MINUTES OF MEETING HELD IN THE MEMORIAL HALL, CRANMORE,
ON 12th December 2016 AT 7.30PM
Present / Cllr Crowcombe (Vice Chair), Cllr Jacqui Gallo, Cllr Alan Price and Cllr Bolton (Part).
In attendance: / Vickie Watts (Clerk) took the minutes. 2 members of the public attended.
The Clerk explained that the presentation by John Lapwood regarding the role of the Village Agent has been postponed to attend in the New Year. / Ag
1 / Declaration of interests and dispensations
There were none.
2 / Apologies for Absence
Cllr Grant Bolton, Cllr David Van Dyk, District Cllr Philip Ham, Cllr Karen Mitchell and PCSO Nicola Housley sent apologies which were accepted by the Chair.
3 / Agreement of Minutes for the Parish Council meeting which was held on 14th November 2016 and matters arising
All Councilor’s had received a copy of the minutes prior to the meeting. Cllr Crowcombe asked that an amendment be made to minute item 4.3 for the amount £25K to be amended to read £20K. The amendment was made by hand and was then agreed as an accurate record of the meeting so were duly signed by the Chair.

PCSO report - PCSO Nicola Housley did not attend the meeting but had emailed the following report for the previous month:
·  15/11 a vehicle in the hedge at Long Cross
·  12/11 Gun shots heard near All Hallows school
·  24/11 Parking complaint in Cook’s Lane, Police attended and vehicle moved
·  01/12 2 vehicle road traffic collision near the Piers.
·  02/12 Report of noisy party in Jill’s Close, Police attended and teenagers dispersed.
County Cllr Report - County Cllr Ham did not attend and no report had been received.
District Councilor Report
District Cllr Van Dyk did not attend and no report had been received.

Financial statement
The Clerk had emailed the financial statement prior to the meeting. All Councilor’s agreed that it was accurate and should be signed by the Chair.
Agree Bank Reconciliation
This had been completed and will be checked at the end of the meeting by Cllr Crowcombe.
Awards for All
The Clerk had printed the application and guidance notes for the Awards of All application which were passed to Cllr Crowcombe to consider for funding towards the Memorial Hall roof. The Clerk had not printed the Hallmark Award application form but agreed to do so and post to Cllr Crowcombe.

Discuss and agree precept 2017/18
Councillors had considered the spreadsheet prepared by the Clerk last month, which showed figures proposed for 2017/18 precept. It was discussed that a possible 5% increase on last year’s precept may be agreed to allow for improvements to the sports field facilities. However, it was agreed that the Clerk would circulate the spreadsheet once the tax base had been agreed by MDC, which will highlight how such an increase in Precept will impact on each household. / VW

Clerks salary November £122.78 plus expenses £22.50 / £145.28
It was agreed that the cheque should be signed. The cheque was signed by Cllr Bolton and Cllr Crowcombe.

9 / Community Governance review
A detailed explanation of the Community Governance review process had been circulated to all Councillors. It was agreed that the Council should wait until next election for this to be implemented. The Clerk to confirm to MDC that this is the action it wishes to pursue. / VW
10 / Sports field – Discuss tenancy agreement and new fence
It was agreed that a separate meeting would be held in the New year.
11 / Update on potential purchase of field adjacent to Jill’s Close & funding options.

13 / Christmas Tree field – discuss and agree action
It was agreed that this should be removed from agenda as no further complaints had been received.
14 / Agree dates for 2017
The dates were agreed for 2017 and will be displayed on the website and notice boards.
The Village Agent has been invited to the 2017 Annual meeting of the Parish which will be held on the 10th April.
15 / Highway Issues (Inc SIDS, Speeding & outstanding requests, etc…)
SIDS – It is hoped that the SID team will undertake there first “set up” of the SID in the New Year.
Cllr Crowcombe explained that the new free warning sign had been erected and that it was felt that a further 6 signs should be placed around the parish, namely 2 in Tansey, 2 in Dean and 1 either side of Piers Junction on the A361.
Each sign costs £25 + VAT which includes the brackets. 6 signs would total £150 plus VAT. After discussion, it was agreed that the Clerk should order 6 from Terry Drake the Speed Watch Coordinator. It was noted that the Community Group may contribute to the cost if required.
Highways – Cllr Price reported that the road is collapsing at Tansey, about 150m from Piers junction when heading towards Waterlip. The Clerk to request inspections from the Highways team.
County Cllr Ham collected the salt for the Parish on the 3rd December which is being stored at Cllr Prices’ house. It was agreed that a letter of thanks be sent to Cllr Ham. It was also agreed that the Clerk would place a notice on the notice boards, in the Grapevine, Facebook and the website to highlight that salt is available for the highways and pavements if required in specific areas.
Sports field – Cllr Price reported that the chain and padlock have been removed from the Tennis Court gate. Cllr Price will source large staples or similar to secure both the chain and padlock to reduce the risk of this happening again. / VW

16 / Councilor Reports (Community group, Footpaths; Speed Watch; SALC; Quarry)
Community Group – Cllr Price confirmed there has been no meeting but the Christmas presents have been distributed.
Cllr Bolton is to organize a buffet at the Strode on Sunday 14th January at a time to be agreed as an opportunity for the Village to get together. This will be well publicized.
SALC – The Area meeting will take place on the Thursday the 15th December. The Clerk has sent her apologies and will be notified by email of the matters discussed.
Quarry Liaison meeting – The Wainwrights application will be resubmitted soon with consultation period to follow. / GB
