TRAINING PROPOSAL

  1. TITLE : TRANSFER OF TRAINING TECHNOLOGY COURSE (TTT)

2.BACKGROUND

The Asian Collaborative Training Network for Malaria (ACTMalaria) has conducted various courses at the international level since it was established in 1996. These courses provided limited number of participants from member countries. Moreover it will be very costly for any country if they want to send many participants to these courses. These will take a very long time for capacity building of health workers in malaria control for Asian region. Therefore, there is a need to develop local training teams who are capable to conduct similar training courses

The need to have the transfer of training technology course (TTT) was identified by Directors of ACTMalaria from member countries in the meeting in Chiang Mai on December 1996. The general concept of the course was presented at the Executive Board Meeting in May 1999 in Bali, Indonesia. A rough survey was also conducted and the directors felt that it was consistent with priorities set by ACTMalaria.

Malaysia is given a task to conduct this course by Executive Board during its meeting in Indonesia in 2000. A preliminary discussion was held in Kuala Lumpur in Feb 2001 to discuss the concept of TTT and to form the Course Curriculum Committee

The framework of the course design was presented and endorsed by Directors in EB meeting in Kuala Lumpur in April 2001.

The development of the course curriculum has been worked-out by the committee in two workshops. The first workshop was held in Melaka in May 2001 and followed by second workshop in Penang in June 2001.

Malaysia had successfully conducted the TTT course in Penang from 25 March – 22 April 2002. Since then there were many requests to conduct another TTT course in 2003.The second TTT was conducted in Kuala Lumpur from 2-30 June 2003. A third TTT course is proposed to be in Kuala Lumpur from 20 June to 19 July 2005

3.COURSE OBJECTIVE

The purpose of the 2005 TTT course is to develop training teams who will be able to improve the planning , implementation, development and follow-up of national courses and international ACTMalaria courses that address defined needs for improving malaria control . At the end of the training course the participants should be able to ;

  1. assess training needs
  2. design training curriculum based on participatory learning approaches
  3. coordinate and implement the training
  4. evaluate the training

4.COURSE LAYOUT

The TTT course consists of 3 phases

4.1 Phase 1: preparation of candidates for the course by the country programme Directors

  • select suitable candidates for a training team
  • identify a training project to be conducted by the country
  • gather some information about the project or a training proposal
  • identify local partners for the training

4.2 Phase 2: TTT workshop

  • the workshop will be conducted inKuala LumpurMalaysia
  • the duration of the workshop is 4 weeks from 20 June – 19 July 2005
  • the training teams of each country is expected to develop proposal for a training project

4.3. Phase 3 : Post course

  • get approval to conduct a training project and to secure training fund
  • work with partners
  • conduct a training course
  • monitor and follow-up by Directors
  • Overall evaluation by ACTMalaria Foundation

6. LEARNING METHODOLOGY

The general principle of learning approach used in the ACTMalaria courses are learner centered and participatory learning methods. Problem-based learning is introduced to foster and cultivate life-long learning skills and process. The case studies based on real events and actual data are designed to challenge participant’s knowledge and skills in solving the problems. The participants are divided into small groups in order to promote group dynamics and team building and to encourage active learning in the group. Adequate training materials are provided to support participant’s learning process and to promote self learning. In addition, they are given a chance to practise certain skills either in the class- room practices, or at the field sites.

8.PARTICIPANT SELECTION

This workshop features a team training approach where preference will be given to participants who are proposed by the Country Directors. The minimum numbers of participants for a country are 2 persons . Preferably one of them is a training officer at the national level and another person is a technical officer in malaria control or vector borne diseases control. Moreover, pre-workshop preparation by Directors and participants is expected to facilitate the effectiveness of this training.

Participants should be;

  • Responsible for the training in malaria/vector borne diseases control programme
  • Committed at least three years in relevant posts following completion of the course
  • Have adequate English language skills such that they can participate in discussions and prepare a written report.
  • Able to meet international flight requirements concerning health and be able to undertake rigorous field work

9.COURSE RECOGNITION

Participants will receive the certificate of achievement or the certificate of attendance after completion of the course

10.EVALUATION

10.1 Evaluation of Participants

Several assessments of the participants’ knowledge and competence are carried out throughout the course. Using the sama question-set, pre- and post-tests are applied on the first and final days of the course, respectively. They are also self-evaluated at the end of each block. In addition, each team is expected to complete a training proposal and presented at the final day of the course. The team performance will be assessed by a group of panel.

Post- course evaluation is planned at 6th and 12th month after graduation . The evaluation team will seek guidance from ACTMalaria Executive Board members regarding performance of the graduate. The graduates will be consulted regarding the progress of their proposed training.

10.2 Evaluation of the course by participants

In addition to evaluating the participants, the course will be evaluated by the participants. To carry-out this task the participants are asked to evaluate the entire course using a provided questionnaire . The questionnaires provide an opportunity to assess the opinion of the participants throughout the course. Result s will be used to improve the curriculum and course management for the next training.

10.2 Evaluation of the course by Sub-Committee

A sub-committee of course design will be appointed by Coordinating Country Director with supervision of Senior Advisor of ACTMalaria to supervise and follow-up the training course. They will conduct informal interview with instructor, facilitators, participants and training coordinator to determine the achievement of the training.
