14. General Summary of Function/Purpose of Position
Supervise, direct, and coordinate the unit’s personnel, programs, and activities associated with the state involvement in the federal Superfund Program including activities to address and clean up hazardous waste sites through the use of public funds and compliance and enforcement procedures as authorized under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and Part 201, Environmental Remediation, of the Natural Resources and Environmental Protection Act,1994 PA 451, as amended (NREPA). Oversee staff that implement the CERCLA Site Assessment Program and the Targeted Brownfield Assessment Program.
This position is designated as security-sensitive and, therefore, requires a Criminal History Background Check.

Duty 1
General Summary of Duty 1 % of Time 30Manage and supervise unit staff by making assignments, planning, coordinating, and implementing unit activities.
Individual tasks related to the duty.
· Develop staff performance objectives. Conduct performance reviews for staff in the unit.
· Assign work. Monitor progress of work to completion. Review completed assignments to ensure it is satisfactory. Provide feedback and coaching to improve work products.
· Review and approve work schedules, time and attendance, expense and travel costs, and leave requests, as appropriate.
· Develop and enhance staff capability and capacity to perform necessary work. This includes developing appropriate training plans for staff, ensuring staff has the necessary resources to perform their work, and providing staff with opportunities to develop their skills.
· As necessary, provide assistance, counseling or take necessary disciplinary actions to ensure work is completed and that actions comply with necessary rules, regulations, and/or guidelines.
· Oversee and manage the unit budget which includes the purchase of equipment, services, supplies, contractor services, time and travel of staff, etc.
Duty 2
General Summary of Duty 2 % of Time 30Direct and oversee staff in the unit in the implementation of response activities in compliance with the CERCLA and Part 201 of the NREPA. Responsible for all areas of program implementation, consistency and safety.
Individual tasks related to the duty.
· Direct and oversee unit staff in the implementation of state or federally funded response activities. Ensure that the necessary state or federal funds are secured to implement the actions. Ensure that the schedule and expenditures are appropriately tracked such that work is completed on time and on budget. Ensure appropriate state funded Action Plans are developed and participate in the Action Plan meetings.
· Direct and oversee unit staff implementation of compliance and enforcement activities for private party response activities. This includes ensuring appropriate monitoring of compliance with all Voluntary Enforceable Agreements (Administrative Orders, Consent Decrees, etc.) for sites in the unit.
· Work with staff to ensure response activities for sites managed by the unit comply with all state applicable or relevant and appropriate requirements.
· Ensure appropriate development and management of consulting and construction contracts for response activities managed by the unit. Ensure proper oversight and tracking of contractor performance and costs.
· Provide oversight, review, and tracking of unit work funded by Federal Cooperative Agreements (CAs). Ensure we meet federal CA requirements and comply with all terms and conditions of the grant. Review and approve CA progress reports.
· Resolve issues, as they arise, with first line management at the U.S. EPA Region 5 Superfund Division. Discuss and elevate issues to the Superfund Section Manager, as necessary.
· Ensure sites are effectively managed in a manner consistent with Division policies and precedents. Ensure appropriate evaluation and presentation of site issues to both the Section Review Team and the Division Quality Review Team.
Duty 3
General Summary of Duty 3 % of Time 30Direct and oversee the MDEQ’s implementation of the CERCLA Site Assessment Program pursuant to the Site Assessment Cooperative Agreement with the U.S. EPA. Direct and oversee the implementation of Targeted Brownfield Assessments pursuant to the CERCLA 128(a) Cooperative Agreement.
Individual tasks related to the duty.
· Oversee and ensure the applications for the Site Assessment Cooperative Agreement and the Brownfield Assessment portion of the CERCLA 128a Cooperative Agreement are prepared and submitted by the due date established by U.S. EPA.
· Track Site Assessment and Brownfield Assessment Program budgets so as to ensure appropriate work effort necessary to complete required work without overexpending the budget. Identify any potential problems and implement corrective actions to ensure completion of work within established budget.
· Oversee the tracking of work and deliverables under the Site Assessment Cooperative Agreement. Ensure all deliverables are completed on time. Identify any possible delays and work with staff and the U.S. EPA in developing solutions or corrective actions, as necessary.
· Ensure appropriate and sufficient communication between the Site Assessment and Brownfield staff and the staff in the District. At a minimum, staff should notify District staff any time we have staff in the field visiting a site or performing investigations.
· Ensure that staff have the necessary tools and training to complete the necessary work.
· Identify opportunities for improvements in the Site Assessment and Brownfield Assessment work processes. Develop and implement improvements, as appropriate.
· Identify and implement actions to improve the efficiency and effectiveness of Site Assessment staff.
· Oversee development of the Superfund Section budget for field supplies and equipment.
Duty 4
General Summary of Duty 4 % of Time 10Participate with Section Management to plan and develop the Superfund Program in Michigan. Perform other duties, as assigned.
Individual tasks related to the duty.
· Participate in Superfund Section Management team meetings. Participate in Superfund Section Review Team meetings. Participate in Superfund Program meetings and conference calls with the U.S. EPA.
· Identify areas or issues affecting program effectiveness and efficiency. Conduct evaluations to identify potential plans for improvements. Work with Section Manager to implement agreed upon improvements.
· Prepare budgetary projections and requests for both State and Federal budget processes.
· Prepare and/or review program policies and procedures.
· Respond to requests for information from both internal and external customers.
· Other duties, as assigned.
16. Describe the types of decisions made independently in this position and tell who or what is affected by those decisions.
The Unit Supervisor makes decisions regarding program implementation and budgetary expenditures in regard to assignments made within the Unit. This would include interacting with outside agencies, such as the U.S. EPA, regarding the necessary tasks and adequacy of waste site investigations and cleanups. Decisions affect the work of staff in the Unit, as well as our interactions with staff in other sections, divisions, or agencies, such as the U.S.EPA. The decisions also impact parties responsible for response activities at contaminated sites and the affected communities.

Decisions involving deviations from program and division policy and/or procedures. Interagency relations problems or other problems of program-wide significance. Decisions that affect the Section as a whole, or have significant affects on areas outside the Unit. Disputes that are elevated to the Section Manager or above.
18. What kind of physical effort is used to perform this job? What environmental conditions is this position physically exposed to on the job? Indicate the amount of time and intensity of each activity and condition. Refer to instructions.
Most of the work is done in the office; however, occasional field visits are necessary. This position requires Occupational Safety and Health Administration (OSHA) 40-hour hazardous material handling training, annual 8hour refresher courses on hazardous materials, and annual health monitoring. The individual must be able to work outside on hazardous waste sites in variable weather conditions. The potential exists for exposure to hazardous materials.

23. What are the essential functions of this position?
Supervise, direct, and coordinate the unit’s personnel, programs, and activities to address and clean up hazardous waste sites and hazardous material spills through the use of public funds and compliance and enforcement procedures as authorized under the Comprehensive Environmental Response, Compensation and Liability Act (Superfund) and Part 201 of 1994 PA 451 (Part 201).
24. Indicate specifically how the position’s duties and responsibilities have changed since the position was last reviewed.
The CERCLA Site Assessment and Targeted Brownfield Assessment Programs have been added to this Unit. The administration of the statewide Pollution Emergency Alerting System (PEAS) and the specialized sampling functions have been removed from the Unit duties.
25. What is the function of the work area and how does this position fit into that function?
The Superfund Section ensures that the necessary actions are taken to investigate and remediate sites of environmental contamination pursuant to state and federal laws. In addition, the Superfund Section provides various other services to the Division, such as conducting Brownfield assessments, conducting assessments to evaluate sites for potential inclusion on the National Priorities List, and coordinating the management of the Division’s CAs with federal agencies. This position fits into the function by providing the necessary supervision of the Site Assessment and Site Management Unit.
26. What are the minimum education and experience qualifications needed to perform the essential functions of this position?
EDUCATION:
Possession of a bachelor’s degree in the physical sciences, biological sciences, resource management, sanitary science, environmental health, engineering, geology, or in geological, petroleum, or mining engineering.
EXPERIENCE:
Five years of professional experience in an engineering or scientific field carrying out geological and/or environmental activities to protect, develop and maintain natural resources; working in an environmental protection program; or, enforcing environmental health or environmental protection laws, including three years equivalent to the experienced (P11) level, two years equivalent to the advanced (12) level, or one-year equivalent to a 13-level specialist or manager.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of federal Superfund Program and state environmental remediation programs. Ability to communicate effectively, both verbally and in writing. Ability to instruct, direct, and evaluate employees. Ability to track, manage, and coordinate the workload of several professional staff.
CERTIFICATES, LICENSES, REGISTRATIONS:
This position requires OSHA 40-hour hazardous material handling training, annual 8-hour refresher courses on hazardous materials.
