14. General Summary of Function/Purpose of Position
A Corrections Shift Supervisor (Lieutenant) functions as a Shift Commander directing and coordinating a broad scope of safety and security activities. The Lieutenant is responsible for scheduling custody and housing officers for an entire shift’s work assignments. In addition, the Lieutenant ensures day-to-day custody functions are met, either directly or through supervision of first line supervisors (Sergeants). The Lieutenant identifies, prepares, and maintains several administrative criteria, documents and databases related to departmental policies, procedures, and regulations, with an emphasis on how those directly affect the Officers under his/her charge. The Lieutenant ensures departmental goals and objectives are adhered to by first line supervisors and shift personnel, and that staff are property trained and adequately fit to carry out their assigned custody duties.

Duty 1

General Summary of Duty 1 % of Time – 25
Shift Scheduling
Individual tasks related to the duty.
·  One of the primary responsibilities of the Lieutenant is to ensure each shift assignment is filled appropriately. Assignments are frequently prioritized and positions must be scheduled with security in mind, while ensuring all staff has equal opportunities for advancement. Shift Commanders ultimately have the “right-to-assign”; however, contractual guidelines must also be met, especially as they relate to overtime equalization. In conjunction with MCO, Lieutenants establish and administer a leave book ensuring departmental and local agreements are met and staff is scheduled for leave time accordingly. Lieutenants also work with Human Resources and supervisory staff, coordinating the various staff on extended leave or temporary assignments. Lieutenants arrive before the shift to make necessary scheduling changes, ensuring each security assignment is staffed and the outgoing shift is properly relieved.

Duty 2

General Summary of Duty 2 % of Time – 20
Security Rounds
Individual tasks related to the duty.
·  Each day a Lieutenant is responsible for visiting each occupied assignment. During these security rounds the Lieutenant visually observes prisoners and staff in housing areas, program assignments, job-related duties and recreational activities. Lieutenants inspect for violations of policies, procedures, and regulations. Lieutenants are also looking for unsafe conditions, ensuring that security is maintained and making necessary changes and/or recommendations as needed. Lieutenants must also ensure that conditions exist to sustain the safety of both staff and prisoners. While on security rounds the Lieutenant responds to prisoner and staff inquiries, suggesting appropriate responses and directing resources as needed.

Duty 3

Other security related issues
Individual tasks related to the duty.
·  Lieutenants respond, observe and supervise “critical incidents” including assaults on employees and prisoners, fights, disturbances, security breaches, and other unusual events. Lieutenants also ensure the required paperwork and reports are completed, forwarded, filed and retained accordingly. Lieutenants ensure inspections occur on staff, prisoners, visitors, non-departmental personnel, and vehicles as they traverse the entry and exit locations in the perimeter. Lieutenants direct and participate in the shakedowns of prisoners, cells, buildings, and outside the perimeter. Lieutenants direct and participate in the shakedowns of prisoners, cells, buildings, and outside areas, helping to control contraband and detecting breaches in security. Lieutenants supervise cell extraction teams and riot squads, ensuring procedural guidelines are met. Lieutenants are responsible to ensure staff adheres to appropriate prisoner disciplinary guidelines. Lieutenants monitor a broad range of other security related activities, supervising necessary adjustments to safety and security and making recommendations for change when needed.

Staff Fitness for Duty and Departmental Training

Individual tasks related to the duty.

·  Lieutenants must ensure that each staff member reports for duty in a manner befitting that of a Corrections Officer. This includes appropriate uniform compliance and the necessary physical requirements needed for work in a prison setting. Lieutenants schedule their Officers for a wide range of departmental training, including required weapons qualifications, yearly PA-415 classes, computer-based courses, specific job-related updates and instruction, and other related training opportunities. The Lieutenants maintain a record of training for the staff in their charge, ensuring each officer has met the necessary requirements for his or her position. Lieutenants help supervise the training of new officers on their shift, ensuring they receive a comprehensive range of on-the-job exposure, while maintaining their safety through this transitional period. Lieutenants also identify the need for additional staff development and ensure the appropriate training or instruction is received.

Additional Administrative Requirements
Individual tasks related to the duty.
·  Lieutenants are required to maintain reports, records, databases and correspondences related to the supervision and safe operation of the shift. These include the scheduling and completion of daily, weekly, and monthly security inspections, fire and occupational safety reports, security monitoring exercises, required shakedowns and related inspections, and other related safety and security issues. Lieutenants also participate in the reviewing and updating of periodic Policy and Procedure reviews, Post Orders, employee evaluations, and other related materials. Lieutenants ensure critical incident reports and other related prisoner documents are completed as required. Lieutenants mediate between the shift and higher supervisory staff, ensuring unusual events, emergencies, and security issues are reported as required. Lieutenants perform periodic checks of first line supervisors to ensure critical safety measures such as prisoner count are being maintained appropriately. Lieutenants also conduct investigations of staff or prisoner misconduct as assigned.

Emergency Supervision/Other Duties as Required.

·  During emergencies, disturbances, mobilizations, forced cell moves, and other unusual events, the Lieutenant assumes direct supervision, ensuring departmental guidelines are followed, and staff and prisoner safety are maintained. Lieutenants act as squad and/or platoon leaders during simulated or actual disturbances, riots, or other emergency events.
·  Lieutenants must have a broad understanding of Policies, Procedures, Labor Contracts, Rules, Regulations, and guidelines in order to assume or supervise additional responsibilities as they arise.

Lieutenants are expected to make several independent decisions on a daily basis that affect the supervisors and officers in their care, as well as the safe operation of their shift. These decisions can directly affect a single staff member, the shift, or possibly the way the institution conducts its day-to-day operations.

Any decision a Lieutenant makes that affects or changes the security of the institution will ultimately need their supervisor’s approval. Often, a Lieutenant is required to make immediate, emergency decisions in order to maintain staff and/or prisoner safety. These decisions usually require reporting to higher authority once order is returned.
18. What kind of physical effort do you use in your position? What environmental conditions are you physically exposed to in your position? Indicate the amount of time and intensity of each activity and condition. Refer to instructions on page 2.
Typically, during routine operations, a Lieutenants position does not require a great deal of physical effort. Occasionally Lieutenants may be required to physically intervene during times of emergency or when staff or prisoner safety is at jeopardy. Environmentally, a Lieutenant is exposed to normal outside conditions during security rounds. On most given days, other than security rounds or on-site supervisory needs, the Lieutenant spends much of their time on administrative responsibilities.

Selects and assigns staff, Coordinates activities by scheduling work assignments, setting priorities, and directing the work of subordinate employees. Evaluates and verifies employee performance through the review of completed work assignments and work techniques. Identifies staff development and training needs and ensures that training is obtained. Ensures proper labor relations and conditions of employment are maintained. Maintains records, prepares reports, and composes correspondence relative to the work. Communicates, interprets, and applies departmental policies, facility regulations, and Department of Civil Service Rules to subordinates. Directs custody and security activities necessary to assure a safe environment. Directs Corrections Officers in the enforcement techniques for prisoner discipline at meals. Observes prisoners’ activities to detect unusual or prohibited behavior, which might be a threat to the security of the facility or the safety of prisoners, employees, or visitors. Takes, receives, checks, and records periodic counts of residents. Inspects through the use of visual observation, buildings, guard posts, prison shops, recreational areas, etc., for violations of regulations or unsafe conditions, assuring the maintenance of prisoners’ safety, health, and discipline. Directs the inspection of incoming and outgoing vehicles, materials, and supplies for the presence of contraband. Also directs the inspection of visitors, prisoners, or employees for contraband or weapons. Observes and appropriately responds personally and through subordinates to “critical incidents” such as assaults on employees or prisoners, prisoner disturbances, or other situations threatening facility security; response may require use of firearms. 25. What is the function of the work area and how does this position fit into that function?
The work area is a level II male correctional facility. The function of the work area is to safely and humanely house adult male prisoners until such a time as they are released into the community or transferred to other correctional facilities. This is an essential supervisory position to the function of the work area.
26. In your opinion, what are the minimum education and experience qualifications needed to perform the essential functions of this position.
EDUCATION:
Completion of 15 semester (23 term) credits in one or a combination of the following areas: correctional administration, criminal justice, criminology, psychology, social work, sociology, counseling and guidance, educational psychology, family relations, pastoral counseling, or law enforcement.
EXPERIENCE:
Three years of experience equivalent to a Corrections Officer E9, Corrections Medical Aide E9, or Special Alternative Incarceration Officer 9; two years equivalent to a Resident Unit Officer E10, Corrections Transportation Officer E10, Corrections Medical Unit Officer E10, or Special Alternative Incarceration Officer E10; or, one year equivalent to a Corrections Shift Supervisor 11 or Assistant Resident Unit Supervisor 11.
KNOWLEDGE, SKILLS, AND ABILITIES:
Extensive knowledge of the rules, regulations, policies, and administrative practices of the Department of Corrections. Extensive knowledge of problems associated with the extended confinement of large numbers of prisoners. Thorough knowledge of standard procedures for maintaining security. Thorough knowledge of riot control, the use of firearms, fire fighting equipment, and detection of contraband. Thorough knowledge of training and supervisory techniques. Thorough knowledge of employee policies and procedures. Thorough skill in self-defense, the use of assigned weapons, and restraint procedures. Ability to understand and follow complex oral and written directions. Ability to think and act quickly and appropriately in emergencies. Ability to supervise and assist officers in their duties.
