14. General Summary of Function/Purpose of Position
This position provides mentoring, coaching, quality assurance reviews and recommendations for project improvement as well as improvement to the overall State of Michigan SUITE processes, capabilities and maturity. This position is experienced in and capable of providing Process and Product Quality Assurance (PPQA) assessment and make recommendations to projects ranging in size and complexity from:
·  Single department/agency with fewer than 25 team members and duration less than a year
·  Multiple departments/agencies with 50 plus team members and durations spanning multiple years
·  Enterprise wide highly visible projects with multiple stakeholder agencies, possibly federal funding or court oversight or complex vendor management with over 100 team members and a duration spanning multiple years
This position will ensure consistency with the State of Michigan project management methodology (SUITE), perform long-term release planning based on organizational direction, regularly interact with the project management teams for status of budget, quality and schedule, escalate issues and risks as needed to executives, and exercise project quality assurance activities to ensure project scope expectations are met.

Duty 1

General Summary of Duty 1 % of Time 50
Review the quality of project assets for clarity, completeness, relevance and adherence to SUITE processes. Reviews include examination of project documentation, face to face communication and mentoring with the project teams on improvement recommendations.
Individual tasks related to the duty.
1.  Oversee the selection of the appropriate projects for Process and Product Quality Assurance (PPQA) review based on the Enterprise Selection Criteria.
2.  Apply industry knowledge, skills and expertise to examine, and evaluate project artifacts and project procedures for compliance to the SUITE methodology and contribution to project effectiveness.
3.  Proactively identify and evaluate problem areas and recommend actions to project teams that contribute to the resolution of issues, and risks identified in project reviews.
4.  Escalate concerns not being addressed by red or yellow projects to senior DTMB and Agency leadership for assistance in resolving the issues and risk.
5.  Establish the methodology for and generate the effectiveness scores of projects.
6.  Aggregate and analyze project effectiveness scores from an enterprise perspective for reporting to DTMB senior leadership, and for identifying improvement opportunities.

Duty 2

General Summary of Duty 2 % of Time 25
Coach and mentor project manager and project teams throughout the project life cycle with focus on overall risk, budget, resourcing and the appropriate tailoring of SUITE to the project type, scope and approach.
Individual tasks related to the duty.
1.  Design and develop the Enterprise Selection Criteria used to select projects for PPQA review.
2.  Advise EPMO, PMO Managers and Business Relationship Managers (BRMs) on the selection of the best qualified Senior Project Manager for enterprise wide or critical Agency projects.
3.  Instruct PMO Managers and BRMs on how to appropriately budget for all roles, tools, and environments needed to increase the Project’s chance for successful completion.
4.  Advises Project Managers (PMs), Project Coordinators (PCs) and key members of the team (Architect, Lead Business Analyst, Lead Test Manager) at project initiation in understanding the project scope and the appropriate tailoring of the SUITE processes for the project.
5.  Consult with PM’s and PC’s at project initiation in researching and identifying lessons learned, critical success factors, and techniques for verifying benefit realization.

Duty 3

General Summary of Duty 3 % of Time 15
Analyze SUITE related enterprise wide audit findings (PPQA, DTMB internal & OAG), determine root cause and make SUITE process, training and tool improvement suggestions.
Individual tasks related to the duty.
1.  Analyze, consolidate, and recommend appropriate improvements to SUITE processes, tools, and training to address audit findings, and unacceptable trends in SUITE compliance and project effectiveness scores that are identified in the project reviews performed by the PPQA team.
2.  Lead the PPQA team in identifying the root causes and make recommendations for remediating common causes of non-compliance and subpar project effectiveness scores.
3.  Consult with the Software Engineering Process Group (SEPG) team to identify process improvement recommendations based on project reviews.
4.  Provide input to resource managers and training coordinators on the additional development needs of the organization in project management, requirements definition, software development, configuration management, and testing skills.
5.  As the assigned project manager for the PPQA/SEPG project apply all pertinent SUITE improvements to the project.

Duty 4

General Summary of Duty 4 % of Time 10
As a neutral third party apply Project Management skills and knowledge to generate improvement and corrective action plans for challenged projects.
Individual tasks related to the duty.
Document and provide the project detailed corrective actions and improvements suggestions for each of the following areas:
·  Assess the level of collaboration and transparency between the project and sponsoring agency
·  Evaluate appropriateness and execution of the risk and issue handling plans
·  Evaluate team member skills, quality and quantity of delivery output
·  Gauge the quality, and level of detail of requirements
·  Assess the suitability of the recommended solution and underlying designs to satisfy the business objective
·  Observe the overall relationship between team members and agency personnel

The position operates in a normal office environment, performing duties within the assigned workspace.
Tasks can be completed routinely seated at a desk, visiting end users at their desks, in the context of meetings and meeting rooms.

25. What is the function of the work area and how does this position fit into that function?
The DTMB EPMO provides not only project and portfolio management services for all SOM departments, but it is also responsible for maintenance and continuous improvement of SUITE. In response to an OAG audit and Lean Process Improvement (LPI) initiative conducted in 2016 the SUITE SEPG and PPQA teams are being established within the EPMO. SEPG and PPQA are CMMI process area and generally recognized as a foundational component of high performing IT organizations that deliver on-time, on-budget solutions that meet or exceed customer expectations. This position functions as an expert project manager able to guide others to successful delivery of strategic projects and to leverage PPQA insights for continuous improvement of SUITE.
26. In your opinion, what are the minimum education and experience qualifications needed to perform the essential functions of this position?
EDUCATION:
Possession of a bachelor’s degree with not less than 21 semester (32 term) credits in computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, project management or mathematics.
EXPERIENCE:
Ten years of professional experience as a project manager for IT software or infrastructure projects involving 50 or more team members. OR Ten years of professional experience equivalent to an IT Programmer/Analyst with experience managing projects/programs typically greater than 2 years in duration with 50 or more team members in addition to a minimum of 4500 demonstrated and documented hours of managing IT software development and infrastructure projects.
Possession of a PMP Certification is required.
