Minutes of a meeting of the PLANNING AND HIGHWAYS COMMITTEE held in the

Council Chamber on Monday 8 August 2016 at 6.45 p.m.

PRESENT:

Cllrs. B. Hodgson (Chairman), Ms J. Dawson, Mrs K. Head, Mrs R. Jackson,

R. Pailthorpe, Miss K. Pritchard, Mrs A. Singleton, Mrs A. Stuart and N. Sturtivant.

Planning Application 16/02743/FUL

Two members of the public spoke and expressed the following concerns about the application:

·  It was felt that it was overdevelopment of the cul-de-sac.

·  Vehicles exiting existing properties needed to reverse into the turning area which is
where the access for the new property is planned.

·  The new property would overshadow an existing property, excluding light from the
building and half the garden.

·  Access for builder’s trucks and materials would be difficult.

·  Access into an existing property would be non-existent and the developer would need
to transfer a portion of land to ensure access to the existing property.

The developer also spoke regarding this application, stating that there was already planning
permission on this plot for a larger property than that being currently proposed.

It was confirmed that there was a legal obligation to convey the land which would provide
access to the neighbouring property, as soon as the building was constructed.

23 TO CONFIRM THE MINUTES OF THE PREVIOUS MEETING

It was AGREED that the minutes of the meeting of the Planning and Highways

Committee held on Monday 11 July 2016 be APPROVED.

24 TO RECEIVE THE CLERK’S UPDATE REPORT

The Deputy Clerk reported the following items:

·  A Formal Notice of Modification Order had been received from the Somerset Rights of

Way Team.

This advised of a consultation to upgrade the following footpaths to Restricted Byways:

CH 33/36 Butts Quarry Lane

CH 33/35 Butts Quarry Lane

CH 33/34 Higher Easthams Lane

Information and a map would be put on the Council notice board. It was noted that the consultation closed on 22 September 2016.

·  A consultation for two proposed Traffic Regulation Orders which would affect Crewkerne had been received. The areas affected would be Market Square and Kithill. The consultation would end on Friday 19 August 2016. The Deputy Clerk requested that Councillors who wished to comment on these proposals should email their comments to her. The Deputy Clerk would then liaise with the Chairman and send them to Somerset County Council.

·  The opening of Crewkerne Post Office had been postponed due to building delays. This was out of the current owners’ control. He was still keen to open as soon as possible.

·  Planning Application 16/03360/LBC had arrived too late to be included in the agenda.

The Chairman noted that Council were normally guided by the Conservation Officer on all Listed Building consent applications.

27 TO REVIEW THE NEED FOR THE WEDNESDAY MARKET DIVERSION

16/17 BUS STOPS following communication with South West Coaches

Following a request from South West Coaches, Council discussed the current confusion

surrounding the bus stops used for the Wednesday market diversion. It was AGREED to

reinstate the “Road Closed” sign on Wednesday mornings to avoid confusion for bus

passengers and the bus drivers.

28 TO RECEIVE ANY OTHER MATTERS OF REPORT

Skatepark: Cllr. Mrs Singleton called for a vote of thanks to Yarlington Housing, for their support to the skatepark Project. Yarlington had agreed to allow the skatepark contractors to use a piece of Yarlington land and had waived all costs. Councillors fully endorsed Cllr. Mrs Singleton’s vote of thanks.

Catholic Church: Cllr. Mrs Singleton noted that the site of the now dormant Catholic Church was looking sadly neglected. The Deputy Clerk was asked to write to the diocese, to ascertain the future plans for the site.

Disabled Access to the Town Hall: Cllr. Mrs Head reported that she had met with Mark Jay, Operations Manager regarding the fall that Mr G. Clarke had suffered at the front of the Town Hall, following the Annual Town Meeting of Electors.

The Clerk was asked to include this as an agenda item for the next Town Council Meeting.
