Minutes

  • 2nd Roundtable Meeting, October 15 - Peggy & Michel
  • 6 Federal departments will attend, to discuss improving access to community data, FCM is hosting, StatCan convened. It is a follow-up from commitments and discussions from May 12-13, to make community data more available and accessible.
  • Agenda - will be up on the CSDS Site under Building Partnerships WG.
  • Christian Day from HRSDC will not be at the meeting.
  • Federal agencies seem to be experiencing uncertainty and a sense of sea change.
  • Reference to Bernier – Health and Social Transfer funding cuts –
  • Roundtable is critical strategy now more than ever due to cuts to the Census
  • CSDS SACASS Re-Naming - Michel
  • Hard launch is January 1, 2011
  • Renaming the site and the strategy before the hard launch
  • Need to explore a more marketable name, the game has changed and we must be able fund-raise for a tangible product and initiative
  • Name should be encompassing many cross sectoral issues and communities of practice – particularly since we may consider economic, environmental, and other types of data which may not be social.

ACTION: Michel & Tracey - Disseminate a series of names both English and French for people to pick and choose from

CIC Data - Federico

  • Data request at Peel for CIC landing data. CIC data are only being received by Peel and Toronto, and CIC did not want to share these data during the elections of 2008. A letter did go out, Toronto has its own MOU with CIC, Peel has started to draft one and CIC dropped the ball. They wanted a more inclusive MOU, and in light of not getting Census data we will need to look at other data products becomes more essential.
  • The Roundtable is to develop more formal agreement with these federal agencies and template user agreements
  • The latest request for CIC data came from CDH Halton to Peel and they have submitted their request
  • Toronto and CIC have an MOU. CIC made some promises that they would look at data gaps and wants, and the possibility of more specific geographies. TO does not pay a fee for these data but other jurisdictions were charged a nominal fee of $100
  • The Roundtable agenda includes developing template user agreements, best practices and a legal framework. Suggestion toward looking at developing Creative Commons types of licenses. Canadian Internet Policy and Public Interest Clinic (CIPPIC) has agreed to help CSDS develop terms of use agreement templates. They will have to hear more about issues and concerns from all sites. All MOUs and previous legal arrangement documents and reports are located there.

ACTION: Reiterate the need for the CIC data, acquire more information about the product, variables, & explore local geographies, etc.

Data Purchase and Access WG - User Needs Survey - Tracey on behalf of Ken Murdoch

  • Update on next meeting, status of the user needs survey, and the WG will discuss new data sources

ACTION – Identify new data and administrative data – in particular data sources, what the variables are and their geographies

ACTION – All to look at the resources on the new site for an inventory of other datasets – Just click on resources

In-Kind Contributions – Michel

  • Michel will put together a survey to estimate contributions to the project, 10 questions, to understand the multipliers

  • Overall sentiment is the site works well, the catalogue work is great!
  • Consider an information push strategy to market the site and to get people to go to it, any time there is modification to the site we market it. Alert people to new content and create a digest.
  • Security of content and respect of user agreement is important. Users will receive their user agreement and new users will be required to accept the terms of use.
  • Make this site the place of choice of community data

Census Court Challenge Right to be Counted – Peggy

  • The court challenge will be filed today, logistics of getting groups to sign on was difficult particularly for those who receive federal funding. The groups that have signed on are an Aboriginal organization, Ethno-cultural visible minority group and a Disability groups.
  • We are in this for the long game and soliciting for resources to support this work
  • Connect census campaign with other campaigns on survey cuts etc.
  • We think November and December we expected and expedited, and a sworn affidavit, also there are two injunctions

ACTION: will share information about the parties and a press release on when filed and Peggy will share material before it goes out.

  • Geography Files, Geography Fact sheet and information for NRCan

Other Business:

TERANET - Harvey Low

  • Kingston is approaching Teranet – to do Geomatics work for them
  • DMTI – Is considered a better solution, particularly if one wants to tie content with GIS

GIS & Training – Derek Cook

  • Mike Benigeri conducted one on one training. Want to know how to use it in Calgary.
  • GeoClip can be purchased for in house customization. Currently all atlases reside on on one server, and permissions. Currently permissions do not preclude access to other atlases.
  • Question on Core set of indicators vs other data – templates can be shared
  • Technical security permission can be granted but mishaps should be avoided
  • There is an option to discuss consortium rate to purchase GeoClip
  • Who are the users? – Toronto, Calgary, Isabelle
  • Peggy wants to ensure use of the tool is easy and can be maximized
  • May is not a good time to meet as StatCan starts the Census

ACTION: Call Mike Benigeri, scoping costs of changing access permissions and discussion on backup in the event of errors
