14. General Summary of Function/Purpose of Position
This position oversees the Unit responsible for Michigan DNR and U.S. Forest Service Good Neighbor Authority (GNA) timber sale and the DNR Forest Utilization and Marketing programs. The timber sale program entails all state forest and GNA timber sale advertisement, bidding, and contracting through the Vegetation Management System timber sale software program. The position is responsible for periodic revision of GNA Master and Supplemental Project Agreements, working with DNR and U. S. Forest (USFS) staff. The position is also responsible for leading the development and maintenance of software systems, databases, policy and procedures, reporting, and training programs related to DNR timber sale operations.
The position supervises staff in the timber sale and forest utilization and marketing programs. It directly interfaces with forest products industry producers, primary mills, and secondary manufacturers, and is responsible for the development and maintenance of all databases and reports associated with the forest products industry. The position also supervises a forest economist specialist that provides technical expertise and analytical capacity for matters related to micro- and macro-economic aspects of forest management and other activities related to state forestland and the larger forest economy of Michigan.

Duty 1

General Summary of Duty 1 % of Time 20
Supervise staff to ensure programmatic compliance with all applicable work statutes, rules, policies and procedures.
Individual tasks related to the duty.
·  Assign, approve, and review work products.
·  Provide guidance and support on work methods and training requirements.
·  Perform full range of supervisory activities including approval of time and attendance and expense reimbursement, establishment and review of performance objectives, approval of leave, and provision of oral and written counseling.

Duty 2

General Summary of Duty 2 % of Time 30
Oversee all Lansing staff, systems, databases, policy and procedures, reporting, and training programs for timber sale operations on State Forest lands.
Individual tasks related to the duty.
·  Oversee the development and maintenance of the Vegetative Management System (VMS – the DNR’s timber sale software program), working directly with DTMB, contractors and staff.
·  Ensure the development and maintenance of the VMS User Manual.
·  Ensure proper and timely staff training is conducted for new VMS modules prior to implementation.
·  Monitor and update DNR and FRD timber sale policies, procedures, and other supporting documents to ensure they are in conformance with the requirements of forest certification standards.
·  Ensure the accurate and timely preparation and posting of routine department timber sale program reports, and submission of quarterly and annual legislative reports.
·  Oversee the contract timber sale preparation program, and regularly monitor and provide status updates to management and field staff.
·  Work with the FRD Inventory Specialist and district supervisors to develop the annual timber sale Plan of Work and provide regular progress updates to management and field staff.
·  Monitor timber sale postings, bids and contracts, and make recommendations to resolve issues or conflicts related to timber sale contracts.
·  Monitor and communicate changes in timber markets to management and field staff.
·  Ensure the routine maintenance of DNR inter- and intranet timber sale program web pages.

Duty 3

General Summary of Duty 3 % of Time 20
Oversee staff, databases and reports for the Utilization and Marketing Program and maintain communications with organizations related to the forest products industry.
Individual tasks related to the duty.
·  Maintain close communication and collaboration with the forest products industry businesses and organizations, universities, the U.S. Forest Service, and other state agencies (Michigan Department of Agriculture and Rural Development and the Michigan Economic Development Corporation).
·  Ensure the periodic accomplishment of the Timber Product Output survey, and the timely development and publication of the Michigan Forest Product Industry Directory.
·  Ensure the development and publication of forest products informational materials, and periodic newsletters to DNR staff and the forest products industry.
·  Oversee the development and maintenance of the Michigan Wood database and web portal, working directly with DTMB and contractors in this regard.
·  Ensure the accurate and timely timber capacity analyses in support of existing and new forest products mills and other production facilities.

Duty

General Summary of Duty 4 % of Time 15
Oversee the implementation of U.S. Forest Service (USFS) Good Neighbor Authority (GNA) on Michigan national forest lands.
Individual tasks related to the duty.
·  Conduct programmatic reviews of USFS GNA policies and procedures, direct oversight of GNA Master Agreement and Supplemental Project Agreement (SPA) revisions, including coordination of projects and budgetary, financial and personnel analyses associated with annual SPA revision.
·  Ensure quarterly and annual GNA reporting to the USFS is completed in an accurate and timely manner.
·  Maintain close communication with lead contacts for each national forest, the FRD District GNA leads, and Program Services Section accounting staff for implementation GNA.

Duty 5

Oversee staff, analyses and research projects related to forest economics, and provide information to management and partners.
Individual tasks related to the duty.
·  Oversee the conduct of analyses related to operations and investments in state forest management to enhance the economic contribution of forest-based resources, commodities, amenities, and related employment to the State of Michigan.
·  Oversee collaborative research of forest products industry economics with universities, in support of the Governor’s Forest Products Summit and DNR needs.
·  Provide guidance to Division managers on the long- and short-term financial implications of current and alternative management policies and practices.
·  Provide information to Division managers, Department advisory committees, and the Michigan forest products industry on current forest products market conditions and prices and likely near- and long-term market trends.

Duties 1 through 4 and supervision of staff.
24. Indicate specifically how the position’s duties and responsibilities have changed since the position was last reviewed.
The Forest Planning and Operation (FPO) section was reorganized recently. The previous Forest Planning and Inventory Unit supervisor position has been dissolved and the direct oversight of staff and functions will be by the section manager. The new Timber Sale and Utilization Programs Unit manager will supervise the staff and functions of the timber sale and the utilization and marketing programs as a unit within the FPO section.
25. What is the function of the work area and how does this position fit into that function?
The Forest Planning and Operation Section provides expertise, knowledge, guidance, and leadership on forestry, forest land, and natural resource management statewide across all land ownership. This position provides oversight, expertise and guidance directly related to the forest products industry, particularly the DNR timber sale program on DNA managed lands and national forest lands (under Good Neighbor Authority), and efforts at coordinated forest products utilization and marketing and associated analyses and research related to forest economics. This function is key to fulfilling mission, goals and objectives of the State that have been delegated to DNR FRD.

26. In your opinion, what are the minimum education and experience qualifications needed to perform the essential functions of this position.
EDUCATION:
Possession of a bachelor’s or graduate degree in forestry, forest management, natural resources management, or a related field. A degree in forestry is preferred.
EXPERIENCE:
Three years of experience equivalent to P11-level Forester, or Resources Analyst; OR
Two years of experience equivalent to a 12-level Forest Management Analyst; OR
One year of experience equivalent to a 13-level natural resources specialist or manager.
KNOWLEDGE, SKILLS, AND ABILITIES:
Supervisory experience and knowledge of personnel management.
Knowledge of the laws, principles, and practices of forestry and natural resource management.
Knowledge of inventory methods, silviculture, timber cruise and appraisal methods, timber sale contracting, and evaluating forest economic and natural resources values.
Knowledge of GIS and its uses related to natural resources management.
Ability to instruct, direct and evaluate employees.
Ability to interpret complex scientific and/or legal documents.
Ability to communicate effectively with others and to maintain favorable public relations.
