14. General Summary of Function/Purpose of Position
This specialist position is responsible for the statewide development, coordination and implementation of the Forest Health Management Program in conjunction with the Forest Health Monitoring Program. Statewide functions include tracking native and invasive insect and disease pests affecting forests and trees, developing and writing policies and procedures; developing and writing forest health management guidelines; conducting pest-specific forest resource analyses; collaborate on pesticides and bio-control applications in forest settings; writing service contracts and environmental analyses; training DNR and non-DNR resource professionals in pest management techniques; and conducting related education and outreach activities. Conduct activities in cooperation and collaboration with state, federal, university and other resource management partners.

Duty 1

General Summary of Duty 1 % of Time 65
Statewide coordination and implementation of the Forest Health Management Program (i.e. invasive and native insects and diseases).
Individual tasks related to the duty.
·  Prepare response strategies including pesticide, silvicultural, regulatory and bio-control options. Initiate and collaborate with University and U.S. Forest Service research initiatives.
·  Develop forest health policies, procedures and protocols.
·  Field test control options for forest insect and diseases.
·  Cooperate with University and U.S. Forest Service’s research efforts to advance the Forest Health Management Program. Review scientific literature and participate in professional development to keep abreast of most recent technologies, pest situations, management strategies, and state and federal regulatory efforts.
·  Frequently collaborate with personnel from other state and federal agencies.
·  Assist the Forest Health Monitoring Program Manager with design and implementation of specific invasive and native pest detection surveys.
·  Evaluate management responses for invasive forest pests.
·  Provide oversight of pesticide and bio-control applications, research and development.
·  Serve on and support the activities of the Interagency Forest Invasives Committee (IFIC) which includes U.S. Forest Service, USDA APHIS, MSU, MTU, DNR and MDARD.
·  Serve on and support the activities of the Terrestrial Invasive Species Core Team which includes staff from DNR, DEQ and MDARD.
·  Collaborate with MSU and MDARD to provide forest health management training for DNR, other agency, private and industrial resource professionals.
·  Attend state and national technical meetings to contribute and remain current in invasive and native pest management and emerging biocontrol. Regularly interact with personnel from other state and federal agencies.
·  Write technical bulletins and press releases and use an array of media to provide information to target audiences.
·  Develop forest management guidelines for Michigan’s public, private and industrial forests to mitigate the impacts of forest pests.
·  Standardize and oversee insect and disease protocols used to apply various management options.
·  Conduct pest specific forest resource analyses.
·  Review and write forest health management guidelines. Develop or revise forest health management guidelines using current understanding of invasive and native pest impacts and behaviors, and relevant forestry practices.
·  Oversee major forest health management projects: An examples is the oak wilt suppression initiative which includes completing an Environmental Analysis, writing service contracts, directing the project, evaluating project efficacy and weighing cost/benefit of efforts compared to other forest pest management needs.
·  Work with FRD’s Silviculture and Regeneration Team to ensure inclusion of forest health management in forestry practices and published guidelines.
·  Support and assist with invasive plant management activities.

Duty 2

General Summary of Duty 2 % of Time 25
Provide technical assistance to forest resource professionals and the general public.
Individual tasks related to the duty.
·  Develop and present forest health training and lectures.
·  Respond to information requests for current forest health conditions and the existing body of forest health diagnostic and management knowledge.
·  Respond to inquiries from the general public and media about forest health.
·  Produce and distribute summaries of current forest insect and disease occurrence.
·  Works with Department staff to review applications to apply pesticides to maintain state-owned lands. Ensure compliance with Forest Certification, DNR and FRD pesticide policies, and EPA pesticide labeling.

Duty 3

Forest Health Management Program needs and actions are defined by this position. Develop/formulate available management strategies and provide direction to affected managers and resource user groups.

Frequent flying at low altitudes to assess forest insect and disease conditions (outbreaks etc.).
Occasional handling/ use of pesticides (aerial and ground applications).
Occasional use of chainsaws and hand tools.
Regularly drive to and hike over uneven terrain in all types of weather to remote forest areas.
Long hours sitting at a computer.

The Forest Health Management Program functions within the Forest Health and Cooperative Programs Section, which provides expertise, knowledge, guidance, and leadership on forestry, forest land, and natural resource management statewide across all land ownerships.
26. In your opinion, what are the minimum education and experience qualifications needed to perform the essential functions of this position.
EDUCATION:
Possession of a bachelor’s degree in Forestry.
Preferred candidates would hold a Masters or Ph.D. in Forest Entomology or Forest Pathology.
EXPERIENCE:
Four years of professional experience equivalent to a Forester, including two years equivalent to a Forester P11 or one year equivalent to a Forester 12.
Preferred candidates will have three to five years of experience working in forestry, forest health, forest management, forest entomology or forest pathology or related field, including work in forest inventory, forest health management, and/or forest pest management.
KNOWLEDGE, SKILLS, AND ABILITIES:
Extensive knowledge of forest entomology, forest pathology, statistical analysis, sampling design, pesticide technology, biological control of pest populations, pest population dynamics, exotic forest pests and silviculture.
Training and/or experience in public speaking and writing of press releases and technical papers.
Proficiency with GIS, databases, spreadsheets, graphics and presentation and word processing applications.
CERTIFICATES, LICENSES, REGISTRATIONS:
Possession of a Certified Commercial Pesticide Applicator license is preferred.
