Gifts and Benefits Policy

The Fire & Rescue NSW Managing gifts benefits and hospitality policy and procedure has been revised and is now available on the intranet. The purpose of this policy is to set the professional behaviours, standards and ethics expected of all employees in regard to reporting, registering and managing any offer of a gift or benefit.

Key points

This policy:

·  Incorporates the new requirements of the Government Sector Employees Act 2013;

·  Assumes that gifts should generally be politely refused;

·  The Policy defines a monetary amount for a token gift. (Items valued up to $50); and,

·  Any gift over $50 of value must be declared and registered with Professional Standards Branch

Who needs to read this policy?

All Fire & Rescue NSW staff and Managers within FRNSW should be aware of this policy and the obligations it contains. Failure to comply with the principles or the spirit of this Policy will be viewed seriously and will be investigated.

Mobility and Transfer Policy and Procedures

The Fire & Rescue NSW Mobility and Transfer Policy and Procedures is now available on the Intranet;. The purpose of the Policy and Procedures is to provide principles and clarification on a systematic approach to the mobility and transfer of permanent officers and firefighters.

Key points

The Policy and Procedures:

• Ensure fairness and transparency;

• Define types of transfers;

• Explain provisions on relieving positions; and,

• Provide for transfer reviews.

All Fire & Rescue NSW officers and firefighters need to be aware of this Policy and Procedures.

Procedures

2017 SIMS release

SIMS calendars for 2017 have been developed and published to the SIMS calendars toolkit on the Intranet. Hardcopies will be distributed to fire stations.

Procedure for SIMS calendars

On 2 January 2017, SIMS calendars for 2016 should be removed from the SIMS board and filed in the Station.

SIMS calendars for 2017 should then be loaded into the SIMS board. All SIMS calendars can be found on the SIMS calendars toolkit.

Old SIMS calendars and other completed documents such as Defect Report sheets must be filed in the station for a period of seven years. For more information, refer to the Records Management Policy and the procedure in NSW Fire Brigades Records Retention and Disposal: Zone Office and Station Records.

New calendars

These SIMS calendars have been developed and will be forwarded as part of the rollout:

·  CAFS bulk water tanker (Permanent staffing)

·  CAFS bulk water tanker (Retained staffing)

·  Rehabilitation van (Retained staffing)

·  Light tanker (Retained staffing). Note: this is the smaller bushfire and hazard reduction appliance.

Station Commanders at stations with new appliances should order on ESCAT SIMS boards and supporting stationary for the new appliance.

New worksheets

The 2017 rollout includes the following new and revised SIMS worksheets:

Appliances (Version 07)

o  Requirement to check safety seals on extinguishers as part of the daily inventory check.

Rehabilitation gear (Version 01 - new worksheet)

Level 2B Intermediate hazmat boat (Version 02)

o  Align safety inspection and safety equipment with Roads and Maritime Services requirements.

o  Whistles and bailing scoops have been added to the inventory for Intermediate Hazmat vans where boats are located.

Foam gear: Educators and foam solutions (Version 04)

o  Link added to Recommended practice, Foam and foam-making equipment which details PPE requirements for handling foam.

Extinguishers (Version 02)

o  Increase inspection schedule to monthly.

o  Enhanced inspection requirements to align with Safety Bulletin 2006/13, Portable fire extinguishers.

o  Requirement to inspect applicators and hoses in response to a recent incident where a hose failed.

o  Clarification on when an extinguisher should be considered empty and be replaced.

Extension facemask sets (Version 04)

o  Update for MSA AirGo airsets.

o  Inspection requirements for breathing air systems on aerial appliances.

Cordage: Vertical rescue – Rigging pack and rope (Version 01 – new worksheet)

Cordage: Vertical rescue – Rescuer pack (Version 01 – new worksheet)

Cordage: Primary Rescue pack and rope (Version 01 – new worksheet)

Cordage: Height safety pack and rope (Version 03)

o  Update for new inventory.

Air-operated diaphragm pump (Version 01 – new worksheet)

Procedure for SIMS worksheets

Paper copies of SIMS worksheets revised during the year are being distributed with SIMS calendars, or with equipment as it is installed. As soon as you receive new SIMS worksheets relevant to your appliance:

Remove the old worksheets from the station SIMS board.

Replace them with the new worksheets.

Old SIMS worksheets should be disposed. If you are missing any of the required worksheets for your appliance, download them from the SIMS worksheets for equipment toolkit, print them out, and post them on your SIMS board.

Rescinded worksheets

The following SIMS worksheets are rescinded:

Level 2B Intermediate hazmat boat (Version 01)

Extension facemask sets (Version 03)

Note: All existing SIMS worksheets for cordage will be reviewed once the rollout of cordage equipment is complete.

Rescinded Safety Bulletin

Safety Bulletin 2006/13, Portable fire extinguishers is rescinded by SIMS worksheet, Extinguishers (Version 02) and SIMS worksheet, Appliances (Version 07).

Long Service Leave Ballot Applications 2017/2018

Call for applications

In accordance with the procedure for Long Service Leave quotas for permanent firefighters during peak holiday periods, long service leave applications for periods that fall in peak holiday periods in 2017/2018 are now called for from Inspectors, Station Officers and Firefighters.

Dates of peak periods

The following dates for the year 2017/2018 are classified as peak periods:

8 April 2017 to 25 April 2017 Autumn School Holidays – Term 1

1 July 2017 to 17 July 2017 Winter School Holidays – Term 2

5 August 2017 to 18 August 2017 World Police & Firefighters Games

23 September 2017 to 8 October 2017 Spring School Holidays – Term 3

16 December 2017 to 29 January 2018 Christmas/New Year and Summer Holidays – Term 4

Closing date for applications

Long service leave application forms are available on the Station Portal and are to be submitted to your Area Command or Assistant Director.

The closing date for applications is Friday, 27 January 2017.

Online applications must include a brief cover letter, resume and address the two targeted questions.

Operational Support Inspector (Team Leader Firefighting Operations Training)

Applications are invited from firefighters holding the rank of Inspector, Leading Station Officer or Station Officer for the position of Operational Support Inspector, Team Leader Firefighting Operations Training, Education & Training.

Note that to be eligible to apply a Station Officer must have at least 24 months service with FRNSW as a Station Officer and have successfully applied for progression to Leading Station Officer.
