The consultation was open to the public on the consultation pages of the Council’s web site from 7th September 2009 to 7th October 2009.

Ø  A joint public exhibition of the proposals for Cycling City routes 3 & 4 was held on 22nd September 2007 in the Willow Brook Centre, Bradley Stoke. Several questionnaire responses were received at the exhibition and are detailed below.

Ø  A Notice was published by Legal and Democratic Services on 15th February 2010 with details of proposed road humps on Baileys Court Road, Fiddlers Wood Lane and the access to Bradley Stoke Leisure Centre, (with all comments to be received by 10th March 2010).

The table below summarises the comments received during the various stages of the consultation:

·  Prefer to see an area wide treatment rather than piecemeal treatment of a few routes.
·  Prefer to see routes on the most heavily trafficked roads & less concentration on shared use paths.
·  LTN 02 / 08 Cycle Infrastructure Design must be adhered to – not just to the minimum standards / dimensions therein, (various locations).
·  Surfaces must be laid to a reasonable standard.
·  Roads approaching the station and car park should be restricted to 10mph.
·  Cycle lane on Hatchet Road should be widened.
·  Enlarging the island in Hatchet Road will be a hazard for cyclists.
·  Hatchet Road should be subject to 20mph speed limit.
·  Would like to see a route avoiding Hatchet Road, via track to Brins Close, linking to North Road.
·  Toucan crossing needed on the crossing of the junction with Fiddlers Wood Lane. Treatment of the roundabout to slow traffic would be a better option.
·  Cyclists using Fiddlers Wood Lane are better off using the carriageway than the shared use path – cyclists on the main carriageway will be subject to harassment from drivers who consider that cyclists should be on the shared use path.
(Pre-consultation) / 11th Aug 09 / ·  No potential resurfacing sites on Route 3.
(Pre-consultation) / 10th July 09 / ·  T002003005 drawing – welcome new path linking up to roundabout, although shown as already existing.
·  T002003004 drawing – concerned that tarmacing short section through nature reserve will ‘urbanise’ the quiet natural environment. Suggest that this path receives resources to improve drainage and surface with more stone to dust surfacing. Ensure that the section also includes stretch under bridge to link up with the tarmac path leading to Champs sur Marne.
·  Happy to discuss signage issues on the nature reserve –suggestion of using timber signs would be supported. Possible scope for including destination signposting to ‘Three Brooks local nature reserve’.
Web site / 30th Sept 09 / ·  Some kind of warning needed for cyclists from Mead Road crossing the existing cycle path.
·  Dropped kerbs needed at the end of the path leading from Baileys Court Road to Sherbourne Avenue.
·  Dropped kerbs needed on path in Diana Gardens.
·  Segregation of pedestrians / cyclists on shared use paths preferred.
Web site / 5th Oct 09 / ·  If the scheme is aimed at leisure cyclists, it’s perfect – it’s a pity you are not trying to target the commuter.
·  Shared paths mean more braking.
·  Traffic should be held back further from the front at junctions – such as with ASLs, (advance stop lines).
Web site / 16th Sept 09 / Listed various hazardous locations for cyclist throughout South Gloucestershire, including Bradley Stoke Way:
·  Cycle lanes on road appear and disappear and sometimes switch between opposite sides of the road.
·  No cycle lanes on approach to roundabouts, which can lead to cyclists being squeezed against kerb.
·  Having some cycle lanes on footpath not satisfactory since not marked on path itself, so mixing with pedestrians.
·  Not good solution at roundabouts as cyclists have to stop and cross 2 lanes of traffic.
·  Suggest cycle lanes needed on both sides of the road.
Legal Notice / 25th Feb 10 / We are against the proposals for road humps in Baileys Court Road and Fiddlers Wood Lane for the following reasons:
·  The raised table will not actually protect the pedestrians, cyclists and wheelchair users.
·  The raised table will slow emergency vehicles and cause unnecessary damage to other vehicles.
·  The raised table is seen as an unnecessary expense, with the money being spent more effectively elsewhere.
·  The Statement of Reasons refers to low speed of traffic within any 20mph zones. There are none of these zones in Bradley Stoke.
Legal Notice / 4th March 10 / In response to the advertised proposals for road humps in Baileys Court Road and Fiddlers Wood Lane:
·  “An excellent proposal that will benefit cyclists, pedestrians and residents”.
Exhibition / 22nd Sept 09 / ·  Yes these will provide me with a useful route for my journey. I use the northern half of the route (north of Winterbourne Road) 2-3 times per week to access library and shops BUT shouldn’t we be getting more than this for £100,000?
What will assist the most:
·  Improved crossing of Baileys Court Road.
·  Lowered kerb into Sherbourne Avenue.
·  Removal of barrier from path into Gadshill Drive.
·  Bridge repair/widening across Stoke Brook.
·  Smoother crossing of Arden Close.
I’d like to see on the route:
·  Flattening of link between Sherbourne Avenue and The Bluebells.
·  Less sharp corners when joining and leaving path along Stoke Brook (to help maintain momentum gained cycling down the slope).
Changes like to see to proposal:
·  Re-route southern section along Hatchet Lane/Ratcliffe Drive/Gadshill Drive. This would make the route shorter (and more efficient for commuters) and avoid a hill. It would also provide better cycle access from the old part of Stoke Gifford to the school, medical centre and shops in Ratcliffe Drive.
·  Re-route northernmost section along Camps-sur-Maine (quieter and safer – avoids big roundabout).
·  Provide spur via Diana Gardens/Snowberry Close across Wood Road to shops.
Exhibition / 22nd Sept 09 / ·  All cycle routes should not use existing roads. They should have dedicated tarmac – see surrounding districts of Amsterdam.

·  What features assist the most – The raised surface crossings are a good idea at entrance to the common from A38 so are the road patches.
·  Additional features would like to see – “Think Bike” signs near junctions.

·  Also a good safe cycle route. Not like at present design as part of road (very dangerous).
·  We need safe pavement side routes!
Exhibition / 22nd Sept 09 / ·  Routes 3 & 4 already exist.
·  My family and I cycle along these routes without having to use the road. Not many (or if at all) do see pedestrians on the pavements – so we cycle on the pavements.
·  Existing roads are narrow enough without having to put these routes on the road.
·  I use these routes for leisure and work. I live in Stoke Gifford.

Exhibition / 22nd Sept 09 / ·  I cycle between the Mall and Bradley Stoke library (where I work) but my route along Highwood Road cycle path is quicker than the proposed route 4. I will try it to see if it is a prettier route!
·  Additional features would like to see – Traffic free corridors.
·  Changes to proposals – Very good plans. I would like them to extend further (but that’s because I live in Pilning!)

Summary of design changes

Changes made to the scheme design following the consultation included the following:

·  Removal of proposed raised table across Arden Close

·  Removal of proposed raised tables along Fiddlers Wood Lane, (close to roundabout with Bradley Stoke Way) – to be replaced with kerb build out to shorten the crossing point

·  Proposed raised table across Bradley Stoke Way Leisure Centre entrance lengthened to 6m, with 1:15 ramps

·  Realignment of path at Mead Road junction with Winterbourne Road, (B4047)

·  Areas for vegetation removal extended

·  Kerb build out and tactile paving added mid-way along Mead Road

·  Removal of build out / dropped kerbs at junction of Mead Road and North Road

·  Removal of proposed green surfacing ‘patch’ around cycle symbols / arrows, (and review of locations)

·  Additional street lighting proposed between Bradley Stoke Leisure Centre and Webbs Wood Bridge

·  Additional dropped kerbs specified – various locations, (including Diana Gardens)

·  Additional removable Cycling City bollards specified – various locations

·  Improvements near Parkway Station, (drawing T002-003-001), incorporated into Cycling City Route 9

Construction work on Route 3 commenced on 22nd February 2010. Following an objection to the proposed raised table across Baileys Court Road a report will be prepared for the Executive Member who will decide whether to accept, amend or abandon the proposals here.
