14. General Summary of Function/Purpose of Position
This position is a managerial position and serves as the Supervisor of the Regulatory Unit of the Resource Management Section of the DNR, Parks and Recreation Division.
Responds to public inquiries with the division position on various issues.
Responsible for development, review and implementation of policies and procedures for state parks and boating programs. Assures that polices and procedures adequately fulfill program needs while complying with Department policies and applicable laws. Is responsible for Division lead on legislative bill analyses.
Manages the following programs: Litigation, Law Enforcement, Policy, Concessions/Leases, FOIA, IT integration, commercial operations, memorandums of understanding/agreements, technological innovations, and Department web updates.
Serves as Division Representative on various departmental and public committees.

Duty 1

General Summary of Duty 1 % of Time 25
MANAGEMENT AND SUPERVISION
Individual tasks related to the duty.
·  Selects and assigns staff ensuring equal employment opportunity in hiring and promotion.
·  Monitor and review leasing and concession activities.
·  Coordinates activities by scheduling work assignments, setting priorities, and directing the work of subordinate employees.
·  Evaluates and verifies employee performance through the review of completed work assignments and work techniques.
Provides discipline when necessary.
·  Ensures proper labor relations and conditions of employment are maintained.
·  Maintains records, prepares reports, and composes correspondence relative to the work.
·  Provides day-to-day supervision of unit staff, Interns, Student Assistants and temporary employees in the Division Office.
·  Develops and completes employee service ratings.
·  Develops and monitors budget on a bi-weekly basis. Works with direct supervisor on budget items two years in advance
·  Develops quarterly goals; monitors and reports progress.

Duty 2

General Summary of Duty 2 % of Time 25
Manage the Division’s Policy Development programs, Concessions/Leases/Use Permit programs, Commercial Use programs, and Litigation/ Claims Programs.
Individual tasks related to the duty.
·  Review public incident reports to assess trends and recommend solutions.
·  Develop new policies and procedures as circumstances require. Update existing policies on a continuous schedule to meet changing needs of the Department/User environment.
·  Review all PRD Leases and provide guidance to staff regarding contract language related to PRD and Department goals and initiatives.
·  Review and work with Concession and Lease Manager of standards and language. To work with Concession and Lease Manager to adapt concession operations to be in line with current trends and needs for customers.
·  Represent PRD as the Commercial Operations Workgroup representative. Work with other Divisions in developing Department wide standards for policies and procedures related to commercial operations and event permit
·  Conduct and analyze nationwide research involving other recreation-based entity policies, procedures and initiatives.
·  Serve as the Division Representative or liaison on various committees within the Department, including, but not limited to, sign committee, law enforcement committee, uniform committee,
·  Serves as liaison between the Parks and Recreation Division and the public on policy and legal related issues.
Duty 3
General Summary of Duty 3 % of Time 25
Review, monitor, and analyze legislative bills and initiate and review existing and proposed administrative rules, internal and external policies and procedures to insure they fulfill program needs while complying with Department policies and applicable laws.
·  Individual tasks related to the duty.
·  Gives guidance to field staff on questions of Policy/Procedures, Rules, and Orders or assigns this role to the Legal Analyst within the section.
·  Recommends the development of administrative rules and regulation, Land Use Order’s and Wildlife Conservation Orders of the Director and which is the appropriate regulation, including policies, procedures and guidelines.
·  Serves as Parks and Recreation Division resource person on operations issues for parks and boating programs.

Duty 4

Develop standards and programs related to data, information and technology needs in conjunction with the PRD Data Coordinator.
Individual tasks related to the duty.
·  Works with the Data Coordinator to develop a technology plan for PRD
·  Determine a budget for data and technology needs to address new opportunities and maintain existing applications, including the potential replacement of those existing programs and applications
·  Develop and coordinate a statewide counter program to assist with determining visitation numbers in underrepresented areas (boat launches, trails, rustic park areas). Work to adapt and find better ways to calculate existing park use numbers
·  Work with Data Coordinator to establish consistent reporting mechanisms for CRS and other applications. This would require establishing queries which address annual data requests and have these set up to be executed on a seasonal basis
·  Work with Data Coordinator to address other applications and data needs for the Department
·  Work with Safety Coordinator to address future communication needs related to safety and law enforcement

Duty 5

General Summary of Duty 5 % of Time 10
Responds and coordinates public inquiries for issues related to the Regulatory Unit. Responsible for disseminating policy and rule changes to staff and the public.
Individual tasks related to the duty.
·  Responds directly to public questions and concerns utilizing the public media, if necessary, as well as standard written memos and verbal communication methods for individual questions.
·  Performs role in managing log letters pertaining to the Regulatory Unit, assigning background research tasks to PRD field employees as well as working with other Parks and Recreation Divisions, Department Divisions and other groups as necessary. Ensures that response deadlines are met.
·  Attends public meetings as needed to represent the Division’s Position on various issues.
·  Provides routine electronic content on policy and law changes as well as provide existing information to update staff on current issues and existing programs. This could be through internal electronic newsletters and existing public, electronic mail deliveries

1.  Interpret for the field and management the various statutes, administrative rules, orders and policies, existing and proposed. Guide the field regarding how to apply these regulations to their activities.
2.  Issue reports and evaluations of various reporting forms and methods.
3.  Oversee the development of various reporting forms and methods.
4.  Decisions that can directly impact the Division’s successes in the area of health and safety of employees; well being and security of the facility user; protection of the natural resource and loss control for the Division.

Policy implementation. Budget allocation. Issues which may affect change in Division’s philosophical direction. Public injury claims/litigation that may have significant Department impact. Leasing and concession direction if proposals are out of the normal course of business.

Ability to work in office environment. Ability to participate, for evaluation reasons, in various training sessions including law enforcement. Ability to work a variety of shifts and outdoors in a variety of weather conditions as needed.
Approximately 85% of work is in an office environment. Approximately 15 % of work is conducted at various park locations as well as public meetings.

23. What are the essential duties of this position?
Essential duties include management of staff and overall direction on policies and procedures for boating and state parks. Responsible for policy/procedures re: litigation, law enforcement, concessions/leases, Freedom of Information Act requests and volunteers
24. Indicate specifically how the position’s duties and responsibilities have changed since the position was last reviewed.
Scope of responsibilities has removed two statewide grant programs and three new personnel. Snowmobile and Off Road Vehicle grants where removed, with each program having a position for oversight. This position was responsible for the oversight of the safety and inspection programs which included the position that formally reported directly to the Resource Management Section Chief. The marketing programs were moved to the Section Chief. Outreach and labor relations were not part of this position and were handled through program services.
25. What is the function of the work area and how does this position fit into that function?
The Regulatory Unit is responsible for the preparation of concession and lease agreements, the formulation and interpretation of policy and procedure, the management of the law enforcement program, management of claims and litigation, and the creation of publications for public use. Day-to-day response to public concerns and complaints are also part of the overall responsibilities. A wide variety of field-related issues become the responsibility of this position to review and participate in an ultimate resolution.
This position supervises employees engaged in the above responsibilities.
26. In your opinion, what are the minimum education and experience qualifications needed to perform the essential functions of this position.
EDUCATION:
Possession of a bachelor's degree in any major.
EXPERIENCE:
Four years of professional experience, including two years equivalent to the experienced ( P11) level or one year equivalent to the advanced (12) level.
This position has a Selective Position Requirement (SPR): 2 years of legislative or regulatory experience related to natural resources issues and their programs.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of federal, state, and local laws relating to recreation and parks as well as a strong background of field experience in parks and recreation.
Knowledge of statutes and trial decisions as impacting outdoor recreation liability. Ability to interpret, apply and communicate, both orally and in writing, information regarding recreation law policy.
Ability to supervise and manage staff.
